Agenda item 12 is "Consideration of resolution to change the order of business for Regular City Council meetings to move "Reports by Council and Staff'' ahead of "Oral Communications"." I urge you not to approve this change. for two important reasons. First. there are local residents that wish to speak at "Oral Communications" but must balance their responsibilities to their family with this desire. Parents need to put their children to bed or check homework; other families need to make preparations for the following day. "Oral Communications" is already after "Ceremonial Matters and Presentations" (which have lasted in previous meetings an hour or more, as there is no fixed time limit for these presentations). To then move "Oral Communications" even later means these residents may not be able to speak or must disregard their family"s needs to come speak . Our city government should be understanding of the needs of its citizens, and adding an unnecessary additional encumbrance should be avoided. Secondly, the purpose of "Oral Communications" is to allow our City Government to meet the requirements of the Brown Act, specifically, "to promote transparency and public participation in local government." Moving the agenda item during which residents are allowed to speak to a later-possibly much later-and uncertain time places an increased and possibly undue burden on our residents . It is important that we allow residents the ability to participate fully in our local government. Instead of this motion I would urge you to consider moving "Oral Communications" to be the first agenda item. before "Ceremonial Matters and Presentations" "Reports by Council and Staff" and/or "Ceremonial Matters and Presentations" could follow that This would balance the needs of the citizens of Cupertino to be fully participatory in our city government and the potential need for the City Council to have Staff and Council Reports earlier in the evening. Having Oral Communications at a earlier and predictable time at the start of the meeting makes it easier for all residents to attend and paiticipate, in-espective of their family situation or age. That seems to be the best way to trnly level the playing field. It will create a burden for most residents to have to potentially wait hours until an unpredictable time to speak for 3 min. This will effectively silence the majority of parents and kids who would otherwise speak to the CC about topics on which they wish their voice to be heard, as well as residents with evening conunitments, seniors, and more . It is in effect, an infringement on their right to participation in the govermnent of our city, per the Brown Act. Sending an email doesn't have the impact that speaking live does . Emails are much easier to ignore or just mark as read and they lack the immediacy and emotion of a real person speaking to you while looking you in the eye. I urge you to please vote no on this resolution. Moving it ahead of a ll co1rununity input prevents that from happening, or am I missing something? I was not pleased with the Staff Report because it did not exp lain the reason for this action.
