The Planning Technician said the application was postponed to give the
applicant time to take under consideration tree suggestions by the
Committee at the last .-eeting. Colored slides of the property were
shown.
They will come in at a later date for approval of the signing and
lighting.
Member Sargent asked about the dete.ils of the fence along Vista Drive.
Mr. Harris said it will be weatherEd redwood and masonry 6' fence.
Member McLaren noted that this casEis similar to Key Chevrolet, in
that it is adjacent to residential property. '11r. Harris said they
will be open 8 A.M. to 5 P.M. Meml,er McLaren said she will be very
linterested in the type of lighting., at the time it is to be reviewed.
Vice -Chairman Adams noted there wi:.l be 18 off-street parking spaces.
Mr. Harris answered Member Gatto t:iat there will be a 5' wide planting
strip along Stevens Creek Blvd and a 10' wide landscaped area along
Vista Drive. Member Gatto said th:3re was some tal.'c previously about
a hedge along Randy Lane. Mr. Harris said Mr. Swanson is planning to
use this area for display so any high hedge would rot be practical.
Member Gatto said when it is revie,:,ed, he will be looking very
carefully at the change from the "Christmas tree" tyre lighting presently
there.

Mr. Harris said it will be located between the two buildings.
It will be enclosed, with a dumpster inside the enclosure,
Member Sargent asked if they are planning to have some order to the
parking in the rears Mr. Harris said that at the present time,
it is random parking but after it is paved it will be striped.

Mr. Robert We Thille,'20803 Alves Drive, Cupertino, was present
to discuss the matter.
,The Planning Commission granted a Variance on December 27, 1971, The nroposai
to allow the applicant to construct a,fenced storage yard of
8' in height, to be used for storage of equipment and supplies for
the organization's Christmas tree sales activities. They chose
to locate this enclosure on the property corner in order to con-
serve space on their activity field. This 8'-fence will protect`
the material within from public view and will also protect it from
vandalism and discourage theft. The Planning Technician.said the
applicant has'also stated that the reason for choosing a cyclone
mesh fence with wood slats is for durability, noting that children
have a habit of breaking wood fences,, as evidenced by the neigh-
boring dilapidated fence,

Kember McLaren asked what possibility there was of building a "good
neighbor" type of fence on the property line adjacent to the apartment
Buildings. Mr. Thille said he would be surprised if the apartment
louse o,.ners would go along with this; ho,,•7ever, he will bring it up
with them.
Planning Director Sisk said the Planning Cmwnmission directed the staff
to check with t .e apartment house o-rners about upgrading this fence,
but there has been no conclusive action at this time.
Member Gatto asked if there are any plans to soften the look of the
if sea of gravel". Mr. Thille said it is suitable for softball.
At the present time, there are no p=_ans to change the surface
materials. The present surface matErials are to keep it usable when
wet.
It was noted there is landscaping around the building and parking lot.
Member Sargent asked, over the next five years if they project placing
a fence around the Yn1CA with perhar- gates for access. Mr. Thille
did not have that infor- ation. He said he only had information about
the matter at hand. Member Sargent said i,,e believes it is the re-

Mr. Tagg answered Member Gatto that the 25 feet at the rear does
separate this from the residences. Member Gatto asked about the
shedding of the leaves of the liquic a-i'Dar possibly creating. a problem
with the ne'_ghbots. Mr. Tagg said there is a fence there. The
neighbors will see the tops of the ..ars but not the bumpers. The
fence is 1 x 8 redwood spaced on 5' centers. lir. Tagg 'said they have
engaged the same landscape architect that did the last three projects.
Vice -Chairman Adams asked for co=,ia.is from the audience. There were
none.
Lighting ;gas discussed next. Mr. Tagg said the lot lighting has a set
of standards the same as are being 1-.se at t:ie---r -ast application and
as are used at Eastridge. T he;, arcs 25' high on 2' base and they shine
down. There are 3 on one site and 2 on the other. There are down
lights over the buttresses and two s.zall light at personnel doors at
the rear.
Mr. Tagg then explained the undergrounding of the utilities and the
location of the transformer.

The Planning Technician said the applicant wishes to put up tem-
porary signs advertising the project and listing the names of the
building and architect. This type of request is covered -under
Section 6,16 Subdivision Site Signs in the Sign Ordinance, How-
ever, the.applicant°s project is not considered a subdivision.
There is no other applicable section in the Ordinance. For this
reason,, the applicant has applied for an exception.
Member McLaren had no objection to this proposal,, with the traffic
on Wolfe Road and Stevens Creek Blvd.

to discuss the matter.
The tentative r_iap has been approved by the Planning Co7,mission to
combine t-,-o lots and a portion of t.-.e Santa Clara County Flood Control
Channel into one 30,0'C se. ft. parcel in order to construct a 7,918
sq. ft. single story professional o_fice building. The property
kimiediately adjacent and westerly or the property involved is zoned

In answer to Vice -Chairman Adams' question, Mr, .Raich said they
anticipate service type businesses such as insurance companies,
etc., as tenants.
Member Gatto asked about the trash disposal plan. Mr. Raich said
they will have a roll -out type trash container.
Vice -Chairman Adams asked what is beneath the soffitt. Mr. Raich
said there will be flush lighting on redwood boards.

Mr. Raich said the landscaping consists of golden phitzers around=,; Landscaping
mature trees There will be a row of trees between this and the
residential property, inside the masonry wall. There will be 12'
of planting along Highway 9 and Kirwin Lane, Member McLaren asked
if they could put some landscaping around the trash enclosure,
Mr. Raich said they need that area for parking. After some dis-
cussion, Mr. Raich agreed to move the trash enclosure slightly
and put in a planter.
Electric and gas meters are inside the building, although they
project somewhat outside the building.
They are proposing six outside light standards 13'7°f with a`2' Lighting
base They shine down so there should be no problem with the
neighbors. They can shield the lights across the back. Mr.-Raich
said the reason for the lights outside is to light the landscaping;
and to help people reach their cars„ Member Gatto said thel'ight'

The sign structure is 20' high by 7' wide. The sign will be double-
faced, plastic, and internally illuminated. The sand finished metal
pylon will be painted to match the concrete on the building. Tenant
signs will be 2' x 4', and will remain blank until their respective
building is occupied. The Planning Technician said this is within
the Sign Ordinance.
Member Sargent asked where they are going to put the American Flag.
Mr. Raich said if they put it up, it will be going adjacent to the
ground sign. The Planning Technician quoted Section 5 of the Sign
Ordinance relating to moving sign surfaces.
Vice -Chairman Adams asked for comments from the audience. Mr. Tagg
said he would like to see the light standard they are proposing to
use. After checking the plans, he commented that there will be
complaints from the neighbors.

The Planning Technician showed colored slides indicating the TAro-
posed change, Originally, there were two large structures on the
roof of the building, Mr. Tagg, Vallco Park Architect, said they
then proposed the three smaller structures, with a grill in front,'
Mr. Tagg emphasized that these penthouses are setting 75' hack frog,
the front of the building. This building faces a private road.
The building is designed so the offices can be on the second
floor and manufacturing down below.

Mr. Walt White, Ditz-Crane, 2295 De La Cruz Blvd., Santa Clara,
said the temporary sign will be on the corner lot where they will
be building a model. At the corner of Bubb and Rosario there will
be one flood light on each corner. They are building 93 homes
there.
Moved by Member Gatto, seconded by iiember McLaren to express
approval of the above -noted proposal.

13. Chairman Ryner's resignation
Vice -Chairman Adams said the City Council, at their last meeting,
expressed than:tis to Chairman Ryner *or his services and directed
tie staff to send him a plaque.
The Committee sent a letter of co=endation to Chairman Ryner,
signed by the staff.

15. Air Conditioning Guidelines
Vice -Chairman Adams would like to consider guidel-roes for appli-
cants in filling out applications. He woul like to add the

have someesti7,ate.d air conditioni-i�, requirements. M.eaber G a t t o

to meet. He noted that our proble-•.s haven't been of people not
knowing what we want but rather onc, of enforce_r�ent. Mr. Tagg

Member Gatto thinks what is needed is to have the builders made
conscious-of.the.requirerent to conceal the air conditioning units
A screen around the units is not going to be acceptable. This
should be made clear to the builder at the time the building permit
is issued. The occupancy permit can be withheld until this is m
accomplished. He also noted that the building Code saysyou have
to have flues 2 feet higher than a fence.
Member McLaren said page 3, under Exhibits, we could add another.
clause and alert tine applicants to the conditions about the air
conditioning units.
Vice -Chairman Adams asked the staff to review this matter before
the newt meeting and list it under UNFINISHEDBUSINESS.
The Planning Technician said Tahenever an application is given.to
an applicant he is given :written and oral instructions about
apurtenances. T e Building Department says the parapet has to e
at least as highasthe equipment. This is an enforcement problem
The suggestion of having a cross section sounded the best to him.
Vice -Chairman Adams asked the staff to have sore suggested verbage
ready and to check with Administration on how we go about changing
some of the rules a He asked that the Co=ittee be inept informed,
and if they can be of any help with guidelines, etc., to let them
know.

Member Gatto said the Goals Committee Report was presented to the
Goals Report
City Council, who approved a motion to have the various Colmiission
and Committees review their particular portions of it and 'present
any comments to the Council before March G, 1972. Vice -Chairman
Adams would like comments from the Committee prior to this.
