09-18-18 Item #17 Supplemental Text Memo Dated 09-13-18MEMORANDUM DATE: TO: FROM: SUBJECT: September 13, 2018 Piu Ghosh, City of Cupertino Judy Shanley and Kristy Weis Supplemental Text Revisions to the Vallco Special Area Specific Plan Final Environmental hnpact Report This memorandum describes changes made to the text of the Final Environmental hnpact Report for the Vallco Special Area Specific Plan ("Final EJR" or "EJR") following publication of the Final EIR on August 27, 2018 1 and following the Supplemental Text Revisions to the Vallco Special Area Specific Plan Final Environmental hnpact Report memorandums dated August 30, 2018 and September 12, 2018. The text revisions include typographical corrections, insignificant modifications, amplifications and clarifications of the EJR. These text revisions are not considered "significant new information" pursuant to CEQA Guidelines Section 15088.5 because: (1) the text revisions would not result in a new environmental impact; (2) the text revisions would not cause a substantial increase in the severity 'of an environmental impact; (3) the project sponsor would adopt the revised mitigation , measures, if the measures are selected by the City Council~ and ( 4) the text revisions do not preclude meaningful public review and comment because they are substantively similar to the previously- identified measures. Therefore, recirculation of the Draft EJR is not required. Text revisions more reGent than the September 12, 2018 memo are shown below. Underlined text represents language that has been added to the Final EJR; text with strikeout has been deleted from the Final BIR. Final EJR page 3: RJEVl[§JE the first paragraph as follows: Compared to the previous project, the revised project proposes the same land uses and revises the amounts of commercial, office, residential, and civic space development proposed, as shown in Table 2 .1-1. The revised project would have the same maximum building heights as identified for the General Plan Buildout with Maximum Residential Alternative and Retail and Residential Alternative in the Draft EIR. The maximum building height for future development on the west side of Wolfe Road would be between 60 and 120 feet and themaximum building height for future development on the east side of Wolfe Road would be between 60 and 160 feet.
