The Planntas Director placed tbe plans for the 96 foot tower and
related profile draviDg for the area ftOlll Highway 9 to the tower
to the Cit} 9all to tbe esiat1n& ll-l acrosS the creek, on the
bulletin IIoard.
1Ir. (;h.....t,. Qlrl_, 654 Georl1a Avenue, Palo Alto, said he is
the developer of this project. IIo! lave a brief synopsis of the
""e1~t of the Cupertino TCND Center since April, 1963.
Slide Ro. 1 IIhoueà tbe General Plan in 1964, vith the original
area where t:tis buildlna vas to be buil t. Slide No. 2 vas of the
alte plaD, taken froa the Cupertino Town Center and.... adopted as
. aoninl ordinance covering the'123-acre Town Center, after eilht
.uDths of hearings. It shoved eleven six-story apartment building
and tvo bigh-rise towers. Slide No.3 was of the architectural
rendering adopted as a part of tbe zoning ordinance. He then
showed tbe renderina of the proposed tower, with the 2/3 acre of
park toward tbe intersection of Rodrigu~s and Terre Avenues. The
proposed building vould cover 7% of the building site. rnere is
an eight-foot fall in grade, going diagonally across the property.
The parkir.¡ structure can fall into the grade, with a portion of
it drovpe~ into the grQund at least four feet. The plaza area
viII scree~ the parking area. Emphasis has b~en on keeping an
open secti~n at the intersection of Rodrigucs and Torre Avenues.
Council~ar. Green asked for characteristics of the park. Mr.
Christ!l.:1::' s.1id it will cor.s:!.st of pcc\c.::-r:an 5C'ati~g ~rca. \:31~~..·a:·s
clumps of trees and la:'ldscaping to screen the par;';ing stru('tu\"c.
Landscapir.g will take ~2~ of the site and 51% will be used by the
parking s:~ucture and driveway.
Council:ar. Frolich was concerned about the parking structure.
Mr. Chris:an described several parking structures in the area.
He envis:c::s this one to have a three-foot high wall around each
deck, with concrete planters with plants spilling down the side~.
The Iroun~ deck will be screened by the landscaping. His reasons
for vantir.g an open parking structure are economic and aesthetic.
An undergr~und or enclosed parking structure would require
sprinklering, full ventilat~on and additional excavation. In
addition. an enclosed parking situation is not as desirable to
use as an open one.
Councilmaa Fitzlerald noted the large sl~e of the trees on the
rendering and asked Mr. Chrisman if inde~d he intended to put in
such large trees. Hr. ChriSlll8n stated that the architect aust
have fertilized tbose trees. He then referred to the size and
condition of tbe trees be put in the existing Town Center. Plant-
ing details have not yet been worked up for this parcel. lie said
he ...ants to group trees and shrubs around the parklng structure.
There prohably will be some grass in the plaza.

Mayor NOel announced that even tbougb this is not a Public Hearing,

have indicated they bad scøething to say about tbis application.
Kr. Dan tiorclan, 10220 Price Road. Cupertino, said the cover archi-

building and the parking ratio.
Mr. Charles VittaaDD. 10170 Kello Place, Cupertino, was CODCemed
about the f.uture of Cupertino. He is proud of tbe classic archi-
tecture tbe City has now. He feels this proposal is a distinct
deviation frOft the present Town Center, and that approval of this
appliC3tion would set a trend for this area in Cupertino. Land
values are on the increase. If tbe high rise trend continues the
low rise viII be forced to redesign into high rise.
Mrs. ~a;~lein ~athanson, 10197 Cold Harbor Avenue, Cupertino, said

Minutes of ~he City Council Meeting, Kay 17, 1971
Councilaan Creen asked if a study has been done on trips per day
out to lUan!!>, and JødriS- and the impact this would have on that
intersection. The Director of Public Vor."s determined there would
be 720 t~~-way trips generated to aajor traffic corridors: High-
vay 9 and Stevens Creek JIoaleyard; a lesser vollllle using BlaDe)'
Avenue. CouncUaan GreeD .....t1oned whetber people would use the
already cODgested route..
Mayor lIoel ruinisced that . few years ago when flying into San
Jose Airport the only tall bIIllð1ø¡ was tt.e St. Claire Hotel.
JIow you see fingers SU..1rf"l up a¿l over tbe valley. LaM values
dictate bigb rise. On the other haDel, we did not want the library
to overshadow the City Ball. Be could not envision a high rise
directly across the street f~ the City Hall.
Council:an Frolich noted that half ~f the City of Cupertino seems
to ha~, ,panish architecture. The spproved plans for the Town
Cente. '''.;:wed high rlse .¡l around the City liall. lie felt the
only ~·ay t:.e City can get real quality de'·el::>p::Ient nowadays is

H-COn:~:: should taKe a c¡ose l~K at both structures as we:: as
the 13~i~,aping trea~er.t.
Counc::~n Stokes said va did not vant the library taller t~an the
City Ha:: site. In additio~. it is cheaper to build the ~ay the
library i. built. ~eg.:d1Al biah rise development in the future,
Cupert:no now has about seven square miles of 7500 square foot lot
vith ::::le open space for parka, etc. .e don't want to cut up

see t~, four-story buildiacs than one seven-story building here.
He is n.;:t opposed to aulti-story buildinas. He said he ~as ~~-
decided about this proposal at this point.
Counci::¿n Creen felt the parpose of tbe 1963 Plan vas to serve as
a guideline. The 1965 Use Perait was granted for teD acres for
tbe Cup~rtiDO Profeasi-.l Ceater. Six of tbese acres are already
develo~ed. The pro~sed parkt2g structure was completely objec-
tionable to bia. He felt ther viII be a sianificant traffic
