Jim Sisk, Planning Director, introduced Bob Cowan, who described the objec-
tives of the General Plan Consolidation Prograa and explored with Council
and ~lanning Commission members some of the alternatives available to
achieve these objectives.
City Attorney was re":;,,..ted to determine whether the recent "El Toro Mt.
Case" i~ Morgan Hill regarding land use should be considered when dealing
with elements included in the General Plan.
(Commissioner Koenitzer left at 8:15 p. m.)
Discussion ensued regarding job/housing imbalance and what, if any, effect
Cupertino's decision could make on the overall picture of the County.

Counc. Nellis moved, Counc. Frolich seconded, that staff be directed to
study the rela ionship of traffic intensity performance standard on oppor-
tunities for transit, the relationship of the mixed use concept in the core
area to the potential for a viable Town Center and complete mandated noise,
seismic safety and public safety elements, and staff undertake a study of
what it would mean to convert those properties still undeveloped in Core
Area exclusive of Vall co Park, making them residential use not to exceed
16 units per acres.

secOf1ded the motion. The motion was defeated with Counc. Jackson. CaUL. ,
Nellis and Counc. Meyers dissenting.
The motion of Counc. Meyers was defeated with Counc. Nellis, COUDC. O'Keefe
and Counc. Frolich dissenting.
Counc. Nellis moved the item be continued to the Council meeting of
December 19, 1977; Counc. Frol1ch seconded the motion, and it vas passed
with Counc. Jackson and Counc. Meyers dissenting.
Counc. Jackson moved that based upon staff recommendation the,. ¡n:IIrçe"h',:,.,,:.
with exploration of the relationship of traffic intensity performance
standard on opportunities for transit, exploration of the relationship of
the mixed use concept in the core area to the potential for a viable Town

legal obligations. Counc. Meyers seconded the motion and it was passed
unanimously.
Counc. Jackson moved that staff also explore implications for greater economic
mi~ in future residential growth, with the addition of housing type mixture.
The motion was seconded by Counc. Nellis and passed with Counc. O'Keefe
dissenting.
Staf~ will present their study to Council at their regular meeting of
January 16, 1978.
Mr. Walter Ward, General t~nager, Vallco Park, stated that Vall co would
not have invested in improvements for residences as it has done for the
present ~oning. He also expressed his belief that the City has a commit-
ment to Vallco.
Merrit Sher, President, Tercanomics, made a brief presentation on commer-
cial possibilities along D~ Anza Boulevard and Stevens Creek Boulevard.
TIlere was a brief recess from 9:45 to 10:00 p. m. (Counc. Nellis had to
leave the meeting due to illness; Comm. Koenitzer returned)
Mayor Frolich requested that a letter pertaining to sales tax that he had
received from the Board of SuPervisors be placed on the December 19 Council
agenda frr any questions Council may have. The City Attorney was requested

General discussion followed regarding development of the Town Center.
G. D. Gibson, Koll Company, discussed other specialty centers in the Bay
Area. Many are econo~ically unsuccessful and major problems are traffic
and security.
A consensus was reached to refer the matter back to staff and the Planning
Commission to develop the Town Center without the inclusion of City com-
mitment to locate Public buildings in this area. Emphasis i~ to be placed
on residenc~. mixed use, density. .
Counc. Jackson moved to close the Cily Council portion of the public
hearing; Coune. O'Keefe seccnded the motion which passed unanimously with
Counc. Nellis absent.

tinued to January 23, 1978; C~mm. Gatto seconded the motion which was
passed unanimously by those present.
