MINUTES OF THE REGULAR MEETING OF THE ARCHITECTURAL AND SITE
APPROVAL COMMITTEE HELD MAY 13, 1970.IN THE COUNCIL CHAMBERS OF
THE CITY HALL, CUPERTINO, CALIFORNIA
Chairman Small called the meeting to order at 8:04 P.M. and led the
salute to the flag.
Roll Call
Committee Members present: Adams, Marquez, Ryner, Chairman Small.
Member absent: McLaren. Also present: Chief Building Inspector roll call
Benevich, City Clerk -Finance Director Ryder.
Is Communications
There were no written communications.
Mr. Benevich advised the Committee that Member McLaren was absent due
to business commitments in Los Angeles.
Minutes of Previous Meeting
It was moved by Member Ryner, seconded by Member Adams, that the minutes previous
of April 24, 1970 be approved as submitted. The motion was passed minutes
unanimously with Chairman Small abstaining.
Applications
A. Application 437-HC-70 from Ed Myers, A.I.A., 10601 South 437-HC-70
Saratoga -Sunnyvale Road, requesting approval of the land- legend
® scaping for Mervyn's Department Store, located at
20730 Stevens Creek Boulevard.
Chief Building Tnspector Benevich advised the Committee that while the
minutes did not so reflect, there actually was a signed approved plan
for the landscaping.in question. The previous application for this pro-
ject had been approved September 24, 1969 but through some unknown pro-
cess, the applicant had been given a signed set of plans and had proceeded
accordingly.
Member Ryner asked the applicant, Mr. Ed Myers, why he had proceeded with installation
the installation of the light standards. Mr. Myers replied that these of light
standards were on the approved set of plans in his possession on -the job standards
site and it was his opinion that there were no problems or questions in
that they already had been approved.
Chairman Small said this was a rather embarrassing situation but under
the circumstances he saw no need to re -hear what the applicant already
had installed in good faith.

Member Ryner asked if there were any changes in the installation from
that which had been presented in the,plans. Mr. Myers replied that no
changes were made except for the accracy of the scale drawings. The
concept was the same.
Chairman Small said that it was his impression the lighting had not
been on the same approval but the light standards already were in place.
Member Ryner said that he was not inIfavorof what seemed to be an
excessive amount of lighting at the various locations in the vicinity
of Highway 9 and Stevens Creek Boulevard.
Mr. Benevich confirmed Mr. Myers' statement that there were a set of
approved plans on the job site and said that it was possible some dis-
cussion had taken place but whether legally issued or not, the plans
had been approved.
Mr. Myers said that the lights that had been installed were the same as
those of across the street except that for a collar which had been used
to cut off the horizontal glare.
Member Adams said that he would like to have the record reflect that
the previously referred to minutes called for the submission of land-
scaping and lighting plans at a laterldate and that the installations
had been made in error but could not be corrected now, even if so
desired. o

Chairman Small said that to his knowledge this was the first error of
this type that had occurred in eight ,years.
B. Application 437-HC-70 from 'Federal Signs, 1521
Terminal Avenue, San Jose, 'requesting approval to
install a 3'6" x 47'0" lettering sign for Mervyn's
Department Store, located at 20730 Stevens Creek
Boulevard. �.
Mr. Bob Ausman, District Manager of Federal Signs & Signal Corporation, l
presented a rendering and drawing of Ithe proposed sign, explaining that
it would extend on the building between the two entrance ways.
Chairman Small asked of Mr. Benevich if this was within the sign ordi-
nance and was told that the ordinancewould permit some 1,000 square
feet more than what was being requested.
The applicant told the Committee thatl'there would be no pole sign re-
quested for this store but that he could not speak for the Center.
Chairman Small cautioned him on the Cty's position with regard to pole
signs and the reason for the imposition of such controls as the City did
have.
Mr. Ausman replied to Member MarquezlI question that the sign letters
would be white with a satin finish wii:h lettering from the rear from
neon tubing. The letters would be white with a brown trim.

It was moved by Member Ryner, seconded by Member Marquez, and passed
unanimously that Application-437-HC-70 be recommended for approval
to the City Council, subject to the plans submitted, the 12 Standard
Conditions, plus the condition that no pole sign is to be constructed
for this store at this site and also with the provision that the color
of the sign will not be as shown on the drawing but.will be outlined
in brown over. white.
Chairman Small advised the applicant that this would be before the
City Council on May 18, 1970 and suggested that a revised rendering
showing the correct colors be available for presentation at that time.
C. Application 464-HC-70 from Norman Sinclair,,3170 Riddle
Road, San Jose, requesting approval to install a walk-up
teller's window at the Crocker Citizens Bank, located at
20600 Steven's Creek Boulevard.
The application was presented by Mr. Sinclair who said that the proposed
window would be to the left of the present main entrance to the bank and
would be inside the wall of the bank. The subject area way would be
3' x 8' to allow people to stand in line without being on the sidewalk.
The face of this wall would be the same as now.
Chairman Small said that initiall±d, the application appeared to be.just.

In answer to Member Ryner's questions, it was determined that this same
type of installation had been made for other branches of this bank and
that the sidewalk in front of it was privately owned, rather than
public.

D. Application 465-HC-70 from Ehrlich, Heft & Rominger, 2470
El Camino Real, Palo Alto, requesting approval to.con-
struct an industrial building to be located on the north-
west corner of Bubb Road and McClellan Road at the property
extension of Bubb Road and Imperial Avenue.
Mr. Benevich explained to the Committee that this particular application
was being presented, even though a Tentative Map for the parcel had not
yet been approved. The Tentative Map had been filed and is in the pro-
cess of being revised, The reason for the application being before the
Committee was the urgency of getting construction under way due to the

possibility of a cut-off on building permits by the Regional Water
Quality Control Board. He said that it was understood that dedications
and improvements must be finalized befor!le any building permit is
issued.
Chairman Small clarified the situation, (saying that there was no ques-'
tion on the zoning but any approval made,by this Committee must be made
subject to having an approved Tentative Map. He saw nothing improper
with the procedure of having the applicant come before this Committee
without having an approved Tentative Mapland said that it would save
the applicant some three or four weeks by doing it this way.
Mr. Joe Ehrlich, President of the architectural firm, presented plot
plans and renderings of the project, which showed the proposed Phase I
and the ultimate development of the Measurex.complex. This company
has purchased the entire 18-acre parcel zoned for industrial park pur-
poses and plans to build its own facilities on approximately 8-1/2
acres of it with the initial Phase I to cover about five acres.
Mr. Ehrlich said that present plans called for extending Imperial Ave-
nue only far enough to serve the first phase. There will be a 20 foot.
landscaping perimeter to screen some of the parking. The structure will
be a two-story office and engineering fae.ility, facing McClellan Road,
with a one-story manufacturing facility, including the trucking,which
would be concealed from the street.
The two-story portion will be approximately 30,000 sq. ft. and the one-
story manufacturing area will be approximately 20,000 sq. ft. Parking
for this Phase I will be provided for some 200 cars:
The ultimate development for this company provides for 100,000 sq. ft.,
of which 33,000 sq. ft. will be manufacturing and the remainder the
two-story engineering and research building. Eventually total parking
will be provided for 380 automobiles, which is far in excess of City
Code requirements.
Chairman Small said that inasmuch as this, is not a speculation building,
air.conditioning facilities are known and, he inquired as to the location
of the -roof appurtenances. He was told that these.would be concealed by
an opaque screen situated in back of a 2�1foot parapet above the roof.
The applicant said that the building would be a Type 4, fully sprinklered
one with concrete pillars aluminum window sashes and virtually no
wood in the structure except for the prev1,iously mentioned screening. He
said there would be no chemical storage thanks as the process involved
did not require that type of material. 1
Member Ryner asked the height of the building and was told that it was
28 feet to the roof line plus the additional two feet for the screening
of the appurtenances.

Mr. Bossen, President of the Measurez Corporation, said the manufactur-
ing process was that for computer control systems made primarily for
the paper industry but with proposed expansions applicable to other
industries. He said that basically what they did was to develop radia-
tion censors, using infra red radiation, bata ray radiation, gamma ray
radiation, etc., shooting the radiation through the.material detected
on the other side without touching the material, and then.shooting the
data from this to a process computer.
The Measurex Corporation is approximately 2-1/2 years old and is pres-
ently located in Santa Clara. He said there was nonoise connected
in the manufacturing process.
Member Adams asked if the future growth of the company would entail the
same product and was informed this was so. The initial phase would
take care of.the present business activity for about three years. The
company had no intentions of selling off the smaller sites.
Member Marquez inquired as to the garbage or refuse area and was told
this would be in that which was marked "service area",and would be fully
screened if the Committee so requested.
It then -was determined that all of the normal roof appurtenances for
flues, vents, etc. would be at the end of the building and none through
the center of the roof. The reason for this was that the future addi-
tion to the building would be at the end and connections would-be made
to that portion having the parapet. The color of the building.would be
in subdued grays, tans and browns. No landscaping.plans were yet avail-
able and any discussion relating to landscaping was only for purposes
of guidance at this time.
® Chairman Small advised the architect that one of the standard conditions
was for an underground sprinkler system and offered the suggestion that
while this drainage was taking place, the owner might consider install-
ing low -wattage mushroom lights in the area to enhance the McClellan
Road appearance. This application was the first along this street and
would be setting the example for others to come.
Member Adams read into the record a letter from the Planning,Director
regarding landscaping and buffer strips for this parcel.
Discussions then took place as to the possibility of increasing the
height of the parapet and extending it across the entire length of the
building. The architect said that it was their intention to plant heavily
along the road and it was quite probable that the building would not be
visible from the road. He said that a 4-foot parapet is architecturally
objectionable but that it might be possible to lower the roof itself and
he would investigate that possibility.
It was moved by Member Adams, seconded by Member Rynder and passed unani-
mously that Application 465-HC-70 be recommended for approval to the

During the discussion on the motion and prior to the vote having been
taken, Member Marquez inquired as to the color of the buildings and.said
he would like to see it in keeping with the subdued tones of the nearby,
industrial park. The architect said that the owners had selected this
site because of the attractive surroundings, including that of De Anza
College, the new Monta Vista High SchoollIandthe West Valley Industrial
Park. Because of this, they were, themselves, most anxious to have an
attractive facility.
Mr. Benevich also advised the Committee and the applicant that there was
in existence a Planning Commission Resolution relating to the West Valley
Industrial Park, stating that there would1'be no signs on the buildings.
Chairman Small advised the applicant that this would be before the City
Council at its meeting of May 18, 1970. He further explained the status

Unfinished Business cont'd.
It then was suggested by the City Clerk that the proper procedure would
be for the Committee to recommend to the City Council whatever specific
action the Committee wished to have taken and that such action then
would be ordered by the City Council if it so approved,
Mr. Benevich said that he had discussed the non-compliance with the
owner of the establishment many times and that he would contact him and
call for corrective action to be taken prior to the next meeting of this
Committee and inform him that if this was not done, recommendations would
be made to the City Council that appropriate remedial action be taken.
Member Marquez moved, Member Ryner seconded, and it was passed unani-
mously that the Chief Building Inspector put this notice to the subject
owner in writing, as well as informing him in person.
® Chairman Small then inquired as to the status of the Texaco station on
Homestead Road and Saratoga -Sunnyvale Highway. Mr. Benevich said that a
letter had been sent to the company. The Director of Public Works was
in touch with the company engineer regarding improvements and landscaping
in connection with the Payless Drug Store development and that it was a
possibility that a new station might be constructed.
New Business
There was no new business.

by Chairman Small that the meeting be adjourned at 9:43 P.M.
