Concerns Regard Item 16 -Storm Drainage Fees
I wanted to reach out to you r egard the property related fee for storm drainage to be discussed tomorrow night. My
understanding is there are several steps to be considered before a final fee is to be adopted or a process to vote on a
new fee occurs. However, I ask that you keep in m i nd all of the costs and fees homeowner already support . These
include the recently passed fees for those in FUSD, existing parcel taxes for CUSD, Measure A funds, Water District
funds, etc., and not to mention the looming regional threat to property taxes from CASA .
To that point I would ask that, should you move forward on considering this fee, you carefully consider how much
should fall on residential versus commercial properties and new construction versus existing property
owners . According to the staff report the current fund subsidy of $355,000 to $700,000, while not insignificant, is still a
far ways from the $3.SM in costs that are expected to occur in 2023 . Since the only fee level that approaches 50 %
support wouldn't generate half the needed funds, it seems a more comprehensive and sustainable revenue solution
should be discussed before rushing forward with the fastest fee on homeowners that is possible .
In summary, I simply ask that you take all things into consideration before moving forward with the easiest path to get
mo r e fees from homeowners.
