4. Application HC-51,199.1 of 111-L PROPS TILS representing R. Cali
and Bros. requesting approval o site, architecture, landscaping,
signing and undergrounding of utilities for a proposed retail
commercial center located at the northwest corner of the inter-
section of Saratoga -Sunnyvale Road and %icClellan Road.
Staff Staff member Cowan emphasized that this application has two requests
Report being considered by Planning Commission. One for a tentative map to
eliminate existing lot lines throu€ii the property, and the second, for
a variance to allow for less parking spaces than required by ordinance.
He noted that should these conditions be disallowed, the application

ir. Cowan showed original map plans pointing out existing lot lines.
He showed slides of surrounding ar-ea, the existing gas station on
corner and the existing Sambo's restaurant. Slides of the Town Center
development were exhibited. He also presented the original development
plan pointing out why the back of Sambo's was not finished. He than
showed current site plan, which includes two major tenants, a supermarket
and a discount drug store; several smaller shops and two satellite
buildings. lie pointed out the one drive way entrance to the site
and the drive -up window for bank, corm,.entina that the traffic pattern
was excellent. In answer to a question by ?1e. b_r Dressler, 21r. Cowan
said there were two ingresses from _1cClellan road.
Mr. Cowan discu:.sed the proposed plans for terminating Terry Way,
explaining the road right of way would be retained in City ownership
and landscaped by the applicant. This road would serve as a northern
pedestrian entrance into the Center from the adjoining residential
neighborhood.
Mr. Cowan noted the proposed architecture is compatible with the
'town Center developc:.ent across Saratoga-Sunnvvale Road. Also with
Gambo's. One suggestion was that it might be attractive to have
a wood trim on top of walls of sup-rmarket and drugstore. lie pointed
out the recommendation that the rear elevation of Sambo's be upgraded
when the center is constructed.

Ira Cowan showed slides of proposed signs. He noted the signs Signs>
meet ordinance requirements as .far as number and size. He pointed
out the existing Sambo's sign would have to be removed for the
applicant to erect an identification sign on Highway 9. ,

In answer to 1'_ember i:cLaren, ::r. Gaylord said they had tried to incorporate
the design and :::aterials of Sa::bo's and also that of Town Center. Same
materials used and felt the fluted concrete block gave contrast to wood
fascia. The wood trim would create maintenance problem because of height.
:Member McLaren questioned the screening of equipment on roof of Sambo's.
.1r. Gaylord said concrete blocks could not be used because of structural
reasons. He said a screen of redwood could be added.
The suggestion was made that on the ,asst property line instead of straight
concrete fencing, wood panels be int-grated. .Ir. Gaylord noted this fence
would be of the same type of precast panels as used by the Sandpiper
I:estaurant and would have silk oak and eucalyptus trees along rear fence
to break up monotony.
Equipment I 'Hember Dressler questioned whether any mechanical equipment would be
hidden I -seen and was assured all equipment would be placed so that it would not
be seen from the street and would be screened with material matching the
building.
Continuing '-,,'ember Dressler suggested continuing wood fascia on two wings and
wood fasciA. between buildings. `:r. Gaviorc', said they felt it was nicer to have a
contrast between wood of fascia of roofs and had used a very heavy fluted
concrete block with deep shadow lines of 2-1/2".
Attractive Member Sallan said she had a basically good feeling about the architecture
developm�en� and felt it was an attractive development.

With regard to rear wall of Sambo's, to add four rows of concrete blocks
would entail removing part of existing wall to tie in. Member �oenitz_r
said he would like to see something beside adding a little bit of screen -
something that would give a more solid appearance. He thought extending
block wall would make wall appear too heavy; solid redwood would be more
attractive. Ar. Gaylord suggested a solid screen and several tall trees
in the rear of Sambo's.
Chairman Sargent said the north wall facing Terry Way presented a
problem in that there would be 24' of slumpstone with no break. It
would take 5 to 10 years for trees to reach growth height and in the
meantime the community will have to look at massive walls with little
relief. Alternating panels with slump stone was suggested.

Member Sallan suggested planting trees fairly close to the wall and 15-gallon

(3) There should be a minimum tree size for the whole project of 5-gallon
size, and that along Saratoga -Sunnyvale Road the trees should be 15-
gallon size as well as on the north size of Ralph's Market.
(4) Putting major trees in larger areas of parking rather than against
buildings.
(5) Center strip needs to have additional planting. Four trees need to be
added to the left and on north side next to Ralph's.
(6) Noted use'of Liquid Amber trees on south side; these should be used
as accent trees. Suggested landscaping in service area. Magnolia
trees won't provide enough screening into that area of parking south
of the drugstore in rear portion.
(7) Would prefer to see some other than deciduous trees used along southern
boundary of property by bank.
(8) Three planter areas along frontage of stores. Also more plantings
directly in front of stores without covering windows or signing.
(9) Would like Brazilian Pepper trees planned for south side of Sambo's
in corner and on front be changed from 5 gallon to 15 gallon size.
Applicant suggested changing to eucalyptus trees.
(10) Magnolia tree is poor choice for area along major frontage.
Chairman Sargent reminded the applicant that standard condition for all
trees shown on landscaping plan is they must be a minimum.of 6' tall in
the ground.
Member McLaren considered the magnolia tree very acceptable . She suggested
that it might not be necessary to discuss landscaping on cul-de-sac at
this time. Chairman Sargent agreed it would be premature. Member McLaren
also noted that in parking areas trees planted too closely together could
create a hazard. She felt the landscaping as shown was adequate, exclusive
of addition in front of Sambo's, where she preferred parallel parking and
9' planting.
Member Dressler said he would like some walkways for pedestrians to get to
Sambo's and bank through the parking areas. The applicant noted these had
been included in the original proposal and they would be happy to put them
back in.
Ways and means of providing pedestri'in access from residential area through
wall on north side of property was d_�scussed. Chairman Sargent suggested
leaving this until cul-de-sac decision was made.

Chairman Sargent expressed his feeling that some adjustment in front of Sambo's
was necessary. He -5uggested the use of a series of planter boxes in the
covered walkway immediately in front of stores to break up area, to discourage
people from pulling up and parking in this area, and to provide a more
attractive entrance. Suggested replacing deciduous trees between bank and
service station with an evergreen variety.
