I am one of the 94 people who signed the Petition against installing this tower at the
currently proposed location, and a homeowner at The Commons of Cupertino.
I want to state my opposition to this cell tower in writing, in addition to my signature on the
Petition.
A tall, unsightly tower does not belong next to our residential community. I understand
that a possible location that has not been actively pursued is at DeAnza College - certainly
it makes more sense to put it near something like an athletic field or parking garage or a
street close to commercial zoning instead of near The Commons and adjacent
neighborhoods.
Also, I do not understand the need for such a tower. I am an AT&T customer, and have not
had any problem with coverage in my home.
And, an extremely important issue is that cell towers can adversely affect property values.

I am a resident of Commons of Cupertino and am writing this email to oppose building AT&T cell tower, base
station and an emergency power generator at Cupertino Sports Center.
You may be getting many emails on the same subject and thus I will make it short.
Ike Anza College is a better location for the purpose than Cupertino Sports Center tennis court.
If Ike Anza location is selected, all the concerns that my neighbors ekpressed at the study session are no longer
concerns. I would like to know why the sports center site is chosen over the Ike Anza College. Is the only reason
lack of due diligence from AT&T? If that is the case, AT&T and the city should re-evaluate the choice by
having AT&T conducting thorough due diligence. The first step would be to contact a right person at Ike Anza
College, as apparently AT&T has never talked to anybody at Ike Anza College.

Thank you so much for meeting with us, Commons of Cupertino home owners. It was a pleasure to hear your
concerns today & at last week Tuesday evenings meeting about the 80 foot tree tower proposal on Stelling. The
photo rendering of the tree along side the real evergreens looks strangely out of place.
I am a member of the Board at the Commons of Cupertino and am very concerned about the planned location of
the tower so near our homes. If there is any chance, I would like to see the tower placed somewhere on the
DeAnza campus. It has many fully grown trees, both inside & along McCellen Road.
AT&T seems to be aggressive in their manor to hurry their decision along, but I hope you & the other Council
Members will take time to consider the best possible place for the tower.

Dear Planning Commissioners,
I want to address a couple of reasons people gave for approving AT&T's proposal for installing new cell tower
at Cupertino Sport Center.
1) Since there is already another 80 feet tower in Cupertino, there is no reason to deny
this request. (paraphrasing)
2) When the service providers have determined there is a need, the community should not stop them if they
want good cell service. City services such as firefighters and police department needs good cell signal to do
their jobs. (paraphrasing)
Both these reasons are valid only when the location options are similarly situated in residential
neighborhoods. It is the case of either making one neighborhood residents unhappy or another.
In this particular case, one location option is next to a residential neighborhood (sports center) while another is
far away from any residential areas. If the. cell tower is installed near Ike Anza College's California History
Center next to parking structure and highway 85, there is no trade-off need to be made. There aren't any
residential area around that location. It is also far away enough from Stevens Creek Blvd. that it has
little negative aesthetic impact since only people driving on 85 will see the tower. The additional bandwidth is
needed by De Anza College so the tower logically should be hosted by De Anza College.
At the city council 'study session, AT&T project manager at the meeting disputed being.lazy in pursuing De
Anza Collegelocation, claiming he has been trying to contact De Anza College for more than a year but still got
no response. Yet, he couldn't answer how many people at De Anza College he has tried to contact or, name a
single person he has called. Although he was working closely with Cupertino city staff on the project, he didn't
bother ask his Cupertino counter part's help in getting De Anza College contacts. In short, he made very little
effort in pursing De Anza College location.
I think it is simply a case of finding the path of least resistance to get his project done regardless finding the best
solution. Since he found a cooperating counter part in Cupertino city, he basically abandoned pursuing the De
Anza College location.
Given the purpose of the new cell tower to solve capacity issue from De Anza College, it naturally should be
located at De Anza College. The goal of increasing bandwidth can be achieved without sacrificing
neighborhood property value and city aesthetics if the tower is located on De Anza College Campus next to
Highway 85.

We are not the regular home owners as anywhere else in Cupertino specifically. due to

We already are dealing with a lot of challenges due to the location of our community
and many more being pushed on us by the City of Cupertino.
We are Sandwiched between:
Sport Center, the Park -Community Center and Stelling road with 3X Noise, 3X Traffic.and 3X
Activities,
Crowd and Dust.
Gur challengesr,a .i basis are,as,follows-
1- Sports Center
- streams of flying balls that hit our windows, plants, light fixers, that's sometimes really scary and
they
have.broken my lamps two times
- players noise
Lights are on continuously
- Noise from maintenance of the tennis courts
2- Activities at the Park
a. Celebrations: Noise, setting up and dismantling tents; loud music played during this
time; Immense Dust created; traffic and Blockages of our streets
Dealing with massive crowds at our door steps
b. Theaters at the Park: Noise, Traffic, Setting up and dismantling, crowds
c. Park Maintenance: Noise, kids screaming at the park, parents yelling back
Dust (leveling the baseball field), cleaning and mowing the park,
maintenance of all the other equipments and toilets
d. Community Center: traffic, crowd, noise
3- Stelling: noise, traffic
Please consider, that the Commons of Cupertino has cooperated with the city, continuously, for all
their projects. Like placing long light poles that flood our houses all nights, (Council member Willey
has addressed this with the City Manager) or building the wall for the tennis courts that has dislodged
the wall on our houses, (also being addressed) and fixing the grounds of the tennis court, which has
created a lot of noise, dust, and Inconveniences.
Yet there has to be a limit to the City's continuous downgrading our lives.
We as a community are really Maxed Out with all of the above challenges.
We do Not agree with placement of AT&T Antena or any additions to this Location that
compromises our lives even more.

The noise of putting up the tents and removing them is another problem.
3- When they are leveling the baseball field, we have clouds of dust choking us

3- The traffic in this area is immense. We don't need more roads blocked for repairs and upgrades.
We understand that change happens and we are not against it. The only thing we are saying is that
we are already an "endangered community", if I may say so!
We already have our plates Full, our location is MAXED out as it is.
Please Do Not allow the installation of The Antena in the Tennis court.
My Grievances:
1- Couple of years ago, the city wanted to put long light poles at the tennis court, we agreed to that,
understanding that improvements are part of the changes that happen in our surroundings.
Yet the agreement was for the lights to be shut off after 10:00 p.m. That never happened. The lights
are on for ever. I never have a dark night in my house.
Please have The City abide by the Agreement we had.
2- The city built a wall for the tennis court which is behind my wall. This dislodged our walls. I asked
them to fix the wall, but they didn't act upon it.
Please have the inspectors check my backyard wall and repair.

Thank you for reaching out to us about Mr. Friedman's application (Application No.: DP-2018-03, ASA-2018-04, EXC-
2018-01, TR-2019-11) to demolish and reconstruct a new Public Storage in our area. We thought we'd email you to let
you know of our opinions and concerns.
First off, we're excited about this project as it will not only benefit -the franchise monetarily, but will provide more storage
options to those who need it. As much as we like the idea, we're concerned about the demolition and reconstruction
process. Since our community, Oak Park Condos at 10745 N De Anza Blvd, Cupertino is located directly across the
current Public Storage site of interest on a narrow private road with a very small area for emergency vehicles, no guest
parking spaces outside, a few potholes on the road and many families with small children who tend to walk around, we're
very worried about our community's impact from the large scale trucks that will be going in and out and sudden traffic that
will occur when we take our children to and from school. In addition, we have health concerns about the types of debris
such as asbestos if they exist that will be coming from the demolition process since we do open our windows.
Also, what is the parking arrangement or plan for Public Storage customers after the new construction is completed?
There is no street parking availability at all on the narrow road connecting Valley Green Drive to Public Storage while
Valley Green Drive itself offers no parking at all during the day. In fact, it has been a serious problem for residents at Oak
Park Condos and their guests and we would like to see how much impact after the new construction will yield and if any
mitigation plan is presented.

Subject: Development and Architectural and Site Approval permits that would allow the replacement of
nine one-story Public Storage Facility buildings with two (2) four (4) story buildings with basements;
fence exception that would allow electronic vehicular gates; and a Tree Removal Permit that would
allow the removal and replacement of seventeen (17) protected trees. (Applicant(s): Storage Equities,
Inc. (Andres Friedman): Location: 20565 Valley Green Dr.; APN: 326-10-044)
Comment: I need to know exactly how many buildings they are going to build and how many floors do
these building have. The subject write up is very unclear please adjust the paperwork so the public can
see for themselves what is really going on. The Cities web site has problems with bringing up the
information it will not carry past so many pages and the public cannot really look at all of the building
information please adjust that as well.
Recommended Action: That the Planning Commission conduct the public hearing and recommend that
the City Council;
1) Find that the project is exempt from CEQA; and
2) Recommend approval per the Draft Resolutions Tentative City Council hearing date: June 18, 2019
Comment- Exemption from CEQA —The streamlining of CEQA and EIR is wrong it is very important that
the City of Cupertino look into each proposal for new buildings and building projects and include CEQA
and EIR requirements to the projects especially this one of this magnitude. The existing storage facility
at 20565 Valley Green Drive, Cupertino, Ca. 95014 has been right next to the 280 Freeway and right next
to a Gas Station both of which could be consider a vehicle for pollution on to the Public Storage Site.
This current Public Storage Facility has been at this location for decades and it is important that the
ground is tested for any pollution that maybe entering into our groundwater. The new Public Storage
Facility Building could cause all kinds of problems with the environment and of course the traffic from
this new giant storage facility will also cause pollution, parking problems and traffic. It seems that
streamlining is a benefit to the Developer of the project who wants to get their project started but it is a
serious problem with the environment using streamlining to push a project through just to satisfy the
Developer is terribly wrong, I object to this kind of thinking and the proper CEQA and EIR projections
must be implemented.
Item 9. Pre -Construction — read more
Comment: I am absolutely appalled with the constant destruction of trees in this case tree removal of
17 trees on site especially Redwood trees and the excuse is that they are in the way of this massive
building project. I cannot understand how destroying the existing trees and planting 62 small 24 inch
trees will take the place of the wonderful beautiful trees that call this site their home. It will take
decades to grow trees back to the beautiful trees that are already there. I am tired of the City of
Cupertino and other cities using the excuse of project developers saying they will just plant new trees
that is crazy it does not compensate for the destruction of these beautiful trees that we need to
preserve especially the Redwood trees. The birds and animals that will be displaced by this project is just
unbelievable and it seems that the project takes precedence over doing the decent thing. There is
nothing wrong with the existing Public Storage Facilities except that the Developer and owner of the
property desire's to make more money and so does the City of Cupertino. I have seen the madness
around the Vallco Proposed Project and the City of Cupertino is in store for more and more
development and eventually we will be those of us who remain here living in a Giant Mega City what a
terrible shame of it all. The only thing a person like me can do is write and voice my comments even
thou they may not be heard by anyone but I ask that the City Council please listen before it is to late.
High Rise Building — seems that this project is allowed to destroy any scenic view from the 280 Freeway
and the surrounding area it is a monstrosity in itself and if this project is approved will be ugly to behold.
The companies and building around it will be next to this monstrosity and anyone that agreed to this
New Storage Facility will be sorry they did.
I can only say that this building project will bring a great deal of tax revenue to the City and it is a terrible
shame that for that reason it would be accepted. I was not informed about this building project and I
feel that that a notice should have been mailed to the public not just to people that have their
businesses 300 feet away. There needs to be a transparency with the City of Cupertino this facility will
affect many people and the traffic and parking will be a great problem. I know how it looks that the
developer may have possibly contacted a few people but I find it hard to believe that this project could
ever be approved by the public. I hope now that all of Cupertino can now be given the opportunity to
comment on this project. Please let the public know that there will be more transparency with the
public totally involved with such projects now and in the future.
The Fire Safety issue is one thing is there really enough room for Fire Trucks and the equipment they will
need to get into the site if there is a fire I don't think so. If there is a fire it will be right up against the
280 Freeway which will close this major Freeway and it could be for days. The height of the buildings will
create a difficult problem with the Fire Department putting out the fire and the fire will probably take
other buildings with it. The Valley Green Drive apartment are nearby and many residential homes and
businesses that could be affected by a large massive fire that could erupt from the New Public Storage
Facility. There is especially a gas station business right next door and if that also caught fire it would
create large explosions and destruction many people could be injured or killed. I am greatly opposed to
this New Storage Facility and a remodel of the old if necessary as it is maybe ok but it depends on how it
is built. I am not willing to allow more than one story and it would have to just remain at the same
location and contain the same storage units. This has been acceptable in the past and it seems has not
caused any problems and I am sure the City is making money from the existing storage facility. It is time
that the City looked at the practical instead of dollar signs, the people's safety and concerns should be
important.
Then there is the issue of the items people would store in this new Public Storage Facility they could
store all kinds of things and the Fire Department has no way of knowing what they are storing, which
could include chemicals of all kinds, guns and explosives. The Fire Department has a requirement with
buildings such as the one at Apple Computer on Bandley Drive requiring Apple to provide a list of
chemicals, flammable items, and other fire haz mat hazard items. The Fire Department needs to be
informed about the items that are in the public storage buildings, especially if they have chemicals or
flammable items they need to know so they can put the fire out. There are special ways to putout
certain types of fires and in this way the public is protected. I am. sure that there is no way to know what
is in every storage container, and I do have to wonder how has the City and the Fire Department
handled this in the current storage facility or have they can anyone tell me? If there is no requirement
for storage facilities to report this information then there should be especially with the proposal of this
New Storage facility and the magnitude of the project.
6. Housing Mitigation Fees — What are these fees the City is imposing to allow for the building? I can see
how this could be looked at as a bribe fees seem in my view as a payoff give the City enough money or
Community Benefits and the Developer can build what he wants to build.
1. Indemnification The City is not held harmless by the law — this clause cannot release the City.
8. Fees — What Fees paid to the City this needs to be stated the public needs to know. These fees could
be a problem and it looks like these projects are approved by the City just to gain money and that is very
wrong. Look at item 6. Housing Mitigation Fees again more fees what about them and what will this
project generate.
8. lJ' olition Requirements — Where will material go after they demolish the old Public Storage Facility?
The Steven Creek Quarry takes in concrete and they grind it up and are supposed to sell this material it is
contaminated with Mercury which is going into the Stevens Creek Reservoir. This demolish issue of
concrete with the old Vallco Shopping Center is also a problem it is important to find out where this
material is going. I do not believe that the City should allow this disposal it should, ' be taken to another
safer location the Steven Creek Quarry is contaminating the Stevens Creek Reservir and that is our
aquifer and our drinking water the City should not allow this material to be recycled there.
9. Pre — Construction - Read more — Dust will be flying all over the area and I can see that the City will
not be able to control via regulations the dust from the project which will be all over the site and the
surrounding areas. I can testify about this they built a house behind my home and continually
complained to the City and even thou they spoke to the builders it did no good they even destroyed my
fence and I had to pay and replace the old fence. There was so much dust all over my property and
home and I had to have my pool cleaned a special way to get the dirt and dust out of my pool, at my
expense. I am bringing this up because this is a great problem with builders and developers in Cupertino
and other cities in the valley. This dust and dirt is all full of pollution and contamination from lead and
other pollutants. The City needs to have this tested and removed to a special location away from the
valley and the public.
Page 16 — 24 Dedication of Underground Water Rights it states — Prior to building permit issuance, the
Developer shall "quit claim" to the City all rights to pump, take or otherwise extract water from the
underground strata in the Santa Clara Valley.
Comment: This should not be allowed I have commented before to the City about taking water rights
from property owners and I thought that they had stopped doing this but it looks like they have not. I
feel that resident owners and companies with property should be allowed to keep their water rights and
the City should not allow asking for these water rights under any circumstances. I am certain that there
is a water pollution problem with our aquifer and the wells in the City and that is why the City wants to
take our water rights away and have asked the people to sign them over. I am asking the city of
Cupertino to stop doing this immediately. It is time the public and the people are heard.
There is a great deal more I could comment on but I will wait and see how things go at the meeting.
