E. Miscellaneous
1. Hospital District - Councilman Nathanson stated that
committees formed for the purpose of conducting studies or
surveys habitually propose bond elections before reporting
back to the people whom they represent. He suggested that
- 2 -
some public spirited citizens raise the $100,000.00 needed
for a hospital. Councilman Meyerholz said that the hospital,
if suoh is needed, should be financed on a per oapita basis,
rather than on the basis of property. He felt that in this
way people who use the hospital would be the ones to pay for
it. He also felt that the people demanding a hospital would
not pay an equitable share if the hospital was financed on the
basis of property assessments.,
