CC 04-03-2018CUPERTINO APPROVED MINUTES CUPERTINO CITY COUNCIL Tuesday, April 3, 2018 REGULAR CITY COUNCIL MEETING At 6:48 p.m. Mayor Darcy Paul called the Regular City Council meeting in the Cupertino Community Hall Council Chambers, 10350 Torre Avenue and led the Pledge of Allegiance_. Present: Mayor Darcy Paul, Vice Mayor Rod Sinks, and Councilmembers Barry Chang, Steven Scharf, and Savita Vaidhyanathan. Subject: Proclamation recognizing volunteers for the annual Wreaths Across America event to honor veterans Recommended Action: Present proclamation recognizing volunteers for the annual Wreaths Across America event to honor veterans Mayor Paul and representative Dennis Whittaker presented the proclamations recognizing volunteers for the annual Wreaths Across America event to honor veterans. The Mayor continued with the agenda as ordered. STUDY SESSION 1. Subject: City Hall Renovation Project Recommended Action: Discussion of alternative renovation plans for City Hall Written communications for this item included a staff presentation. City Council MINUTES Public Works Director Timm Borden reviewed the staff report. Staff answered questions from Council. April 3, 2018 Conducted discussion of alternative renovation plans for City Hall and provided the following direction: • There was not support for a City Hall renovation process. • Directed staff to prepare a report for a charter city process. • Look at other designs/general concepts for a new City Hall in the next 5-7 months. • Look at other potential cost saving solutions, still preserving the new 40,000 square foot building as the preferred alternative. Subject: Amend Cupertino Municipal Code Chapter 2.48 to codify design approval authority for public improvements and update the organizational structure of the Department of Public Works Recommended Action: Conduct the first reading of Ordinance No. 18-2173: "An Ordinance of the City Council of the City of Cupertino Amending Section 2.48. of Title II of the Cupertino Municipal Code Pertaining to the Approval of Plans and Designs for Public Improvements and Updating the Organizational Structure of the Department of Public Works"; and schedule the second reading for April 17. Director of Public Works Timm Borden reviewed the staff report and answered questions from Council. Council directed staff to amend the ordinance language to clarify the department's responsibility to manage the municipal water system. Deputy City Clerk Kirsten Squarcia read the title of the ordinance. Sinks moved and Chang seconded to read Ordinance No. 18-2173 by title only and that the City Clerk's reading would constitute the first reading thereof. Subject: Report on Committee assignments and general comments Recommended Action: Report on Committee assignments and general comments 8 City Council MINUTES April 3, 2018 City Manager David Brandt said there was a 4-day Valko Specific Plan Charrette for community input being held April 9 -13 at both City Hall and Community Hall. Two Councilmembers agreed to direct staff to add an evaluation of the securing of firearms and ammunition for both commercial and residential to the May 1 study session; and add a future agenda item to draft a letter to the Santa Clara Valley Transportation Authority (VTA) regarding the continuation of funding for the Transit Guideway Study.
