San Jose,, resubmitting for Architectural and Site Control
Approval to construct an office building for Van Vleck
Realty, to be.located at the northwest corner of Kirwin
Lane and Saratoga -Sunnyvale Road.
Chairman Horgan elected to proceed to the next item on the
agenda since the applicant had not arrived.
B. Application: 203-HC-65, Mobil Oil Company, 1197 Ferry
Street, Oakland., requesting Architectural and Site Control
Approval to remodel existing Mobil Service Station located
at 19550 Stevens Creek Blvd.
Mr. R. H', (Bob) Stratton, Jr., Field Engineer for Mobil
Oil Company, 1197 Ferry Street, Oakland, presented the
plans of the proposed improvements which include the
addition of a pump island and canopies over both the old
and new pump islands.

The Committee reviewed, the plans submitted by Mr. Champlain,

a.parapet. The building has been relocated on the lot
to allow for widening of the road.
It was brought out that the previous approval, granted on
August 24th, had been rescinded. However, the approval
granted on September 14th had not.

Mr. Daniel D. Fitch, 10367 Greenwood Court, Cupertino,
presented plot plans and elevations. The split level
duplex will have a shake roof and slump stone exterior.

Columbus Avenue, regiiesting Architectural and Site
Control Approval to ..construct -an addition at the Drive-
In.Dairy, located.at 22280 Homestead Road.
Mr. John Allen submitted a letter from Kirk McFarland, Jr.,
Structural'Engineer; dated.October 21,,1965, which stated
that the tremendous increase in cost -of construction of
-the canopy, as suggested by the H-Control, makes it
financially unfeasible.
Mr. Fitch suggested the applicant put a built-up roof
instead of a flat roof on the canopy, which would tie in
architecturally, but would not cost. substantially any more.
There followed considerable discussion on how the'appli-
cant could accomplish this.
.Mr. Small brought -out the fact that this,is M-1 zoning,
and that the freeway will be behind this property.
It was felt that ,the original plan, except that the canopy
would be set .back'flush with the corner of the building;
would be acceptable.
• Chairman. Horgan said`'he would like to call'the architect,
and asl�ed if a 2-week deferment -would inconvenience the
applicant. Mr. Allen said he thought it would be all
right as long as.they can continue constructing the build-
ing -and it doesn't rain.

G. `Guest Speaker - Chief Bruce Wiggins; of the Santa Clara
County Fire Marsha.l's Office.
Since the problem of roof materials has been coming up
more and more frequently, Chairman Horgan had requested
Chief Wiggins be asked to come and discuss fire prevention
and control with the Committee.
Chief Wiggins said there are two governing agencies here:
the State of California, and the City of Cupertino. Any
institutional type building (public assemblage) of more
than 50 persons, or a�building of any size where liquor is
served, comes under his jurisdiction. Their main concern
is life safety. Property.protection is influenced chiefly
by the insurance companies.

the various fire districts.
Mr. Fitch asked on what basis the simulated shakes, made
of aluminum, had been turned down by the Fire Marshal's
Office. Chief Wiggins said they had proven fire retardent,
but they would not support the weight of a fireman, should
one have to go on top of the roof in the performance of
his duties.

distant past, the situation was that after a structure was com-
pleted, the fire prevention people had to go out and require
changes which were sometimes quite costly, and this did nothing
for public relations. California has a progressive attitude
toward fire prevention.
Mr. Small asked if members of the Fire Marshal's office ever
speak to service groups. Chief Wiggins said they often speak
to service groups, scout organizations, and the like..
Chairman Horgan thanked Chief Wiggins for his informative talk.
V UNFINISHED BUSINESS

VI NEW BUSINESS
1. Chairman Horgan reported on the 3-day conference of the
League of California Cities in San Francisco. He learned
that several people there felt that instead of an Archi-
tectural and Site Control Committee, there should be a
City Beautification Committee, or Art Commission, or the like.
He also learned that the City of Riverside has an Under-
ground Utilities Ordinance and wrote for copies, which
he distributed.
