TECHNOLOGY, INFORMATION & COMMUNICATIONS COMMISSION Regular Meeting April 3, 2019, 7:00 p.m. Conference Room A, City Hall APPROVED MINUTES CALL MEETING TO ORDER Chair Mohanty called the meeting to order at 7:07 pm ROLL CALL Commissioners Present: Prabir Mohanty, Arnold de Leon, Naidu Bollineni, Ilango Ganga, Rajaram Soundararajan Commissioners Absent: None Staff Present Bill Mitchell, Staff Liaison Gian Martire, Associate Planner Speakers: None ORAL COMMUNICATIONS This portion of the meeting is reserved for persons wishing to address the commission on any matter not on the agenda. Speakers are limited to three (3) minutes a person. In most cases, state law will prohibit the commission from making any decisions with respect to a matter not listed on the agenda. A. No Speakers. The Commission reordered the Agenda to hear New Business Item No. 5 first. NEW BUSINESS 5. Subject: Proposed ATT Cell Tower @ Sports Center Associate Planner Martire and Johnson, with TSJ Consulting, Inc., presented a proposal for a AT&T Cell Tower at the Sports Center, located at 21111 Stevens Creek Boulevard. During the presentation, Associate Planner Martire and AT&T Consultant Johnson provided background information, zoning area requirements, cell tower height and capacity, concluding with the project construction. Following discussion, the Commission supported the proposal as presented with a variance in building height. An informal recommendation was made by the Commission to move forward with the Proposal to meet the signal demand of the area, and help mitigate dropping calls and provide additional signal power. The Commission directed that notice of the Cell Tower proposal be sent to property owners within 200 feet and Sports Center members, and to engage the community more in the proposal. Associate Planner Martire confirmed that the Proposal will be brought up before the City Council as a Study Session Item on May 7, 2019. APPROVAL OF MINUTES 1. Subject: Approve Minutes from the March 6, 2019 meeting Commissioner de Leon made a motion to approve the March 6, 2019 minutes. Commissioner Soundararajan seconded the motion. The motion passed 5-0. WRITTEN COMMUNICATIONS 2. Subject: Letter from AT&T dated March 14, 2019 Staff Liaison, Bill Mitchell, reviewed the AT&T Letter with the Commission. OLD BUSINESS 3. Subject: Discuss Commission Work Plan: The Commission discussed the elements below included in the 2019 TICC Work Plan A. Wireless Master Plan Mr. Mitchell commented on the status of the contract currently pending legal review the Requests for Proposal Development. B. Makerspace for Teens and Seniors Mr. Mitchell relayed to the Commission the success of the Makerspace for the Teen Center. C. Teen Hackathon The Commission designated Commissioners Bollineni and de Leon to judge the Teen Hackathon event on Sunday, April 14th, at the Quinlan Community Center. D. Smart Cities and 5G Chair Mohanty reported on the March 27, 2019 conference call he and Cupertino staff had with senior staff from AT&T. The Chair confirmed a second meeting will be scheduled with Senior staff from AT&T. The Commission expressed the desire to include this Smart City element into the Commission Work Program for next fiscal year. E. City owned Fiber Network Mr. Mitchell communicated to the Commission he can arrange for a Fiber Network Specialist from San Leandro, to provide a brief presentation next meeting. F. Internet Satisfaction Survey The Commission discussed the status of the Internet Satisfaction Survey that went out. Mr. Mitchell relayed the Survey has concluded and the data will be provided to the Commission and be published on the City media channels. The City received a response from 200-250 residents. H. Commission Partnerships The Commission and Mr. Mitchell discussed a partnership with the Sheriff's Department to engage in cyber-crime outreach. The Commission extended a request to provide education at the Senior level, and help educate on cyber-crimes. 4. Subject: Subcommittee Report A. Internet Needs in Cupertino: The Internet Satisfaction Survey has concluded. Mr. Mitchell will disclose the report next meeting. B. Educational: Mentioned above. i STAFF AND COMMISSION REPORTS 5.
