CC 04-03-2018 Exhibit Oral CommunicationsCupertino City Council Meeting Apr 3, 2018 Dear City Council Members and Cupertino Residents, My name is Janet Van Zoeren, and I am a 42 year resident of Cupertino. I have been participating in the Vallco community planning process with the cautious hope that this process could bring our community together around a shared vision. Now Sand Hill has opted to avail itself of the right to submit a proposal under SB 35 which doesn't require any community input. Nonetheless, I'm not ready to abandon the hope that Sand Hill will work with the results of the community planning process to create a nuanced plan that goes far beyond satisfying just the legal requirements of SB 35. For example, I want to see a plan for housing that is inclusive of Cupertino residents with different abilities. especially those with developmental disabilities, but that isn't a requirement for satisfying SB 35 and the currently proposed Sand HillV~ nothing to address the housing needs of this population. They need affordable housing in the Extremely Low Income (30% of AMI) range. Furthermore, offering affordable housing only in packages of 1 bedroom or studio units further restricts the opportunity for affordable housing because it negates the strategy of pairing up with another person so as to make even that extremely low rent affordable. Furthermore for those disabled individuals who require a live in care provider there would be no privacy or personal space available. Others in our community have other priorities that simply aren't addressed by SB 35. Let's use the process that is in place for creating a plan that reflects our best thinking as a community, and not assume that Sand Hill won't consider any of our ideas.
