Mayor Frolich called the meeting to order at 7:35 p. m. in th~ Conference
Room of City Hall.

Director of Public Works Viskovich made a brief preeentatlon to
Council on the Traffic Signal Interconnect Feasibility StuJy, Phase
2, as prepared hi JHK & Associates. Phase 1 of the study had deter-
mined a benefit from an interconnect system. The report recommends
alternate #3, which would offer neeessary flexibility. Staff support
this recommen~tion.
Mr. Barry Marrus of JHK & Associates was introduced to CounciL He
and Mr. Viskovich answered Council's questions regarding the stcdy
and the need of working on the interconnect implementation in con-
junction with the State. Two probleDlS discussed were the questions
of liability and who would have control of the system.
The overall traffic probl.... in Cupertino was discussed. Council and
staff explored various possible solutions, such as widening of
Stevens Creek Blvd., completion of Highway 85, double left turn lanes
in congested areas.
Counc. Jackson emphasized that the systea under study

problelllS caId exist even with the completion of Highway 85.

Mayor Frolich suggested that staff talk with Jerry Smith of Caltrans
regarding Hiahway 85.
Counc. Meyers IIIOved, CowIe. O'Keefe seconded to IIOve ahead thb

Council set 7:30 p. III., Tuesday, February 21,1978, Council chamber,
City Hall as time and place for a public hearing on the interconnect
system. Barry Marrus will be present a~ the public hearins. They
alSo set <!ne month as a limit for rec"h'ing a commitment fro... the
State. Staff will report to Council at their next meeting.
Council also requested to be presented with a report of the iut~ "-
connect system currently being used in Anaheilll and s report per-
taining to a city already using alternate #3. læyor Frolich sug-
gested that a State representative be present at the rebrusry 21
public hearing.
Upon the request of Public Work9 Director Viskovich, Council approved
sending the Five Year Capital Improvement Program to the Planning
Commission prior to Council review.
It was ~equested that Parks and Recreation Director Butler investi-
gate the possibility of the City þurchasing the site(s) of nchools
closed as the àcho~l district is selling them.

Director cf Public Works Viskovich was requested to contact Mr.
Savory and Mr. Gorges regarding traffic problems and ~end them copies
of his report.
Council requested that staff contact San Jose regarding the Blaney
Ave. stop sian . (copies to Mr. Gorges and Mr. Savory) and also
r~garding the possibility of San Jose cancelling the crossing guard
participation agreement with Cupertino.
Council requested staff to submit a report regarding De Anza College's
request for assistance in converting volley ball courts to 8 lightéd
paddle tennis courts.
7. Meeting was adjourned at 10:30 p. m. to January 30, 1978, 6:30 p.m.
