ROLL CALL
City Council members present: Mayor Patrick Kwok, Vice-Mayor Richard Lowenthal, and
Council members Dolly Sandoval, Kris Wang, and Sandra James. Council members absent:
None.
Staff present: City Manager David Knapp, Administrative Services Director Carol Atwood,
Community Development Director Steve Piasecki, Public Works Director Ralph Qualls, Parks
and Recreation Director Therese Smith, Public Information Officer Rick Kitson, and Deputy City
Clerk Grace Schmidt.
At 6:55 p.m., Mayor Kwok called the meeting to order in the Council Chamber of the
Community Hall, 10350 Torre Avenue, Cupertino, California.
STUDY SESSION
1. Study session on the 2005-2006 budget.
Public Works Director Ralph Qualls showed a PowerPoint presentation on the trends of
service demand vs. resources in Cupertino.
City Manager David Knapp summarized the budget context as a "hold the line" budget.
He said that General Fund operating revenues are not keeping pace with operating
expenditures and debt service obligations, and that the shortfall would be offset with one-
time revenues each of the next three years. He noted that Council would receive a City-
wide Strategic Plan with the goal setting session in January, which would aim at
providing a balanced budget to accommodate planned growth for facility maintenance,
appropriate staffing levels for high customer service, and funding for future capital
projects.
Administrative Services Director Carol Atwood showed a PowerPoint presentation that
provided an overview of the budget. She highlighted budget projections ITom 2004-05
and 2005-06, General Fund trends, projected Reserve Fund, and the State proposal.
Carol Atwood and other senior staff, including Parks and Recreation Director Therese
Smith, Community Development Director Steve Piasecki, and Public Works Director
Ralph Qualls, reviewed their departmental budgets.

Ralph Qualls showed a PowerPoint presentation summarizing the Capital Improvement
Program (CIP).
Council comments included: publish a budget summary in the Cupertino Scene and on
the City's website; would like the Scene to continue to be published monthly; continue
with the Godbe customer service survey; directed staff to give an accounting of retail
square feet in Cupertino.
At 9: 15 p.m. the Mayor called for public comments.
Jennifer Griffin, resident, said she was glad to see the Lawrence Expressway/Mitty
Crossing project being funded to lessen congestion and increase safety in that area. She
encouraged Council to look into making the intersection of Lawrence Expressway and
Bollinger less dangerous for bikes and pedestrians.
