The Pl...,,'''S Director reviewed. the Planning COIllll1ss1on discussion on
this matter. Two property owners have requested the adopted Urban
Service Area be expanded to include Area A and Area B on the map.
The Pl~~ Commission is recommending inclusion of ,the Kaiser 50 acres
since the ~evelopable portion of these 130 total acres is already in
the City's ,rban ServIce Area.
Area B, ~~ Older Ranch, is presently o~~ed by the owners of the Seven
Springs ~~h, a portion of which is within Saratoga's Urban Service
Area. 5"'~:~ga has acted on this officially and has decided not to
include ~: this ?roperty in their Urban Service Area. Cupertino's
Planning ~:mmission rec~ends this not be included in Cupertino's
Urban Se:T:~e Area.
The Pla==_:=~ Director answered Councilman Jackson that with the inclusion
of Area ,~. ~'e would be saying that we "ill be wi 11 ing to service the
entire ~~ acres with structures on the developable area.
Council~ ~eyers does not think undevel~?able property should be
compute~ :~:o the overall density of a development. The Planning
Director .a~d precedent has been set "ith approval of De Anza Oaks.
Counci~ !rolich said this is sp~ken to in our ordinances, perhaps
in the C:~:er Ordinance. He believes the Council should take positive

CouncUIIaD Kayers said that perhaps we should be considering hIgher
density alO1l& tha ..jor thoroúghfares, due to the energy crisis.
Councilaan Sparks said that futurIstIc thoughts are that Valico Park
will end up with very high buildings for people who will use transit.
Councibaan Prolich noted that one proposal in this area was for saae
sort of local transit operation that runs up and down Stevens Creek Blvd.
That oakes it possible for these mixed uses to occur. In that light,
residential along aajor thoroughfares doesn't look all that bad.
He felt this was an i~~al spot to do a better than average job.
Councilman Sparks suggested that perhaps we should consider high rise
with no parking.
Councilman Jackson said that even though the Council say~ this is the
only parcel large enough to do a good job, he can visualize this as
strip ccmœercial or at least to appear as strip c~ercial. On the
other hand, ha finds it hard to make this strictly resi~ential.
Moved by Councilaan Frolich, seconded by Councilman Heyers that the
original recommendation of the City Council on this 17-acre parcel
remain in effect.
