I am writing as a piivate citizen and not as a sustainability commissioner since this (to my recollection) has not
been officially approved by the commission. ·
It is important to support this effort at the State as the staff report indicates. 22% of all greenhouse gas
emissions are from industiial processes. So to meet the 45% GHG emission reduction goal of the most recent
Special Report of the IPCC (October 2018), the industrial component must be addressed. (I have attached the
smmnary of this report -please see page 33).
Unfortunately the "Buy Clean" efforts does not include cement and concrete at this time, but hopefully there
will be the possibility in the future of taking action (see staff report) on this product. Cement production
accounts for about 4% of all global GHG emissions and it is particularly difficult to control for a wide range of
reasons, but progress should be possible by 2030.
