Mr. Dwight Zink, 11L! Sansom St., San Francisco, presented
blueprints of the concrete .block trash enclosure, which will
be painted the same colors of the station. He said Standard
Oil is on a clean-up program with.all�its stations. :This trash
enclosure will help keep the outside of the station completely
clean. He said Standard Oil does what it can to present a
rood image, but much depands on the people who actually run
the individual stations.
Chairman Fitch informed the applicant that this Committee will
shortly provide the City with a set of standards which will
elevate the standards of all service -stations in Cupertino.
Mr. Zink said other cities do this through conditions attached
to the Use Permit. Dr. Kowitz complimented Standard Oil for
taking the initiative in cleaning up their stations.
Moved by Mr. Stern, seconded by Mr. Irwin, to recommend appli-
cation 243 -HC -66 for approval on the basis of plans submitted.

V UNFINISHED BUSINESS -- There was none.
VI NE11 BUSINESS
The Planning Director distributed copies of the Second Draft
of the Sign Ordinance to the Committee, explaining that it is
being revised because in its present form, it is hard to inter-
pret and some areas of it need updating. He asked the Committee
to go through this Second Draft and offer any suggestions or
ask any questions. Communications can be directed to the staff
or the Planning Commissioners. If necessary, a joing meeting.
with the Planning Commission could be arranged. One major
change, to make the Ordinance more workable, is to compute the
sign surface allowed, based on floor area.

The.Planning Director has recommended that Variances (listed as
"exceptions" in the Sign Ordinance) be handled by the Arch. &
Site Approval Committee rather than the Planning Commission
because he does not feel they normally are a planning matter.
Planning should be concerned with what the developer wants to
do, and what individual homeowners or shop keepers want to do
should be cut off from the Planning Commission.
Chairman Fitch asl,-ed the staff to send copies of the existing
Sign Ordinance to the Committeemen for comparison with this
Second Draft.
