Thank you for the opportunity to submit a proposal to facilitate a City Council workshop to
discuss and identify Council norms and protocols.We understand the value to a council and
manager of allocating time to have an open dialogue about protocols and other means of
optimizing the effectiveness of the team.
We have the experience and skills to organize and conduct a productive workshop and would
be pleased to work with the City of Cupertino.Rod Gould will serve as facilitator, assisted by
Christine Butterfield and our analyst staff. We have outlined our approach below,but first we
would like to provide brief details about our firm.

Proposed Plan of Work
To make the best use of Council members' time during the workshop, we will undertake careful
advance planning.This planning will include conducting interviews with the Mayor and each
Council member,preparing an agenda and reviewing it with the City Manager and the Mayor,
and coordinating with your staff on workshop logistics.Following the workshop we will
prepare a report that documents the direction provided by the Council.
The Council workshop will be planned through a collaborative approach between our team and
the City Manager to ensure that the session is productive and meets the Council's and the City
Manager's objectives.We will coordinate the schedule with you.
Activity 1—Prepare for the Council Workshop .
Rod will start by having a telephone conversation with the City Manager to discuss the work
plan and schedule.He will then carry out several tasks to prepare for the workshop, as detailed
below.
Gather Information.Rod will meet onsite to conduct individual interviews with the
Mayor,each City Council member and the City Manager.These interviews and
meetings will be helpful in learning about current communications and protocols
between City Council and staff,and what each person believes would constitute a
productive workshop.
» Design workshop.We will prepare a detailed agenda that identifies workshop
objectives and describes the process to be followed throughout the workshop. Rod will
review the draft agenda with the City Manager and make any necessary changes based
on feedback.
» Prepare Materials.We will prepare an agenda for distribution, as well as a PowerPoint
presentation and other materials as needed to aid in the workshop.

» Coordinate logistics.We will coordinate with the designated City staff about the
workshop logistics.
Activity 2—Facilitate the Session
Rod and Christine will facilitate the Council workshop.The session will be engaging and
interactive with a focus on the issues identified through the interviews and the outcomes
desired by the Mayor, Council members and City Manager.The workshop will be facilitated in
a way that enables participants to productively discuss their interests and reach agreement on
follow up actions to be taken.
Activity 3—Summarize Results
After the workshop,we will prepare a report summarizing the results and follow-up steps to be
taken.We will review a draft of the report with the City Manager and then finalize it.
Optional Activity—Facilitate a Second Workshop
In the event the Council decides that a follow up workshop would be useful,we will design and
facilitate a workshop for the City.

St. Helena Council and Executive Team Workshops 2019
Management Partners was engaged to design and facilitate a half-day executive team workshop
in December 2018 and two half-day Council workshops in January and February 2019. The
workshops provided the staff and Council members the opportunity to review recent
accomplishments and establish priorities for the coming year. To prepare for the workshops,
Management Partners conducted interviews with Council members and staff. Based on the
interview themes,we prepared agendas and PowerPoint presentations to guide the workshops.
They resulted in Council priorities for St Helena.

City of Santa Fe Springs Council Workshop
Management Partners was engaged to design and facilitate a Council workshop in May of 2019.
The focus was on establishing Councils priorities for the year,enhancing communication

between Council and staff, and discussing norms.To prepare for the workshop, Management
Partners conducted interviews with the Mayor and Council members,met with the City
Manager and executive team and prepared workshop materials. The workshop resulted in a set
of prioritized goals and agreement about norms.

Napa City Council Workshop 2018
Management Partners was engaged for a second year to prepare and facilitate a day-long
Council workshop for the City of Napa focused on strategic planning.Interviews were
conducted with the City Manager and individual Council members prior to the workshop.
During the workshop, discussions focused on the results of a community survey,recent staff
reorganization,long-term financial outlook,.current development,housing and hotel policies,
traffic circulation, and the new civic center project. The workshop resulted in greater Council
understanding and general direction for staff on those topics.

Our Project Team
We have a strong project team that is well qualified to complete this work for Cupertino.Brief
qualifications of each team member are provided below.
Rod Gould, Senior Partner, served a career in public management that spanned 35 years.He
served as city manager of Santa Monica,Poway, San Rafael, and Monrovia as well as assistant
city manager of Walnut Creek. Prior to city management,he served as senior management
consultant for the firm of Deloitte,Haskins and Sells and assistant director of operations for the
Boston Housing Authority.Rod has held leadership positions with ICMA and the League of
California Cities,City Managers Department.He currently serves on the boards of the Institute
for Local Government,Davenport Institute for Public Engagement,and Civic Leadership and
HdL Companies.He has authored more than a dozen articles for professional magazines,
teaches graduate school in public administration,and has been honored by professional and
civic associations.

Christine Butterfield, Senior Manager,has worked in local government since 1993 in California,
Illinois and Minnesota. Since joining Management Partners, Christine has provided assistance
in strategic planning, facilitation, organization reviews and process improvements.She has
considerable experience with process improvement and reengineering and has used the LEAN
Six Sigma method to make improvements to land use/development entitlement functions. She
has a proven ability to lead diverse teams, develop trust and build consensus in a collaborative
way. She has held positions of responsibility in organizations with 1,500 employees and a
budget of$500 million(serving a population of 320,000)to communities with only 130
employees (serving fewer than 30,000 people). Christine has served as an assistant city manager
and as community development director. The latter involved supervising the code enforcement
and economic development processes.In this capacity with the City of Cedar Rapids,Iowa, she
headed the City's response to the 2008 flooding disaster, the worst disaster in the history of
Iowa and one of the most expensive disasters in the history of the United States. Christine has 7
experience managing all municipal operations as well as intergovernmental relations, strategic {
planning and labor negotiations. Christine is a frequent speaker at professional conferences and
has received numerous awards from professional associations and the federal government
agencies.She holds two bachelor's degrees from the University of Minnesota in history and

political science, and a master's degree in public policy and administration from the Robert M.
La Follette School of Public Affairs at the University of Wisconsin.
Hours and Cost
Based on the work plan described above, the project will require about 73 hours of consulting
staff time at a cost of$12,900,including all expenses. This does not include an optional second
workshop. If there is interest in a second workshop after the first is held;we would be pleased
to develop a proposal for it.
