AUTHORIZING EXECUTION OF AGREEMENT WITH MPA DESIGN PROVI-
DING FOR LANDSCAPE ARCHITECTURAL SERVICES FOR FOOTHILL BLVD.
STREET IMPROVEMENTS
WHEREAS, the City is desirous of engaging the services
of a consultant to prepare the plans and specifications for
landscape architectural services for Foothill Boulevard street
improvements; and
WHEREAS, the firm of MPA Design is qualified and
willing to provide the necessary services; and
WHEREAS, an agreement between the City of Cupertino
and MPA Design outlining the terms and conditions of the required
serviceshas been presented to the City Council; and said agreement
having been approved by the Director of Public Works and the
City Attorney;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor
and the City Clerk are hereby authorized to execute the agreement
herein referred to in behalf of the City of Cupertino.

Subject: Foothill Boulevard Proposal

Dear Travice:
EXHIBIT A
MPA Design is very pleased to submit this fee proposal for landscape
architectural services for the City of Cupertino, Foothill Boulevard
street improvements. We have studied the proposed street improvement
plans and are familiar with the components of your proposal. After
meeting with both you and Mr. Bruce Bane at the City of Los Altos,
MPA Design is anxious to participate in a quality public improvement
which is also a joint effort between the Cities of Cupertino and Los
Al to s .
Based on this, I have outlined the major components to be reviewed
as part of the design:
A. Foothill Boulevard Goals:
1. To create an attractive landscape experience which
compliments and blends with existing Foothill
Expressway, Los Altos.
2. To provide a low maintenance and low water consumption
landscape.
3. To design the Foothill Boulevard entry to the City of
Cupertino which is compatible with similar existing city
boulevards.
4. Create a safe driving environment through use of small
to moderate size trees which at maturity will not grow
massive trunks, thereby eliminating potential hazards to
motorists.

5. Maintain safe open views at intersections for crossing
traffic.
6. Discourage pedestrian traffic from crossing Foothill
Boulevard except at marked intersections.
B. Desiqn Parameters

The entire Boulevard and adjacent areas require study from
North I-280 exit to Stevens Creek in order to achieve a
logical sequence of landscaping and adequate open space
allocation. Furthermore, the pedestrian movement systems
require study to verify modifications to allow for normal
flow of pedestrians between neighborhoods north and south of
Foothill Boulevard. The following is an initial list of
design parameters:
1. Provide median landscaping from the northbound I-280
exit to Stevens Creek Boulevard. Include landscaping at
perimeter areas northwest and southwest of Poppy Drive
and southeast of Vista Knoll Boulevard.
2. Provide pedestrian access across median at intersections
where determined necessary and approved by City review.
3. Use drought tolerant trees, shrubs, and groundcovers
which are compatible with native vegetation and which
will require little or no irrigation water two to four
years after planting.
4. Provide 100% coverage using automatic spray irrigation
system (no drip irrigation).
5. Provide typical City of Cupertino sign at Cristo Rey
Drive.
6. Provide planting and cobble rock paving at median noses
to be compatible with other City of Cupertino medians.
7. Trees selected shall have small trunk at maturity to
reduce the potential hazard to motorists.
8. Regrade median as necessary to enhance roadway and
maintain visual access.

9. Drain medians into proposed catch basins.
Scope of Work
Our research of the project materials and subsequent preparation of
this proposal suggests the following major areas of work:
1. Coordination of utilities installation between Jennings,
McDermott, Heiss Civil Engineers and Land Planners;
California Water Service Company; and the City of
Cupertino.
2. Landscape architectural services including: approved
walks, cobble rock paving, City of Cupertino sign,
earthwork and topsoil, irrigation, and planting.
Items not included in scope of work:
Roads, curbs, drainage, lighting, street signage,
surveys, soil testing, base maps.
Services
MPA Design includes the following services in this proposal:
I. Schematic Design
A. Based on established program and order of magnitude
construction budget, prepare a schematic plan showing
special paving, pedestrian walks, and general plant
areas and tree masses.
B. Estimate of probable construction cost.
II. Design Development
A. Based on approved schematic drawings and construction
budget, prepare design development drawings showing:
1. Special Paving.
2. Pedestrian Walks.
3. Conceptual Landscape Grading.
4. Plant Material Types.
B. Prepare estimate of probable construction cost.

III. Contract Documents
A. Based on approved design development drawings and
construction budget, prepare construction drawings and
specifications.
1. Working Drawings
a. Dimension and Grading Plan: establishment of
horizontal control of landscape elements and
establishment of finish grades in landscape
areas.
b. Landscape Construction Details such as: cobble
rock paving, pedestrian paving (approved), City
of Cupertino sign.
c. Planting Plan and Details.
d. Irrigation Plan and Details.
2. Specifications

B. Review of shop drawings, samples, and other submittals.
Compensation
Our proposed fee for landscape architectural services for Schematic,
Design Development, and Contract Documents will be $23,000.
Construction Consultation will be figured on a time and materials
basis at time of construction.
Direct costs such as printing, reproduction, freight, delivery
charges, transportation, and long distance calls will be reimbursed
at cost plus 10% above the lump sum fee.

Consultation Fee Proposal
Dear Travice:
Thank you for requesting our participation for construction consul-
tation for the Foothill Boulevard Street Improvements.
Our scope of work as consultant includes, but is not limited to the
following:
1. Attending the pre -construction meeting to meet the contractor
and answer his questions.
2. Review submittals and shop drawings for compliance with plans
and specifications.
3. Make one plant materials inspection at the place of growth
and/or on the project site for size, variety, condition,
defects, or injury.
4. Make two site inspections:
1. Soil preparation, finish grading, and plant material
inspection.
2. Punch list inspection of planting prior to beginning of
contractor's maintenance period.
5. Prepare change orders with required graphics.

Due to the potential for change of scope and number of site visits
