Rezwning 0.443 acre froa Rl-IO (Residential, single-family,
10,000 s~. ft. per dwelling unit) zone to R2-4.25 (Residential
duplex, ~.250 sq. ft. per dwelling unit) zone. Said property
is located southerly of and :!djacent to Rodrigues Avenue
approx~tely 140 feet westerly of Blaney Avenue. Recommended
for arrr"val.
The Planning Director said the staff and the Planning Commission
dete..-ineJ t~~t the land use question is in conformity with the
Planning ~-==ission's tentative general plan l~nd use decision for
that parti,~:ar area involved. Hewever, the division of the pro-
perty and its subsequent impact on its future development was of
concero. The Director located the property on the neighborhood
..p on t3e ~ulletin board. He noted that Condition 17 of
Resolution l:l~ stipulates that Parcel 3 shall not be divided in
. ..nner ~~ich will not provide ~irect access to a public street
for each ~e~ignated parcel within a developMent. It might be
possible for tàe division of Parcel 3 into two parcels to enable
the applicant to ronstruct a single homt' on Parcel 3 for a family
.ember. There is also the possibility that Parcel 3 could be
coabined wit3 the Haggio property directly to the south to enable
a small scale development to be served with a public street. The
Planning Coœ:ission recomaended approval of the two duplex lots
fronting on Rodrigues Avenue.

to being a mauer of e~cs, it has bean proven that the 1....110n
size will catch up with aDd sœetilus surpass the siae of 5-sallon

Hr. Coleaan an_eel the Kayor that he did not protest the B-<antrol
decision on the size and spacIng of the plants, feelIng that it would
do no good and that he would try to reason with the Couacil. Kayar
Irwin agreed the B-Coutrol conditions ~~ld make a very t:tense plantinl,
but he felt the applicant should have taken this up with the Committee.
As to condition 4, Me. CoI_ said he could put a ..cued alonl Alves

when it comes to the a&lnteuaace.
Councilman Meyers agreed that where there is overpla"tting it soon looks
like.a junlle. As to the substItution of 15-gallon trees. he would
like to see the polley c:ha"lecl to include certain spectaen trees,
dependinl on the size of the property involved. He questioned whether
we could require lS-ßallon .treet trees here and DOt on the other properties.
He asked if we are aov ulking about 15-gallon trees along Highway 9.
The City Kanaler answered that we have been talking about 15-gallon
replac_t street trees, but have not addressed street trees on new
developlMDts rae_tl,.
Hr. Coleaan said the preparation of the soil and the IIIaI1D&r in which
the trees and shrubs are planted are of utmost iJllportance. The so11
