O'Keefe reviewed the te'~~tive schedule to be followed when the representatives from Toyokawa, "ur Sister City, arrive. He also displayed gifts he had received as a result of his visit in December. These gifts wi 11 be displayed in a cabinet in the front lobby and also ln the Mayor's office. Còuncil deferred discussion of AB 287 pertaining to duties of LAFCO to their meeting of February 20, 1979. Assistant Planning Director Cowan presented the proposed parks acquisition program. The issue involved is the development of present park>l versus ac- qusition of land. Council expressed support for acquisition of park land rather than development at this time. Director of Public Works Viskovich re~iewed the proposed Capital Improve- ment program and by consensus Council took the following actiona: a. Council referred the building of a shower and locker room at Memorial Park - Tennis Court Expansion to staff with the recommendation it be replaced with a small control center. b. By consensus, Council requested that staff agendize the agreement with the architect for bas~ent modifications for their ~eeting of Feb- ruary 20, 1979. c. Council requested a cost comparison of a permanent chemical toilet and a permanert facility for Linda Vista Park restr "',ms, d.
