The meeting was called to order in the CoDfe~ence Room of City Rall at
6:45 p. e. by Mayor Pro Tempore Nellis.

Mayor Pro Tempore Nellis introduced members of the Counril to the appli-
cants appearing for interviews for consideration of appointment to the
Library Commission.
It was moved by Counc. Jackson, seconded by Counc. Meyers and passed URan
imously that the resignation of Mrs. Dianne Lefty be accepted.
Following completion of the inl.ervtews, it was moved by Counc. "!eyers,
seconded by Counc. Jackson and passed unanimously that Mr. Joseph Gruber
be appointed for the term expiring April, 1978, and that Mrs. Sara Jane
Badertscher be appointed to the term expiring April, 1980, which latter
appointment is to become effective November 25, 1977.
Mayor Pro Tempore Nellis adj ourned the meeting at 7: 29 for reconvening
in the Council Chamber.

27. Procedural ASpects of addressing the City Council.
There was consensus approval by the Couocil fOf the adoption of the
proposed procedural aspects of addressing the City Council with clari-
fying language to indicate that oral ~OD8UDica~ions were limited to
five minutes per speaker of subject aatter.

in refuse rates.
It was moved by Counc. Jackson, seconded by Counc. Nellis and passed
unanimoUSly to set 7:30 p. m., December 5, 1977, as the time. and date
for a public hearing on the requested increase 1a rates for garbage
and refuse service.
Mr. William Weil, owner of the Donut Wheel, requested consideration for
addressing the City Council at this time in that he had not been in
attendanre during discussion of hia application. Permission was so
granted.

Imously that a joint meeting of the Planning Coœmission be scheduled for date set
7:30 p. m., December 13,1977.

(a) L was moved by Counc. Meyers, seconded by Counc. Jackson and
passed unanimously that the City Manager notify the Co.mty of this City's
support for the creation of separate zones within the Central Fire Dis-
trict.
(b) It was moved by Counc. Meyers, seconded by Counc. Jackson and
pag'òed unanimt < 1y that the City t'.anager be authorized to proceed wuh
a joint study 1nvolviug the City of Saratoga to determine the feasibility
of a policy and/or fire service area.
(c) It was moved by Counc. Meyers, seconded by Counc. Jackson and
passed unanimously that a letter be submitted to the County requesting
the Board of Supervisors to refer to the cities a proposal for the crea-
tion of a new agency so as to pro~ide for City input on the question.
(d) Staff was instructed to transmit to the County Board of Super-
visors those Sound Off Card replies received relsting to the proposed
Kaiser-Permanente conversion plan s, as to be received by the County
prior to its hearing on December 5, 1~77, if such response is considered
to be in sufficient quantity to depict a cross section of Teöidential
vIews.

(b) City Council
(1) The Ksyor was requested to write a lettðr to the president
of Kaiser industries with a copy to the editors of the local newspaper.
setting the record straight as to the City's involveaeat in previous
actions r~l.ting to proposed interchanges on Freeway 280, land use and
access roads on property in the vicinity of Kaiser-Permanente.
(2) It was IIOVed by Counc. Heyers, seconded by Counc. Jackson
and passed unanimously that a formal policy be adopted whsreby 8l.y
material to be typed by City staff on City time at the request of any
member of the City Co~ncil is to be distributed to all member. cf the
Council.
