Firestone store to the Post Office,

,Chairman Fitch stated the City Council, at their last
meeting, -felt approval of the Shaw application would
be premature so it was delayed for two weeks.

IV APPLICATIONS REVIEW
Chairman Fitch asked the Planning Direct.or to comment on
his Department's views for developmentof the Wilson
property.
The Directorsaidthis particular area is zoned Commercial
with no Conditions attached. Certain specified uses are
permitted without Use Permit, Other uses are.permitted
with a Use Permit, such as auto service stations, etc.
The Architectural & Site Approval Committee canland should
impose conditionsregarding style., building materials,
tidiness, etc®9 to their recommendations for approval.:
The Planning Director said a Use Permit will be needed for
the Firestone store. That application has had one public
hearing before the Planning Commission, with a second
hearing coming up at the next regular meeting.
The Planning Director said you can mix different archi-
tectural styles compatibly, with care. But he stressed
the point that if we are to have an "English Village"
complex here, it should extend to Stevens Creek Blvd.
The Director said this particular area is a fairly nice
shopping area. It would be very desirable to continue
the quality, and even upgrade the future buildings, as
the development progresses down Stevens Creek Blvd. toward
the College area.
Chairman Fitch asked if there has been any long-range
planning within or without the City. The Planning Direc-
tor said there has not. This particular property has
been zoned CG (General Commercial).
• Dr. Kowitz asked what the specific feeling of the Planning
Department is in regard to different types of architecture
within a development. The Director said that, personally,
he feels that a good architect and use of good building
materials are the key to whether or not a development is
good.
Planning Commission Chairman Hirshon said it was brought
out at the last Planning Commission meeting that there was
going to be an "English style village" behind here and
it is of concern to the Planning Commission that there
should be some uniformity of architecture in that area.
He said the Planning Commission would like to be told how
the Firestone proposal fits in with the other proposals
for that area. Present plans show eight stalls of the
Firestone store facing directly at Shaw's Ice Cream Parlor.
No parking patterns, no landscaping, and no traffic pat-
terns have been submitted to the Planning Commission.
Mr. Wilson said the parking lot will be three times the
building area. Mr. Irwin said this is what was bothering
him. Mr. Wilson added that the parking plan for these
buildings is all along the front. Dr. Kowitz noted the
lack of a general plan for the area.
Comm. Frolich said one problem that is bothering the
Planning Commission is the Firestone store. There are
hopes that a junior department store might be built here.
A good department store would then be built behind the
Firestone store. Firestone has their own architecture;
the same holds true for the Straw Hat Pizza Parlor and
Red Barn Restaurant.
The Planning Director said the Architectural & Site Approval
Committee has jurisdiction over landscaping. If the pro-
perty has to be subdivided it must come before the Planning
Commission, and jurisdiction is very limited.

Mr. John Challis, Red Barn representative, said this.is
not their standard building that they plan to buildonthis property. They have added.booths inside and changed
the roofing:materials. They will be happy to landscape
any way the Architectural and Site Approval Committee
would like to have it done.,
Mr Shaw said the architecture of Shaw's Ice Cream Parlor
is designed to lend itself to the old English house next
to it, or to any other type of architecture
Mr. Charles Olson, of Straw Hat Pizza- said- he.has.had
their architect make the desired changes requested by
the Architectural & Site Approval Committee at their
last meeting.
;Mrm. Rick Anderson, of Gunn -Miller Realtors, described the
'Firestone building. This building is not too close to the
English Tudor house; rather, they think of the Firestone
store as a part of the existing Crossroads Shopping Center.
There would be a division between Shawls and Firestone.
He could not speak for Firestone, .but from the tone of
their letter, it looked to him like Firestone. is willing
to.work With the City as to.material.s and orientation
of the building,
-Mr®. Wilson went over the plot..plan of the entire -area to
orient everyone as to the placement of the .vari
Mr. Irwin asked if they could use used brick instead of
shipping in their glazed brick. The applicant was not re-
ceptive to this.
It was brought out that the Fire Marshall has stated that
aluminum shakes will not be allowed in Fire Zone Two.
The roof must be of incombustible material. Mr. Challis
said they would be willing to use a roof material accept-
able to the Fire Marshall and the Building Department.
Mr. Ralph Henderline, of Straw Hat Pizza, said they had
their architect come to Cupertino to take a look at the
site and then go back and make a rendering, taking into
consideration the suggestions made at the last Architec-
tural and Site Committee meeting. He would like very much
to have a decision on his building at this meeting and is
willing, if the Committee deems necessary, to make any
changes they request.
A. Application: 250 -HC -66, Straw Hat Corporation,
1+680 Washington Avenue, San Leandro, requesting
• Arch. & Site Approval to construct a restaurant
on the south side of Stevens Creek Blvd., between
Crossroads Center and the old Wilson home.
Chairman Fitch read the Minutes of the previous hearing
on this application.
Mr. Charles Olson presented the blueprints and was asked
if the sign could also be presented at this time. He
stated the support of the sign also serves as a support
of the overhang of the roof. It conforms to the Sign
Ordinance. They also normally have non -advertising neon
"OPEN" and "PARKING" signs. Mr. Olson said they plan to
install juke boxes as well as FM background music. The
appurtenances on the top of the building will be screened
with a lap siding or louvered type screen. The roof will
be tar and gravel, with large, red rocks. Seating
capacity will be in excess of fifty, so this would be a
B-3 occupancy and must be treated with a one-hour
material. The applicant was directed to contact the
Building Department on this.
Dr. Kowitz was not in favor of tar and gravel roof in this
area. It was pointed out that the thick butt shake roof
approved for Vallco Park was an exception and this ruling
did not amend the Ordinance.
Mr. Irwin objected to the yellow above the brick wainscot-
ing on the exterior walls. Mr. Olson agreed to change
this to beige. Mr. Irwin was in favor of darker exterior
colors, otherwise he had no basic objections to this
proposal.
Mr. Small's only objections were the rock roof and the
appurtenances on the roof.

Dr. Kowitz would like to see a general landscaping plan
for the entire area® He also objects to the rock roof.
Mr®Stern objects to the roof materials and to the ap-
purtenances on the roof.
Mr. Olson said that if it is -economically feasible to
put the appurtenances inside, they will do this. If not.,
they will be on top the roof and screened; There was
some discussion of alternate roof materials. When asked
his opinion, Architect Bill Meyers said if the roof is
designed for tar and gravel it is not designedfora the
roof. Cement asbestos shingles would be close..
Moved by Mr. Stern, seconded- by Mr. Irwin., to recommend
for approval application 25.0®HC-66..with the following
contingencies.
1® The 10.standard conditions to be preserved.
2a. Appurtenances on the roof to be confined_ within the
building or, if economically unfeasible, they are.
to be camoflaged or screened in such a manner as to
be incorporated into the.roof line.
3m The colors to be in keeping with the rest of the
building.
4. The roof not to be rock, but rather red cement
.asbestos the shingles.
5m Landscaping to be submitted for approval prior to
ficial acceptance of the building.
6. Sign approved per sketch submitted., with the.maximum
height limit imposed.
Motionwas amended by Mr. Irwin, seconded by Dr. Kowitz9
that the colors are to be darker than in the artist9s
rendering.

B Application. 242-HC®66, Red Barn System, Mr.
Challis,_ 4949 El Camino Real, Los Altos,,
requesting Arch® & Site .Approval to construct
a restaurant (Red.Barn), to be located at the
south side of Stevens Creek Blvd., east of
the Post Office,

Mr. Irwin asked Mr. Challis if there has been any change
in their plans. Mr. Challis said the building is approxi-
mately the same size (still seats 42) but now has booths.
He will meet the sign requirements and the Fire Marshall's
roof material requirements. He said their quality control
and cleanliness are better than most. The operator will
be responsible for the cleanliness of the area. The sign
will be submitted at a later date for approval. The
building will be red brick. The applicant was told he
could not have an aluminum roof; perhaps he, too, would
like to go to asbestos shakes.
Dr. Kowitz stated he was not impressed with the building
design. Mr. Stern does not feel this business will blend
in with the others proposed for this area.
Mr. Irwin asked about the landscaping. Mr. Challis
repeated they will do whatever the City of Cupertino desires.
Mr. Small feels the applicant has done an excellent job
of improving their original proposal. His main objection
. is that it will sit right next door to the Post Office.
Dr. Kowitz stated that since the Red Barn people feel
they cannot redesign their building, he was in favor of
a motion at this time.
Mr. Challis requested permission to withdraw the applica-
tion before a formal motion is made. He would like to
meet once more with the Architectural and Site Approval
Committee.
Mr. Challis said he is prepared to take this matter to
Court, if necessary. He feels the Committee is being
arbitrary.
After further deliberation, Mr. Challis asked that this
application be sent to the City Council without recom-
mendation rather than a recommendation for denial.
Moved by Dr. Kowitz, seconded by Mr. Stern, that appli-
cation 242 -HC -66 be submitted to the City Council for
review.

Mr. Wilson stated there are 93,000 people in the area now,
and we would do a whale of a lot more business in
Cupertino if we had the equipment.

be written to the managers of Gemco and Mayfair Market,
asking them to keep up their parking lots, and asking
for their assistance in the City of Cupertino's
Beautification Program®
