The special lIIeeting of the City Council was called for 11:00 a.m. in the
Council Chamber of the City Hall by Councillllembers O'Keefe, R')gers and
Meyers to address in working sella ion with staff the concern.. expr...ed
at the September 5, 1978 City Council meeting in regard to the aiting of
assisted housing.
The meeting was called to order at 11:03 a.lII. by Mayor Jackson.

Counc. O'Keefe explained that he hr.d instigated the calling of this special
meeting, stating that while in fbvor of assisted housing, he did no~ want
such housing to be clustered or otherwise groured in any differentiating
manner. In response to a question by Counc. Sparks as to the precedence
or propriety of having such a lIIeeting called, Counc. O'Keefe responded,
which a<so was affirmed by Counc. Meyers, that this did permit an oppor-
tuni~y for the Council to give direction prior to any lengthy effort on
behalf of staff or applicants in this area.
Mayor Jackson stated he favored assisted housicg but that this had never
been accomplished in reality within Cupertino. His position was that
he preferred good deliberation for arriving at a well thought out program
and such should be placed in the General Plan wilhout prejudging any
appli~u~ion.
It was moved by COllnc. O'Keefe and seco.tded by Counc. Sparks for direction
to be given L. staff that assisted housing should not be clustered or
otherwise distinguished by siting or archi~ectural style. This motion was
withdrawn to permit staff presentation.

staff point of view and introduced Mr. Steve IIotaro, Director of DltveloPMllt
for Goldrich/test and Associates, for c~ta a. a potential applicant.
Followina the presentation, Counc. Sparks IIIOved that the :..eeting be adjourned.
The motion die4 for lack of a second.
It was moved by Counc. O'Keefe Md seconded by Counc. Rogers that this ..eting
be reschedule~ for October 16, 1978, for discussion and sction in regard
to siting of assisted houaing. The motion l'&ssed with Councilmembers
Meyers, O'Keefe and Rogers voting yes and Oouncilmembers Sparks and Jackson
dissenting.
The Mayor adjourned the meeting at 12:18 p.m.
