ADJOURNMENT CITY OF City Hall 10300 Torre Avenue Cupertino, CA 95014-3255 (408) 777-3354 FAX (408) 777-3333 PUBLIC WORKS DEPARTMENT AGENDA ITEM / Summary AGENDA DATE September 20, 2000 SUBJECT AND ISSUE Review of bids and award of contract for Homestead Road and Tantau Avenue Corridors Traffic Signals Upgrade, Project No. 9527, and Homestead Road Arterial Management Project Phase II, Project No. 9530 BACKGROUND The following is a summary of bids received for the referenced project: Bidder Bid Amount Bid Bond Republic Electric Tennyson Electric Columbia Electric $39,350.00 Yes $63,800.00 Yes $79,000.00 Yes These projects will upgrade and interconnect seven traffic signals along HOmestead Road between Blue Jay Drive and Tantau Avenue and on Tantau Avenue between Homestead Road and Vallco Parkway. Improvements include installation of emergency vehicle preemption units, spread spectrum radio assemblies, and electrical service enclosures. The engineer's estimate is $65,000 for this work. The City has received federal Hazard Elimination Safety (HES) funds administered by Caltrans for the Homestead Road and Tantau Avenue Corridors Traffic Signals Upgrade project and Transportation Fund for Clean Air (TFCA) funds administered by the Valley Transportation Authority (VTA) for the Homestead Road Arterial Management Project Phase II project. The HES program provides 100% funding and the TFCA funds require a 20% local match for this project, which is approximately $4,000.00 ($29,340 is programmed). STAFF RECOMMENDATION Staff recommends that the City Council award the project to Republic Electric in the amount of $39,350.00 with a 10% contingency, for a total of $43,285.00. Knapp City Manager Printed on Recycled Paper RESOLUTION NO. 00-243 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CUPERTINO SUPPORTING MEASURE A OF THE SANTA CLARA VALLEY TRANSPORTATION AUTHORITY ('VTA) TO EXTEND THE ONE-HALF PERCENT SALES TAX FOR TRANSPORTATION PURPOSES WHEREAS, the Santa Clara Valley Transportation Authority (VTA) Board of Directors August 9, 2000 voted to place a half-cent transit sales tax on the November 7, 2000 General Election ballot allowing Santa Clara County voters the opportunity to vote on transportation improvements in the county; and WHEREAS, the goals of the plan are to provide transportation facilities and services that support and enhance our community's continued success by fostering a high quality of life to residents, and continued health of the economy; and WHEREAS, the goals, objectives, and projects were formulated over the past 18 months with input from the VTA Board of Directors, cities and county staff, stakeholders from the community, and other public agencies; and WHEREAS, VTA works closely with local jurisdictions on region-wide strategies to address traffic, congestion, access to jobs, and environmental concerns; and WHEREAS, the 30-year lA cent sales tax would begin in 2006 when the existing (Measure A/B) tax expires; and WHEREAS, the sales tax measure requires two-thirds majority voter approval and must expire 30 years after implementation; and WHEREAS, the tax supports VTA's 2020 Transportation Plan and Expenditure Program that provides a balanced transportation system consisting of transit, roadway, bicycle, and pedestrian improvements; and WHEREAS, the revenue from the tax, which may be used only to finance transit projects, frees up State Transportation Improvement Program and federal funds for roadway, bicycle and pedestrian projects; and WHEREAS, many future State and Federal highway dollars will be readily available to advance highway projects, and an independent citizen watchdog committee consisting of private citizens must review the program; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cupertino hereby expresses support for VTA's 2020 Transportation Plan and Expenditure Program as a long-range transportation planning effort, focused on addressing the Valley's transportation challenges.
