TICC 09-06-2017 TECHNOLOGY, INFORMATION & COMMUNICATIONS COMMISSION Regular Meeting September 6, 2017, 7:00 p.m. Conference Room A, City Hall MINUTES CALL MEETING TO ORDER Commissioner de Leon called the meeting to order at 7:04 pm ROLL CALL Commissioners present: Arnold de Leon, Keita Broadwater, Vaishali Deshpande, Mukesh Garg (arrived late) Commissioners absent: Rajaram Soundararajan Staff Present: Bill Mitchell Guests: None APPROVAL OF MINUTES 1. Commissioner Deshpande made a motion to approve the June 7, 2017 minutes and Commissioner Broadwater seconded. The motion was carried 3-0-2 (Garg and Soundararajan absent). 2. Commissioner Broadwater made a motion to approve the August 2, 2017 minutes with a note of striking the question mark from Unfinished Business 5. Work Plan. Commissioner Deshpande seconded. The motion carried 3-0-2 (Garg and Soundararajan absent). ORAL COMMUNICATIONS 3. This portion of the meeting is reserved for persons wishing to address the corrunission on any matter not on the agenda. Speakers are limited to three (3) minutes a person. In most cases, state law will prohibit the commission from making any decisions with respect to a matter not listed on the agenda. a. No speakers for oral communication WRITTEN COMMUNICATIONS 4. Letter from AT&T dated August 10, 2017 UNFINISHED BUSINESS: 5. Work Plan—Commissioner de Leon mentioned that everyone needs a copy of the Work Plan. 6. TICC Charter—The TICC Charter was discussed. 7. Teen Commission Hackathon—An update was provided by Commissioner Deshpande. 8. Smart Cities— Smart Cities was discussed. 9. Cellular Coverage—Cellular Coverage was discussed. 10. City Telecommunication Policy—discussion to be combined with new business CA SB 649. NEW BUSINESS: 11. Discussion of CA SB 649 - CA SB 649 was discussed. Commissioner de Leon made a motion that the TICC Commission opposes CA SB 649 and directed city staff CTO, Bill Mitchell, to draft a letter of opposition. Commissioner Broadwater seconded. The motion carried 4-0-1. Commissioner Broadwater made a motion to direct Bill Mitchell to contact City Manager David Brandt and Mayor Vaidhyanathan regarding communicating the Mayor's message about CA SB 649 on the city website and work with the city Public Information Officer, Brian Babcock, to put the information on social media. Commissioner Garg seconded. The motion passed 4-0-1. REPORTS: 12. Commissioner Broadwater reported about the Mayor's meeting with Commissioners. MISCELLANEOUS 13. Reviewed Activities Calendar 14. Reviewed Action Items, and provided updates. ADJOURNMENT Commissioner Deshpande moved for adjourranent. Commissioner Broadwater seconded the motion. The motion passed 4-0-1.
