Library on corner of Torre Aveuue and Pacifica Drive.
The City Manager referred to details in his February 15, 1974 memo in
regard to "Land Acquisition - Musolino's Property".
Mayor Irwin asked for comments from the audience. There were none.

Council_ vro11ch observed that this property has the potential
of llaintaining opeø space. If the City does notp1ck up this
property, in future years we will have to either fragment our
government build1D&s or sell the present City Hall and IIOve sOllle-
where else. It is possible that we may need this property at
the comer of Torre and Pacifica for governmental expansion such
as a police depar~t or to lease it to a government agency.
This is a unique piece of property. Councilman Frolich felt that
the City has everything to gain by picking up this property at
this time.
Councilmæl Sparks explained that what.swayed him toward this
acquisition was that the amount of this purchase, if applied to
park development would only amount to minimal park develoDment.
Councilman Frolich added that purchase of this property rather th
park development would not increase our maintenance costs.

Councilman Jackson noted that at the time the theaters ~ere
approved fer The Oaks Shopping Center we were assured there were
no parking problems; now we learn there is a parking problem,
both at the Sandpiper and at the Glcnbrook Apartment cooplex.
The City ~~~a&er stated that DeAnza is aware of th~ problc~. They
are considering creating an assessment dist.ict to develop the
Euphrate pr~perty into a pórking lot. Ho~ever, this has recently
been discouraged by court action on a nei!;hbnriug junior college
district. it is felt t~~t opening the parKing on Mary Avenue ~oul(
just cloud the rcal issue here.
Mr. Bert Av~~y, Avery Co~struction Co~p3ny. ~ountair- V:c~. said
he agrees w'th the prohibition of p3rkin~ alonh Mary A~en~e for
aesthetic r~asons. It r~s been very diificult to control the
parking en the interior streets of G!~n~rook Apart~ents, and he
foresees the problem as getting worse.
Coundlm..., ~Ieyers would like to see the City pursue this ..atter
by encouraging DeAnza to provide 3 better entrance for their
patrons. He would like Flint Center to consider providing attend-
ants to discourage parking in the wrong places. He ~ould like to
consider limited parking along tlary Avenue.
