We still support clients first gained in 1997, by providing network design, engineering support, cyber security and exploit mitigation services and tools. In addition, our network design, cyber security software and exploit mitigation services have been deployed in a myriad of Federal agencies such as The Missile Defense Agency's MDA/C2BMC data fusion and data sharing program; General Dynamics Information Technology and the Pentagon Renovation(PenRen) Program. In addition, CRSI provides engineering support services and enterprise class Network Operations Center (NOC) enviromnents at additional Government Sites for Clients including DISA, FAA and DoJ, to name a few j related efforts. This successful partnership is standard throughout CRSI. We will bring this long-term partnership focus to COC for the Windows Server System Infrastructure program. i Our commitment to COC is demonstrated in this response by our continuous coordination with COC in identifying the key strategic and tactical directions for the COC's network design, and engineering support services for the Windows Server System Infrastructure program. Our guaranteed "deep reach" capability to furnish COC with the right subject matter experts, best practices, tools and resources "at the right time", our implementation of an aggressive outreach program to COC's customers and other stakeholders to promote buy-in to improvements in the infrastructure, and our willing participation in assisting COC in defining strategic directions for the engineering support services for the Windows Server System Infrastructure program. Technical Philosophy CRSI brings a rich technical philosophy grounded both in technology implementation capabilities and knowledge about COC's mission needs. The totality of our technical philosophy results in CRSI's ability to achieve COC's Windows Server System Infrastructure objectives at a lower risk. This philosophy has the following tenets: • Embrace partnership with COC,program offices, and users in providing the support required and the visibility into program status and progress, to include coordinating periodic project management reviews(PMR)to insure effective oversight • Use solutions deployed by us in similar environments to minimize implementation risks and increase user satisfaction • Measure each service provided against specific standards and criteria • Use industry best practices to ensure the implementation of repeatable, documented solutions within a flexible operational framework that builds on what already works at COC I 1 Cape Romain Solutions Incorporated (CRSI) 10627 Jones St.301B Page 2 of 15 Fairfax VA 22030 All information contained herein is Confidential and Proprietary Open Communication - Using an open, accessible management paradigm, the CRSI Solutions Team enables readily available program status for key COC stakeholders. This includes the proactive notification of COC of ongoing activities that affect the user community to insure alignment of Windows Server System Infrastructure activities with COC and program office mission. Our partnership approach provides COC with an "information-rich" environment where information sharing at all levels is the norm. I Use Proven Solutions and tools - Our hallmark standard is to propose solutions/tools that are demonstrably effective and low risk since they are in use in other similar CRSI Team environments. CRSI has received 17 straight Government evaluations of 100% approval and has a proven track record of infusing best practices and proven repeatable solutions. Many of our cost-reduction approaches are based on savings from other programs, i.e., Server consolidation delivered to MDA by implementing a virtualized data center platform. Service Performance - Under our technical philosophy, any service provided must be measured against specified standards. These measurements and standards form the basis for our proposed tasks. Using this approach, COC, other Windows Server System Infrastructure stakeholders, and the GvTech Y Solutions Team each understand the levels of support that will be provided and can objectively assess the GvTech Solutions Team's performance against the required support levels. We will provide the j collection and dissemination of task performance to key COC stakeholders. As a commitment to support COC's continuous improvement process we will provide COC with an updated set of tasks and subtasks which will allow COC to measure the performance of the project and ensure we will support COC's requirements. Use Industry Best Practices-With CRSI, "best practices"is standard, not a marketing slogan. We begin use of best practices with our project discovery process, which has been the cornerstone in all of our customer engagements in the past 18 years. Best practices continue and are extended as we move through the solution development period. 2.0 UNDERSTANDING OF COC REQUIREMENT The City of Cupertino Windows Server System Infrastructure direction is seeking to identify sources with the capabilities to assist the COC network in: i 1 Current IT Infrastructure The City of Cupertino is operating on a mix of Windows Server 2008 and 2012 loads, in virtualized enviromnents. Mr. Fielding reports directly to our Director, Mr. Bhushan Dandawate, and has full authority to make programmatic decisions. Our CRSI Coordinator is responsible for identifying and recominending prospective companies capable of providing innovative technologies, products, and services for enhancing COC service offerings and capabilities. In this section,we address our COC management approach: • Organization. CRSI organizational structure and reporting relationships. a • Resources Management. CRSI approach to managing resources and supporting distributed COC i locations and operations. • Performance-based Program Management. CRSI's approach to planning COC Program Management and Task Order activities, managing and administering task performance, tracking progress, and reporting task activities at regular intervals. Includes our processes and procedures for coordinating activities with the COC Contracting Officer (CO), Contracting Officer's Technical Representative (COTR),and Project Managers. ■ Risk Management. Gv Tech's approach to managing Program and Task Order Risk(Table 1-1). i Cape Romain Solutions Incorporated (CRSI) 10627 Jones St.301B Page 8 of 15 Fairfax VA 22030 All information contained herein is C1 Confidential and Proprietary 5.1.2 Risk Management CRSI brings extensive demonstrated experience delivering comprehensive Risk Management services through prime contracts throughout the federal and state government. CRSI brings extensive past performance and experience with developing and implementing Risk Management Frameworks and executing Security Authorizations on Federal information systems across several agencies. This risk management approach will be formally captured within a Risk Management Strategy that will include an emphasis on Security Authorization and Continuous Monitoring. The RMF consists of a six- step process that provides an approach for integrating security into each phase of the Systems J Development Lifecycle (SDLC), aligning with the agency's Enterprise Architecture, and authorizing i information systems based upon their risk profile. I i 5.1.2.1 Risk Management Strategies I CRSI takes a proactive approach to risk management that is immediately undertaken during initial Program and Task Order planning activities. Our Risk Assessment is comprised of two key elements: • Risk Factor. Potential issues or problems that may negatively affect Program or Task Order performance. 0 Mitigation Strategy. Describes CSRI's approach to addressing, eliminating, and reducing the risk resulting from a specific Risk Factor. Our COC PM will incorporate a Risk Assessment that addresses overarching Program-level risk. The risk assessment assists in the formulation of planning activities, schedules, and resources provided in the plan. The assessment process serves as a guide for the initial allocation of resources arnong management and technical activities. For the Windows Server System Infrastructure, we will review the Statement of i Work, conduct a thorough examination of the requirements, and document management, operational, and technical risks. A clear understanding between the COC and CRSI of the Program-level and Task Order- level risks are essential for delivering high-quality products on-time, stay within budget, and achieve client satisfaction. Our approach to mitigating risk identifies issues that pose a risk to successful Windows Server System Infrastructure completion. Our approach to managing Program and Task Order risk is predicated on carefully monitoring work efforts and identifying problem situations early in their development cycle; allowing ample time to implement 5.1.2.2 Identifying and Assessing Risks CRSI takes a proactive approach to risk management that is immediately undertaken during initial Program and Task Order planning activities. • Cape Remain Solutions Incorporated (CRSI) 10627 Jones St.301B Page 9 of 15 Fairfax VA 22030 All information contained herein is Confidential and Proprietary CSRI will take a proactive approach to identifying internal and external resources to support our efforts on each Task Area of the COC prograin.
