CC 05-07-19 #11 Stevens Creek Blvd Corridor_Late Written CommunicationsRESOLUTION No . --- A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN JOSE TO SUPPORT 1) A COMPLETE STREETS AND NEAR TERM TRANSIT IMPLEMENTATION PLAN FOR THE STEVENS CREEK CORRIDOR AS DESCRIBED IN THE SCOPE OF WORK PREPARED JOINTLY BY THE SANT A CLARA VALLEY TRANSPORTATION AUTHORITY (VTA) AND THE CITIES OF SANTA CLARA, CUPERTINO, AND SAN JOSE, AND 2) IMPLEMENT A TIO~N OF HIGH CAP A CITY TRANSIT SERVICE ALONG THE ,,STEVENS CREEK CORRIDOR. 2019 ---------- _File No. ----- WHEREAS, the City~Council of the City of San Jo se approved the Stevens Creek Urban Village .Plan (Plan) ?n Au~~f 8, 2017, ':hich su?ports high-capacity urban transit service, ~uch a{ grade-:- se arated Li ht Rail or Bus Rapid Transit along the Stevens Creek Boulevard Comdor arhi WHER§AS , this Plan was prepared by the City and community to provide a policy framework to gui <!t new jobs and housing growth within the Urban Village boundary and guide the characteristics of future private and public development, including transportation systems and streetscapes+w ithin this area; and WHEREAS, this Plan supp01is the identified growth capacity for this Urban Village in the Envision San Jose 2040 General Plan, providing the capacity for development of approximately 3,860 new dwelling units and 4 ,500 new jobs; and WHEREAS, the Council of the City of San Jose approved on August 8, 2017 forming a multi- jurisdiction group comp1ised of San Jose, Cupeiiino, Santa Clara, and Santa Clara County to discuss key regional issues affecting West San Jose, with a focus on transportation and circulation; and WHEREAS, the Council of the City of Santa Clara approved on September 12, 2017 the fonnation of a Stevens Creek Urban Village Taskforce to address land use on our shared borders; and WHEREAS , The Santa Clara Valley Transportation Authority's (VTA) role as county congestion management agency (CMA) and transit provider enables them to b1ing the three cities and County along the Stevens Creek conidor together to transform it into a multimodal complete street that improves transit service to support densifying land uses, enhance safety, reduce distances of pedestrian street crossings, incorporate streetscapes improvements that provide complete and comfortable walkway and bikeway networks, and add trees, landscaping, and pedest1ian lighting; and WHEREAS, the cities of Cupertino, Santa Clara, and San Jo_se, along with VTA, jointly developed a scope of work for a Complete Street and Near Terrri""Transit S!1Jdy, that f-'n'-s-id_e_~ new modes of transportation, such as Bus Rapid Transit, as an option; and . , ____________________ ...c.-________ ~\,:__,:,,.,,,_~ {p WHEREAS, both near te1m and long term transit inv?stments suppo rt San Jose's General Plan if./-. r<i?.,:.;--6,I _ and Stevens Creek Urban Village Plan by supp~rting more intense dev~lopment near station -- areas and mobility for employees, residents, and visitors; and WHEREAS, transit investments made on this corridor.could be used by privati \us operators, autonomous vehicles, or other modes oftransportation;-and - WHEREAS, the cities of Cupertino , Sari.ta Clara, and San Jose, ~l Q!1g with VT A, jointly developed and submitted a grade separatea high cap ~city transit CO!l,cept along the Stevens Creek Conidor to the plan bay area ~2os_g___process; and_ __ -~ ~ -- NOW, THEREFORE, BE 11' RESOUVED BY TJIE COUNCIL OF THE CITY OF SAN JOSE THAT: 1. The City of San Jose supports a Complete i treets and Near Term Transit Implementation Plan, that includes the considerat~on ofBRT and other modes of transportation, and a grade separated high c apacity tran s-U, system for the Stevens Creek corridor, that connects the Cifie~ of San Jose, S~Ja Clara, ~nd Cupertino, that is supported by, and developed in collaboration with, the Saffl a Clara Valley Transportation Authority. 2. The City of S an Jose app{:ihts the District 1 Councilmember to any policy advisory committee created to overs ee and coordinate these efforts. 3. The City Manager br designee is authorized to assess resources needed to develop these projects and report findings to the City Council.
