Mr. Earl Blomgren, the applicant, stated that approval of landscaping was sought for lots 23, 24 and 35, although the listed agenda only stated lot 35. There was some discussion on the applicability of conditions 11 and 12 of the 12 Standard Conditions. Chief Building Inspector Benevich explained that the intent of condition 11 was to provide protection for planted areas where vehicular traffic is involved and that condition 12 would not apply to this application as tenants would move into the construction and take care of their own irrigation, Member McLaren moved to recommend Application 338- HC-68 for approval for lots 23, 24 and 35, with the renderings and plot plans as submitted, (subject to conditions 1 through 10 of the 12 Standard Conditions. Mr. Mel Peterson appeared for Ad Art, Inc. Chief Building Inspector Benevich stated that this was also a matter of clarification, as the sign had been approved at the time the architecture had received approval but that the minutes had been inconcise. Mr. Peterson explained that nothing had been changed from the originally submitted sign except for the moving of the medallion from the right to the left side of the sign. Considerably more discussion ensued relative to the proposed construction and it was the consensus that, although the applicant continued to state his desire to cooperate with whatever was necessary to design the buildings to the satisfaction of the Committee members, that the plans, as submitted, left a lot to be desired. It was Member Youmans; opinion that this Committee should not be placed in a position of having to design the applicant's buildings, suggest the materials to be used and define the inherent requirements. Mr. Youmans further said that the applicant was obviously unprepared or ill -prepared which could be documented by "second guess" answers to most every question posed by the Committee, that the application was incomplete and that discussion of same should be dis- continued . !The Chief Building Inspector told the Committee members that the applicant was very cooperative and was trying his utmost to adhere to the desires of this or any other City agency but that, in reality, this applicant did not have to appear before any of the Committees and Commissions by virtue of the fact that this land lies within the County and is not anne d to the City. Mr. Benevich contended that the applicant could have completely by-passed the City agencies, applied for construction approval to the County and, Zupan receiving the approva ,, build eves, a log -cabin and that the City would have had no choice but to live with whatever configuration the site showed at the time of annexation. Mr. Benevich reiterated that the only matter before this Committee at this time was the consideration of a recommendation to the County Planning Commission that the architecture was ggreebale to this Committee. G. 35 7- HC- 68 The Chief Building Inspector advised the Committed members that a request for postponement to the newt meeting had been received in connection with this application. H. 358-HC-68: Del Oro Development Company, Inc., 1860 So. Bascom Avenue, Campbell; requesting approval to construct a 84-unit apartment development on Mary Avenue, east side of the proposed West Malley Freeway. Mr. Carl Haland, president of Del Oro 3 velopcaent Company, presented the application and stated that the following exhibits were before the Committee: 1) a site study; 2) a p;relim:L eery landscaping plans 3) a rendering showing the boulevard to be constructed within the project; 4) a typical building elevation and 5) a typical plot plan. Mr. Haland introduced Mr. Ron Dick, the designex of the project and Mr. Robert Gallagher, the project man. gear responsible for the con- struction activities of the developm=ant, both of whom were present to answer any questions the Committe:l� might have. Mr. Haland explained the site study and said that this was a proposal for an apartment complex incorporating 84 units, which was predicated upon a Townhouse concept. Further, that all apartments. would he-r:� a fully enclosed garage and a private courtyard, thereby establishing a sanctuary of a private home within the confines of apartmean,t living. Mr. Haland continued in saying that, in designing this project, the close proximity of De Anza College had been considered, all conditions imposed by the Planning Commission had been agreed and adhered to, and that the basic architectural style was -Aztek which is a more colorful aspect of contemporary Spanish;. Further, that the adjoining RI zoning had been kept in mind and the desire to adequately ,serve as a buffer between the RI zoning and the Proposed freeway as well as depicting the strength, richness and quality of c0nnstrructiOa to truly indicate the Aztek motif. 4r. Mr. Burrell Leonard addressed the Committee members, stating that he had patiently sat through the rather lengthy meeting and that, in his opinion, the Committee members had discharged their obligations in a most admirable and efficient fashion although there had been many times during the course of the meeting where each -member had been made to feel rather uncomfortable . Mr. Leonard said that it was most commendable that the not 'passed the buck" to other agencies but had sincerely attempted to find solutions to problems and render assistance to applicants. It was, however, Mr. Leonard's opinion that much wasted time could have been prevented by 1. correctly identified project locations prior to their being placed on the agenda; 2. refusal of considering incom- plete applications, and 3. disposing of incomplete applications in short order. New Business members has the Committee members cited several instances where City Ordinances are either violated or simply ignored. Member Youmans wondered about the actual effectiveness of this Committee, stating that conditions are imposed on applications and some applicants simply ignore these directives and, obviously, get away with it.
