II THE MINUTES OF THE PREVIOUS MEETING ON JANUARY 21, 1957, were
read; the following corrections were noted: Item IV-B, insert
after the word Cupertino "namely a parcel of land 310' x 2l4'
fronting on Highway 9 between Blossom Way and Kirwin Lane belong-
ing to Eugene Ravizza; Item IV-E-Line 2, change "general" to
"master"; Item V-B-2, change "planning to "Attorney"; Item V-D.
Line 7, substitute "in a month" for "later".
In a discussion over jurisdiction in Civil Defense matters,
Mayor Wilson requested that the Civil Defense Coordinator present
an organizational chart and a "battle bill" at the next meeting.
III PETITIONS AND COMMUNICATIONS
A. Written
The letters listed on the agenda were taken up in order.
In connection with the revenue listed in the written communi-
cations, Mayor Wilson requested that the budgets for the
various departments be submitted as soon as Possible, in any
event not later than June l.
Mayor Wilson designated Councilmen Meyerholz, Lindenmeyer,
and Planning Commission Chairman Leonard to attend the <_
forthcoming meeting of the County Flood Control District on
February 8. Councilman Meyerholz noted that the County no
longer has the control it once had what with recent incor-
porations and annexations. The County can now only coordi-
nate rather than control.
The suggested legislation on horror comic books was referred
to the City Attorney.

IV UNFINISHED BUSINESS
A. Subdivision Ordinance
Mr. Anderson said he had consulted several of the ordinances
and found them similar in many ways. They usually varied to
the extent that the cities desired expansion. He felt that
it would be better to use the County ordinance and procedure
with which they would be familiar and which they could
enforce inasmuch as the City will probably be hiring County
services.
Mr. Leonard sald that the Planning Commission was purely
an advisory body. The proposed contract with the County
could well provide for a subdivision ordinance. He felt
that the next move was up to the legislative bOdy, namely
the Councl¡, which must also establish policy on storm and
sanitary sewers.
Councilman Meyerholz suggested that a committee of three
councilmen meet with one member of the Planning Commission
and the City Attorney in order to draft a subdivision ordin-
ance. Mr. Leonard reported that Karl Belser, the County
Planning Director, feels that Cupertino is not alone in
p~oblems of this sort. With payment of a retainer the County
cDuld hire a technician to serve Cupertino, Saratoga and
~s Altos Hills. Councilman Nathanson moved that the City
of Cupertino allocate a minimum of ~200 a month to provide
planning advice including particular problems & routine
services plus whatever fee may be charged and authorized for

speoial projects suoh as a master plan and/or a subdivision
ordinance. Councilman Nathanson withdrew this in favor of
a motion that the contract be referred to the City Attorney
and County Counsel for recommendation to the City Council;
seconded by Councilman Lindenmeyer, carried 5 - O. Mayor
Wilson called a joint meeting of the Planning Commission
and City Counoil for February ll.
B. Attorney's Report
Mr. Anderson referred to Section 511 of the Vehicle Code as
the section which defines conditions necessary to set a
certain speed limit. The gist of the code section indicates
that the St. Joseph's School may not be entitled to a 15
m.p.h. zone. After a short discussion, Councilman Linden-
meyer moved that Councilman Saich be authorized to instruct
Leonard NcCarthY to paint "Slow School Crossing" markings
on Stevens Creek Road ad.1acent to the school exit. in
duplication of the Highway 9 school crossing markings;
seconded by Councilman Nathanson, carried 5 - o.
C. Ordinances and Resolutions for Adoption
Councilman Saich moved that a full reading of Ordinance 32
be waived; seconded by Councilman Lindenmeyer, carried 5 - O.
It was decided to read Ordinance 32, however. This is the
ordinance rezoning the Ravizza property. Upon reading the
ordinance was passed 5 - O.
D. Welcome Signs
A man representing Leonard McCarthy explained the Welcome
Sign layouts submitted by McCarthy and quoted the price as
$200 per sign, installation included. After some discussion,
the Council asked that the five Cupertino service clubs be
contacted in order to ask their cooperation and determine .
their preference of the three signs.
E. Resolution No. 37. Calling a Special Election in the Terri-
tory Designated Stelling l-C Revised
The Resolution included the intention of the City Council
of the City of Cupertino to call. a special election to be
held on the 6th day of May, 1957. The hearing was set for
March 4 at 8:00 P.M., Councilman Lindenmeyer moved its
adoptionj seconded by Councilman Saich, carried 5 - O.
F, Miscellaneous.
Mayor Wilson requested continuation of the weekly reports
when possible.
V NEW BUSINESS
A. Report of Planning Commission Chairman
Having received a lengthy report from the Planning Commission
Mayor Wilson suggested that the City Council use the week
interval before the joing meeting to study the various facets
of Mr. Leonard's digest.
B. Parks & Recreation Report
Councilman Lindenmeyer recommended that the City purchase
the 2.45 acres at the corner of El Vista Avenue and Stevens
Creek Road. If the park and/or civic center fails to
materialize, the City could resell the land and make a pro-
fi~ he said. Glen Taylor will sell the parcel to the City
for $50,000 - ~Jo,ooo cash, balance on terms. Councilman
Nathanson said he saw no reason why the City should pay
$20,000 an acre for property on Stevens Creel{ Road. He said
that land was available for $6,000 - *8,000 an acre, and
that he doesn't believe the City can undertake a $100,000
prOject at the present time.
Mr. Leonard suggested a conference with the owners of fron-
tage on Stevens Creek Road from Highway 9 to Blaney to
determine their plans and wishes. Councilman Meverholz
referred to the 10 acre parcel adjacent to Colli~s School
which also belongs to the school district. He said that
this may be available, and suggested that the matter be
investigated. In answer to a question, George Paizis
responded that the civic center is the issue not little
league baseball, and that the little league would play
wherever it could. Councilman Lindenmeyer requested that

C. Report of Roads and Maintenance Commissioner
Councilman Saich said that the City's portion of the work
at the Chevron Station, corner of Stevens Creek Road and
Highway 9 would'amount to 930 or ~40. The City will fix
the catch basin and Standard Oil will fix the pavement.
D. Report of Police & Fire Chief
Councilman Nathanson reported the latest status of the tow
truck dealer and asked the Council if it was satisfied to
permit the tow trucks in the back, nothing in front. Mr.
Anderson suggested that the dealer be allowed to park the
two trucks in the rear for a couple of weeks to allow time
for rezoning (theoretically). Councilman Nathanson agreed
that the Council should grant two weeks to apply for rezoning.

Bills for Approval
Councilman Meyerholz reported three bills of more than
routine nature. Councilman Lindenmeyer moved that a warrant
to McWhorter-Youn for 8 worth of stationery be paid,
