The Cauaell could try to 10 through the Report Daecliatel1 ..
r_e controversial it_ alii! theø put their stamp of approval
on the Report.
2.
The Counc:ll could try to arrive at _e ~e80lution that the Coab
Coaaittee and Cit1 COuacll are basically in agre..ent and accept
the aeport on tbat basis.
yor Noel asked Chaitll8l1 Karpen's opinion. Mr. Karpen said be hoped
the problcs could be resolved. He did not want ~ review every Une
f ~he Report a~ this tise because 1~ is very ttce-consuain~. He would
prefer the Council establish a baseline to proceed to a~opt a Policy for
the City.
Council:an Stokes noted tha~ this Goals C~ittee was originally
~stabliShed to put together the policies of the City to see what kind
of city in Io'h1ch they want ~o live. !Ie said rol1cies can be c:,anged
by ~he ver~ same group who establishes policies. These will be guidelines
f ~a~ the public thinks, to be used by the staff an~ consultants.
¡Chairman Karpe~ agreed. He believes it "oul~ be better to have a
IC1~y set of goals rather ~han a citizen set of goals anended by the City.
It was then ¿ec1ded the groups would go over the report, page by page,
¡nd differences of opinion would be discussed and resolved.
age 3. Goal 1, Policy 2 shall now read:
'The General Plan should be subject to a five-year review by an ad hoc
coaa1ttee. "
