Koenitzer, Planning Commission Sharon Blaine, Planning Commissioner (7:35 p. m.) Victor J. Adams, Jr. 1. Toby Kralller made a presentation to Council pertaining to the Bay Area Environmental Kanagement Plan. Staff's comments on the proposed Plan were discussed. Council opposed sharing of taxes derived from commercial activities and supported in concept sOllie sharing of taxes from industrial devel- opment on a County-wide basis. Council also directed staff to de- velop background information regarding the effect of sales ta~ sharing on the communtiy. It was moved by Counc. Meyers, seconded by Counc. Jackson and passed with Counc. O'Yeefe dissenting and Counc. Frolich absent to adopt staff recommeniations on tte Draft Environmental Management Plan (208) with tho exception of the Solid Waste Management se~tion and with the folle,wing changes and forward Council's support and CODDDents to ABAG. (a) Water Quality Management Plan - Policy 1, Action 1.1. Get official statement from Regional Water Quality Control Board regarding their position; (b) Air Quality Maintenance Plan - Support Item II, Mobile Source Controls, and push for State-wide action; (c) Developlllent ~d Land Use Mznagement - Policy C, Items 9 and 10 - Request clarity and definition of terms. Policy D- Metropolitan Transportation Commission should be the agency to review lransportation service in an area. County of Santa Clara Supervisor Geraldine Steinberg (Fifth District) \.. b introduced. With the use of various charts .he presented an overview of CountY government and its budget and County progrS118 of concern to Cupertino. It was announced that the Board of Supervisors had approved bike lanes along t~eir po~tion of Homestead Road. The charts presented depicted County Reven~e Sour~es, Allocation of P~operty Tax, and How the Tax Dollar is spent. Council was p.esented wIth a copy of a letter to Jerry Smith, Caltrans, from Adriana Gianturco, State Department of Ira portation Director, regarding th~ ~xtension of Highway 85. The State expects to complete the Highway 85 study within a year; however, financing still appears to te several years away. Tne letter included a statement that the 1.8 miles section of the highway frolll Stevens Creek Blvd. to the Sunnr~ale-Saratoga Road is a separate el~ent in the overall Route 85 environmental study. Council re~uested County support in its request for the Route 85 extension. 3. Council discussed with Supervisor Steinberg the issue rf parallledic service within the County. The questions of use of zones, pu?lic or private model, level of service and financing were all areas of. concern. 4. City staff was directed to meet with a County re,resen~ative and explore methods for animal control within Cupertino. rouncil directed ~taff to contact appropriate assemblymen and senators stat1ng oppo- sition to AB 1791, McVittie, Notice Required Prior to Seizure of Animals. The bill is presently on the Assembly floor. 5. During the Supervisor's presentation on County park development, Counc. Meyers expressed his concern regarding potential increase in the traffic probbms on Foothill Blvd. A new 130 acre park located along Foothill and Highway 280 will open during the summer. Council requested that the County include Cupertino staff members in the planning process of parks affecting the City. 6. Mayor Pro Tempore Nellis ~xpressed Council's appreciation to Super- visor Steinberg for attending the meeting ana for keeping open communication with the City. 7.
