MINUTES
CALL MEETING TO ORDER
Commissioner Livingood called the meeting to order at 7:09 PM

APPROVAL OF MINUTES
1. Commissioner Broadwater made a motion to approve the June 1, 2016 minutes and Commissioner
De Leon seconded. The motion was carried 4-0. Commissioner Broadwater made a motion to
approve the August 3, 2016 minutes. Commissioner De Leon seconded the motion. The motion
was carried 4-0.
ORAL COMMUNICATIONS
2. This portion of the meeting is reserved for persons wishing to address the commission on any matter
not on the agenda. Speakers are limited to three (3) minutes a person. In most cases, state law will
prohibit the commission from making any decisions with respect to a matter not listed on the agenda.
a. Library Commissioner Kumarappan addressed the TICC Commissioners about initiatives
on which they'd like to collaborate with the TICC Commissioners.The first project is called
the Cupertino City Digital Gateway, which is a touch screen portal the Library Commission
proposed to install for people to interact with all Cupertino Commissions. It has been
endorsed by the City Council and is on the 2017 Library Commission Work Plan. There will
be an application that will be displayed at the Cupertino Library with buttons patrons can
touch on a touch screen to learn about City Commissions and contact a particular
Commission. Commissioner Kumarappan will present the app plans at the October 5, 2016
TICC meeting for discussion and brainstorming. The second topic is about Ransomware.
Comm-nissioner Kumarappan volunteered to assist with the TICC Security Forum and bring
awareness about Ransomware, including inviting Cisco staff to attend the forum.
3. Staff member Ms. Serratos discussed with the Commission her plans to email them the draft 2017
Work Plan and then have a discussion about it at the November 2 TICC meeting.

4. No written communications from the public or from franchises or others were provided to the
Commission
UNFINISHED BUSINESS:
5. Educational—fraud security. Commissioner Deshpande reported that she will attend the Teen
Commission's October 2016 meeting to discuss cyber security.
6. Commissioner Livingood sent out the most recent information about SMART Cities and will
work on a presentation with more information at the TICC meeting next month.
7. Cellular follow-up—Commissioner Livingood reported that the City of Cupertino Chief
Technology Officer, Bill Mitchell, will talk to two companies that provide municipality cellular
coverage analysis in order to determine low coverage areas. Bill Mitchell will arrange for these
companies to present information to the TICC at a future date. Commissionerwill
also contact Open Signal to present at a future TICC meeting. �'�l
8. TICC mandate—discussion about the municipal ordinance and questions raised. Action items
were determined to help understand ordinance history.

9. Commissioner Chavan has departed the Commission. Interviews for a new Commissioner will
take place in January 16, 2017.
10. Election for Vice Chair—Commissioner Broadwater moved to elect Commissioner Deshpande as
Vice Chair. Commissioner Deshpande declined. Commissioner De Leon moved to elect
Commissioner Broadwater as Vice Chair. Commissioner Livingood asked for volunteers to be
Vice Chair for 3 months. Commissioner De Leon volunteered. Commissioner Broadwater moved
to elect Commissioner De Leon as Vice Chair. Commissioner Deshpande seconded the motion.
The motion carried 3-0-1.
11. Examples of commission charters in three other towns and cities—Commissioner Broadwater
mentioned that he will compare Technology Commission charters of other cities and use that to
suggest additions to the Cupertino ordinance.
REPORTS:
12.Commissioner Broadwater attended the Mayors Meeting with Commissioners on September 7,
2016. He reported that the Public Safety Commission held a burglary workshop and is host a
women's safety workshop in November. The Fine Arts Commission is organizing a Young
Artist Award and will commission more artwork on utility boxes. They are considering doing an
art directory. The Library Commission is developing the Digital Gateway and Ransomware. The
Bicycle Pedestrian Commission is reviewing the Sidewalk Policy and providing recommendations
to make changes. The Parks &Recreation Commission is going to do a community survey to
determine what the community wants to do with Cupertino parks. They discussed their work plan
which they will bring to Council next month. They are planning a field trip to other city parks that
have special needs on September 23, 2016. They discussed Fall Festival on September 10 and the
upcoming Diwali Festival. The Sustainability Department is looking at bringing in PACE
financing for solar panels. Sunnyvale is looking at the same thing. They are producing a best
practices video for sustainability.

Commissioner Deshpande moved for adjournment. Commissioner Broadwater seconded the
motion. Vote 4-0. Meeting adjourned at 8:57 pm.
