Mayor Frolich called the meeting to order at 7:37 p. s. in the Council
Chamber of City Hall and announced the purpose of the joint public hearing
was to consider th& completeness of the Environmental Impact Report and
to arrive at a decision on the proposed Stevens Creek Plan Line project.

Application 3-CDPR3-77 of Michael G. Pisano: Conceptual Developmomt
Plan to allow construction of three (3) dwelling units on approximate-
ly 1/8 acre. Said property is located adjacent to and easterly of Al-
pine Drive approximately 300 ft. frolll the intersec~lon of Foothill
Blvd. and Alpine Drive. Recommended for approval.

It was moved by Counc. Jackson, seconded by Counc. O'Keefe and passed unan-
imou.qly with Counc. Nellis absent to close the public hearing.
It was moved by Counc. Meyers, seconded by CoW\c. Jackson and passed unan-
imously with Counc. Nellis absent to approve Application 3-CDPR3-77 subject
to conditions imposed by Planning Commission Resolution No. 1798.
1. To consider draft Environmental Impact Report fGr the City of Cuper-
tino Stevens Creek Boulevard Plan Line.
(a) Resolution No. 4644: "A Resolution of the City ::Duncil of the
City of Cupertino Certifying t:,e Final Environmental Impact
Report for the Stevens Creek Boulevard Plan Line Study as to its
Compliance with the California Environmental Quality Act and
State and Locally Adopted Guidelines."

(b) Resolution No. 4645: "A Resolution of the City Council of the
City of Cupertino Adopting an A.endment to the General Plan Re-
garding a Precise Street Plan for the Resch of Stevens Creek
Boulevard between Bubb Road and Ridgeway Drive and a Specific
Land Use and Circulation Plan for 'Old Monta Vista'."

3. City of Cupertino: Public Hearing to consider a specific general
plan for the area bounded by Freeway Route 8S I>n the eaat and Byrne
Avenue on the west and consideration of a atreet plan line for Stevena
Creek Boulevard between freeway Route 8S and Ridgeway Drive (entrance
to De Anza Oaks residential development).
Presentations - Mike Bullock, Hermosa Ave.; Jane Brokaw, Carm..n Rd.;
O'Patti Brisco (City Cl.~k~ Note: Mrs. Brisco identified herself as
a City Council candidate with residence in Monta Vista); Barbara Ttubell,
Imperial Ave.; Ann Anger, Empire Ave., Monta Vhta; Wes Williallls, Byrne
Ave.; Mike Mikul, Stevens Creek Blvd.; Dave McLeroy, Hermosa Ave.
During the presentation by Mr. Kike Bullock the Mayor requested that the
minutes reflect Mr. Bullock's request that a correction be made on Page
VI of the background report and draft EIR. The requested change was to
substitute the word "development" for the word "traffic" in the phrase,"It
should be emphasized that the road widening itself will not generate
new development but rather will cause traffic from other roadways to be
reassigned to Stevens Creek because the road will becOlle slightly more
attractIve".
It was moved by Counc. Meyers, Feconded by Counc. Jackson and passed
unanimously to close tI.e public hearing for conaiðeration of the complete-
ness of the Environmental Impact Report.

It was moved by Counc. Meyers, seconded by Counc. Jackson and passed
unanimously to adopt Resolution No. 4644 certifying the Environmental
Impact Report to he complete with the inclusion of the materials and testi-
mony p~esented at this meeting.
It was moved by Counc. O'Keefe, seconded by Counc. Jackson and passed
unanimously to close the public hearing for the Stevens Creek Blvd. Plan
Line tudy project.
It was moved by Counc. Nellis, seconded by Counc. O'Keefe and passed unan-
imously to adjourn to 7:00 p. III., February 21, 1978, for the purpose of
adopting a motion relating to the proposed plan line and land Ilse circu-
lation plan for Old Monta Vista.
At 12:10 a. m., the Mayor adjourned the meeting to 7:00 p. m., Tuesday,
February 21., 1978.
