1.0 INTRODUCTION
Mr. Mark Papas is planning to construct a single -story addition to his residence at 19711
Auburn Court, Cupertino, California. The addition is situated immediately adjacent to
one large cedar, and I have been retained by Mr. Papas to prepare this report as part of his
application submittal. Specific tasks performed for my review are as follows:
■ Visit the site on July 30, 2009 and identify the cedar in question.
■ Measure the tree's trunk diameter at 54 inches above grade.
■ Ascertain the tree's health and structural integrity.
■ Estimate the tree's height and canopy spread.
■ Obtain photographs of the tree.
■ Review and comment on the potential impacts that will occur during construction.
■ Consult with the project architect and structural engineer.
■ Prepare a written report containing the aforementioned information, and provide
recommendations for avoiding or mitigating impacts to the tree.

2.0 OBSERVATIONS
The tree in question is a deodar cedar (Cedrus deodara) located in the backyard of the
subject site. It has a trunk diameter of 32 inches, a height of nearly 50 feet, and a canopy
spread of 60 feet across. Because of its species and size, it is regarded as both a "protected
tree" and "specimen tree" pursuant to Section 14.18.035 and Appendix B, respectively, of
the Cupertino Municipal Code.
The tree appears healthy and structurally stable, and additional photographs of the tree are
as follows:

3.0 REVIEW OF POTENTIAL IMPACTS
The proposed addition will be constructed very close to the tree's trunk. The trunk's
visible base is three feet from the existing foundation and proposed addition, and there is a
large eight -inch diameter root that, where it is visible above grade, is 2.3 feet from the
future addition. If a traditional footing was constructed, soil cuts and the loss of this
significant root (as likely other significant ones) would occur less than one -foot from the
trunk's base due to overcut for forming and building the foundation. Consequently, the
tree would be subjected to severe root loss, instability, and potential premature decline.
To identify the location and amount of significant roots within the addition's footprint,
exploratory digging was performed by the owner, Mr. Papas. The digging revealed the
location of the large root mentioned above, and was found to be approximately ten inches
from the existing foundation. As this root serves a vital role towards the tree's
stabilization, it is essential for it to remain and not be damaged. Note that the exposed root
should be immediately buried with soil.
To achieve retention of the root, alternative foundations were discussed with the architect
and structural engineer. To my understanding, it is possible for the foundation to be
constructed in a manner than retains and bridges the root, and for the tree to maintain its
stability. A foundation identified to achieve this utilizes one spread footing installed at the
northeast corner of the addition, and grade beams installed along the perimeter of the
foundation where within 12 to 15 feet from the tree's trunk. There must also be no crawl
space or fill beyond the addition or existing foundation, and the beams should not be
imbedded into existing grade by more than four inches.
Additional recommendations presented in next section of this report should also be
incorporated into the project plans, and carefully followed throughout the entire
construction process.

4.0 TREE PROTECTION GUIDELINES
Recommendations presented within this section are intended to serve as guidelines for
mitigating or avoiding impacts to subject tree. Note that they are subject to modification
upon reviewing any revised plans.
1. The recommendations presented in the previous section should be followed.
2. No walkways or other hardscape should be constructed within the existing unpaved
area beneath the tree's canopy.
3. All existing, unused lines or pipes within 20 feet from the tree's trunk shall be
abandoned and cut off at existing soil grade (rather than being dug up and causing
subsequent root damage).
4. The drainage pattern (temporary and permanent) should not direct water beneath the
tree's canopy.
5. Future Landscaping should conform to the following guidelines (applicable to where
within 20 feet from the tree's trunk):
a. Ground cover beneath the tree's canopy should consist primarily of a three- to
four -inch layer of coarse wood chips (but not placed against the tree's trunk).
b. Plant material installed should be drought -tolerant, limited in amount, and
planted at least 48 inches from the trunk.
c. Irrigation applied should be low -volume, applied irregularly (such as only twice
per week), and temporary (such as no more than three years). Irrigation should
also not be applied within 36 inches from the trunk.
d. In the event trenches for irrigation and/or lighting are required within the
specified distance, they must be installed in a radial direction to the tree's trunk.
If this is not possible, the work may need to be performed using a pneumatic air
device (such as an Air -Spade®) to avoid unnecessary root damage.
e. Tilling beneath its canopy should be avoided, including for weed control.

6. Prior to demolition and any construction activities, tree protection fencing must be
installed to restrict access on unpaved ground within the existing planter area. It
shall be comprised of five- or six-foot high chain link mounted on two-inch diameter
steel posts that are driven 24 inches into the ground and spaced no more than 10 feet
apart. The fencing shall be installed no more than 12 inches inside the existing
walkway, one -foot from the trunk where within five feet from the trunk's base, and
no more than 48 inches from the existing foundation and proposed addition. It shall
be maintained and remain upright throughout construction.
7. Unless otherwise approved, all development activities must be conducted beyond the
designated -fenced area, as well as beyond unpaved areas beneath canopies of trees
not inventoried for this report. These activities include, but are not limited to, the
following: operation and travel of motorized equipment and vehicles, including for
small tractors (i.e. foot -traffic and wheelbarrow access only); stockpiling and
dumping of materials, including spoils; and equipment cleaning. As such, the routes
of access, staging area, and washout pits must be clearly defined on -site prior to
equipment operating on unpaved soil at the site. Tree trunks shall also not be used as
winch supports or for moving/lifting heavy loads.
8. Prior to demolition and the arrival of heavy equipment to the site, a four- to five -inch
layer of coarse wood chips ('/4- to 3/4-inches in size) from a local tree service company
shall be manually spread on unpaved soil within the designated -fenced area (but not
against the trunk), and a six- to eight -inch layer where between the fencing and
existing foundation and addition (no need to place the chips within 12 inches from
the future addition). To create a walking platform around the home, 3/4-inch plywood
can be laid on top of the chips and securely tied together.
9. Removal of the existing hardscape within 20 feet from the tree's trunk shall be
manually performed (i.e. pick/shovel and wheelbarrow), and not require any tractor
or equipment operating on unpaved ground within this distance.
10. All digging within 20 feet from the tree's trunk shall be manually performed.

11. If a trench is approved, any roots encountered with diameters between one to two
inches could be removed, but must be cleanly severed at right angles to the direction
of root growth. In doing so, sharp cutting tools (e.g. loppers or handsaw) should be
used, and the cuts must occur against the tree side of the trench. The severed root
end should be covered with backfill soil the same day.
12. Also during trenching, any roots encountered with diameters of two inches and
greater should be retained and not damaged; I should be consulted in the event this is
not feasible. Also, they should be either be covered with soil or wrapped in
moistened burlap within one -hour of becoming exposed. If burlap is used, it should
remain continually moist until the trench is backfilled.
13. Throughout construction during the months of May thru October, supplemental water
must be supplied to cedar tree via soaker hoses laid on unpaved ground beneath its
canopy (but not within 24 inches from the trunk). I recommend the water is applied
each week at a rate of five gallons of water per every 25 feet of hose.
14. Tree pruning shall be performed by a California state -licensed tree service company
(D-49 classification) that has an ISA certified arborist in a supervisory role, carries
General Liability and Worker's Compensation insurance, and abides by ANSI A300-
2001 (Pruning) standards and ANSI Z133.1-2006 (Safety Operations). Pruning
should be limited to clearing encroachments, removing deadwood one -inch and
greater in diameter, and reducing heavy limb weight.
15. The disposal of harmful products (such as cement, paint, chemicals, oil and gasoline)
is prohibited beneath canopies or anywhere on site that allows drainage beneath or
near canopies. Herbicides should not be used beneath a tree's canopy; where used on
site, they should be labeled for safe use near trees.

high performance uPVC, rigid polyvinyl chloride material, custom com-
pounded for superior impact resistance, color retention and weather
resistance. The frame and sash comers are all precision mitered and
fusion welded for a lifetime of air and water resistance.
The Tuscany product line meets or exceeds the AAMA/WDMA/CSA
101/I.S.2/A 440-05 Industry Specification for Windows and Doors. They
are also tested for Forced Entry Resistance to the ASTM F588-97 stan-
dard, Grade 20 level. Each window is labeled with the NFRC Energy Star
performance information, based on the type of glazing you select.

NAIL -ON FIN
A 1-1/4" or 2" pre -punched nail flange extends around the
perimeter frame, securing the window in rough openings and
acting as a part of the flashing syste. Fin setbacks are available
in 1-3/8" from outside of frame; also in 1" for our SW locations using
3 coat stucco applications (not available at all locations).
WEEP SYSTEM
Hollow sill construction and offset weep baffles release any
accumulated moisture and help prevent blow back, or water
seeping to the interior caused by a combination of wind and
rain.
GLAZING MATERIAL
AAMA approved glazing tape adheres glass to
the fixed panel and vent frame and seals and cushions the
glass. Rigid vinyl setting blocks are used to support the unit
above the sill, preventing glass slippage. Extruded vinyl glaz-
ing (snap -in) bead is applied around the interior edge.
"Interior glazing" makes replacement of glazing unit conven-
ient, and provides equal exterior sight lines.
GLASS
Insulating dual sealed equivalent glazed panes, 7/8" in overall
thickness, are butyl sealed for energy efficiency. Specialty
glass options are available upon request.

WEATHERSTRIPPING
— CASEMENT
Two flexible PVC leaf seal on the vent panel
providing a weather -tight seal.
— SLIDERS
Silicone -treated water-repellent polypropylene fin seal
weatherstripping provides a durable, weather -tight
seal. This weatherstripping is installed in an integral,
continuous keyway around the entire perimeter of
the vent panel and meeting rail.
SCREEN
Milgard's exclusive PureView" screen frames are cambered alu-
minum, assembled with rigid nylon corner clips. Rolled pull rail pro-
vides simple installation and removal. Screens come standard with
matching frame color. PureView's innovative screen uses smaller
diameter yarn, improving the interior view. The finer mesh also
reduces the appearance of a screen, enhancing curb appeal.
PureView's fiberglass charcoal screen mesh is strong, durable and
easy to replace. All screens are under one year warranty.
ENERGY PACKAGES
Milgard offers two energy efficiency upgrade packages that offer
increased U-Value performance. 3D" and 3D MAX" use the ENER-
GY STAR® criteria from each climate zone and utilize materials that
are tailored to each individual climate to increase energy efficiency.
The combination of the frame material, product design and glazing
unit make up the 3 components of the energy packages. The
Tuscany Series receives up to 23% increase in energy efficiency with
the 3D MAX package.

Caution: The use of petroleum based fuels or solvents as release agents in
stucco wall installations or glass deaning will chemically attack materials used
in seals and other components, and voids the Milgard Warranty. The use of wax
based release agents is recommended.
Expanding foam for insulation purposes should not be used. Backer rod or loose
packed fiberglass bat insulation is recommended.
