ORAL COMMUNICATION: None CONSENT CALENDAR: None PUBLIC HEARING: 1. Application: Applicant: Location: ASA-2005-0l Ghulam Azad 10057 Imperial Avenue 2 Design Review Committee February 16, 2005 Architectural and Site Review for architectural changes to an existing mixed-use building. Design Review Committee decision final unless appealed. Staff Presentation: Colin Jung, Senior Planner, briefly described the project. Larry Cannon, Architectural Consultant, has had a chance to review the plans. The project is consistent with the Monta Vista Design Guidelines. The parking is adequate for the amount of commercial space and for the residents. The street width is adequate and the applicant is not required to put in any angular parking stalls. All Code Enforcement issues are being addressed separately through the Building Department. Ghulam Azad, applicant, described the permanent rear patio elevation and the covering materials. Mr. Azad also stated that he was rebuilding the patio correctly. He described the new drainage system. Nancy Reis, 21685 Granada Avenue, was very pleased with the improvements. Her concerns were that things would be built to code and that there would be setbacks. Ms. Reis had some damage to her driveway from the applicant's workers while they were removing the fence. They took away the underpinnings from the driveway and it collapsed. The runoff from the building made it worse. Application: Applicant: Location: R-2005-03 Andrew Ko 10110 Lebanon Drive Residential Design Review of a new, two-story 3,800 square foot residence. Design Review Committee decision final unless appealed. Request removal from calendar. MOTION: SECOND: ABSENT: ABSTAIN: VOTE: Commissioner Giefer moved to remove R-2005-03. Chairperson Miller None None 2-0 3 Design Review Committee February 16,2005 3. Application: Applicant: Location: R-2005-04 Henry Lo 10163 Judy Avenue Residential Design Review to construct a new, two-story 4,215 square foot residence. Design Review Committee decision final unless appealed. Staff Presentation: Gary Chao, Assistant Planner, briefly described the project. Staff recommends approval. Commissioner Giefer asked if there was a deck on the second floor off of the master bedroom. Mr. Chao answered no that there were no decks. Hemy Lo, applicant, was concerned about reducing the garage size. Mr. Chao stated that reductions were needed to meet the design guidelines. Discussion continued regarding the garage size and the setback requirement. Commissioner Giefer was a little concerned about mixing up the neighborhood with some garages in the rear. Application: Applicant: Location: R-2004-14 Steve Yang (Liu residence) 20902 Garden Gate Drive Residential Design Review for a new 4,743 square foot, two-story residence and an exception for a 1,355 square foot second floor exceeding 35% of the first story. Design Review Committee decision final unless appealed. 4 Design Review Committee February 16, 2005 Staff Presentation: Gary Chao, Assistant Planner, briefly described the project. The applicant is required to preserve 3 of the 9 trees located in the front yard. The site plan shows all of the trees to being preserved. Staff recommends approval. Discussion continued regarding privacy protection trees. Steve Yang, applicant, stated on the first approach with 35%, the rooms upstairs were very small. That was why they decided to increase the second floor. Mr. Yang explained that they were aware of privacy issues. Hemy Lo, 10163 Judy Avenue, asked when the new R1 Ordinance would be in effect. Mr. Chao answered that it would be in effect March 1, 2005. MOTION: SECOND: ABSENT: ABSTAIN: VOTE: Commissioner Giefer moved to approve R-2004-14. Chairperson Miller None None 2-0 OLD BUSINESS: None NEW BUSINESS: Peter Gilli stated that the next meeting would be on Thursday, March 3, 2005 and switching from Wednesdays to Thursdays from now on. Chairperson Miller stated that he would be unable to attend the March 3, 2005 meeting and asked to see if the alternate (Angela Chen) could attend in his place. In the future, Thursdays were fine.
