MINUTES
CALL MEETING TO ORDER
Commissioner Livingood called the meeting to order at 7:01 PM
ROLL CALL
Commissioners present: Vaishali Deshpande, Rod Livingood, Arnold De Leon, Keita
Broadwater(arrived at 7:06)
Commissioners absent: None
Staff Present: Bill Mitchell
Guests: Frank and Darren Lin, Greg Savage from RootMetrics
APPROVAL OF MINUTES
1. Commissioner De Leon made a motion to approve the September 7, 2016 minutes with the
amendment in Unfinished Business Item 7 changing the Commissioner contacting Open Signal
from Commissioner De Leon to Commissioner Broadwater. Commissioner Vaishali seconded the
motion. The motion was carried 3-0.
ORAL COMMUNICATIONS
2. This portion of the meeting is reserved for persons wishing to address the commission on any matter
not on the.agenda. Speakers are limited to three (3) minutes a person. In most cases, state law will
prohibit the commission from making any decisions with respect to a matter not listed on the agenda.
a. Guest Frank Lin thanked the Commissioners for allowing them to attend the meeting.
3. Commissioner Livingood mentioned that October 13, 2016 from 3:00 to 4:30 pm there is a
Leadership 95014 Commission Panel that will meet once a month for ten months and asked if a
Commissioner would like serve on the panel. Commissioner De Leon will serve on the panel.

4. No written communications from the public or from franchises or others were provided to the
Commission
UNFINISHED BUSINESS:
4. TICC Municipal Code Ordinance 2.74—There was a discussion about the TICC Municipal Code
and a question about the De Anza Liaison support requirement. Commissioner Livingood
requested that staff assist in understanding the municipal code. Commissioners will make
recommended changes to the ordinance.
5. Next meeting Commissioners will discuss a framework of TICC's input to a work plan
6. Educational—fraud security. Commissioner Deshpande reported that the Teen meeting was
overlapping the Mayor's meeting so she couldn't attend the Teen Commission meeting. The Teen
Commission is going to help determine the audience for fraud security. She mentioned that she
will find companies to provide TICC a presentation on Ransomware.
6. Commissioner Livingood discussed Smart Cities and the fact that Oakdale and City of Contra
Costa are applying to be Smart Cities. He recommends that they propose a framework of

attributes for a Smart City. Commissioner Deshpande reported that the Mayor is planning to host a
Smart City meeting in May 2017. Bill Mitchell plans to send Commissioners information from
Joint Venture Silicon Valley regarding Smart Cities.
7. Cellular follow-up—Rootmetrics presented to TICC.
8. Examples of Commission charters in three towns and cities was tabled until next meeting.
Commissioner Broadwater will provide information to distribute.

9. Greg Savage from RootMetrics presented to the Commissioners the company's service of
providing analysis to measure mobile performance in the city. Commissioner Livingood invited
Mr. Savage to return to another TICC meeting with a heat map for geospatial analysis.
10. Examples of commission charters in three other towns and cities—Commissioner Broadwater
mentioned that he will compare Technology Commission charters of other cities and use that to
suggest additions to the Cupertino ordinance.
11. Tabled presentation by Library Commissioner Gopal Kumarappan regarding the Cupertino City
Digital Gateway plans until next meeting.
12. Tabled discussion about Wireless Facility Master Plan until next meeting.
REPORTS:
13. Commissioner Deshpande attended the Mayors Meeting with Commissioners on October 5,
2016. The Fine Arts commission discussed the Fall Festival and Artist Awards. They had
television coverage of the Main Street artists and displayed art. They discussed the possibility of
Cupertino's Got Talent or Cupertino Idol in the 2017 agenda. The Library Commission had a book
faire and free movie on Thursdays. On November 5a'there will be Star Trek stars coming to the
Bluelight Cinema in Cupertino. The Teen Commission talked about a walk and other activities.
There is a Pizza and Politics on October 20 that they are working in collaboration with Saratoga
and Campbell Commissions. The Mayor discussed his recall deadline to submit signatures is
October 18. The city will host Smart Cities in 2017. The Mayor will not be available for the next
Mayor's Meeting and Vice Mayor Savita Vaidhyanathan will hold the meeting.

ADJOURNMENT
Commissioner Broadwater moved for adjournment. Commissioner Deshpande seconded the
motion. Vote 4-0. Meeting adjourned at 8:46 pm.
