Approval of Architectural and Site Approval Minutes of + July 21, 1971. Member McLaren abstained since she was not present at that meeting. Member Gatto noted on Page 11, 2/3 of the way down, the vote should be 2-1. Application•RC-51,075.15 - Vallco Park Ltd. requesting approval of site and architecture for office building and multi -tenant complex, south side of Pruneridge between Wolfe Road and Tantau Avenue. (Continued from 7/21/7.1 H-Control meeting) (Loc. Map, Ex. 1) Penthouse Mr. Walter Ward, Vallco Park General Manager, 10175 Wolfe Road, discussion Cupertino, introduced the architect., Mr. Jerry Thornton. The plans were displayed on the board. Mr. Thornton said they have attempted to coordinate the penthouse architecture with the first three floors of the building. The two-story building is handled in a similar manner. The penthouse will be tied in with the structure, although the height of the penthouse is still 9' 6". Member Adams said this is an improvement, but he would still like to see it down inside. Somewhat of Member Gatto asked what the parapet height is. Mr. Thornton said it an improvement is 18", to compensate for the roof slope. Member Gatto felt this was an improvement over the previous presentation but it still is somewhat bulky. Perhaps the way it:is modulated, the applicant could give it somewhat more rhythm. Mr. Thornton said there is a change of plane; we are looking at a straight -on elevation. Member McLaren did not get to attend the previous meeting, but thought this was an improvement over the previously submitted plans. Member Adams liked Member Gatto's suggestion of increasing the length of the louvred section. Member Gatto felt the penthouse has a different treatment than the rest of the building, making it stand out. Member Adams asked if the window treatment could be the same as the rest of the building. Mr. Thornton said it could be the same in color. He added that the concrete is sandblasted rather than painted. Chairman Ryner asked for comments from the audience. There were none. Chairman Ryner commented that the Committee had some good ideas on extending the louvres in that area and he was curious why the new presentation did nat reflect this. Member Adams said he looks -at these as preliminary plans and when the detailed plans are presented he would hope the applicant would take the suggestions b7 the Committee into consideration. He said so far, Vallco Park has done excellent work and he takes this into consi- deration. Chairman Ryner felt the Planning staff.would be put in a difficult position with this approach. Chairman Ryner asked why the louvre is not being brought all the way around. Mr. Thornton said this could be done. He also noted that the darker the color the more pronounced it will be. Member Adams was in favor of having it go all the way around. Member McLaren felt the plan presented was very outstanding and she could not see adding any further stipulations to it. Mr. Ward said they have a Design Review Board to go over these plane before the City sees them. They were in favor of the original -plan. Application HC-51,015.12 - Project Coordinators (Marie Callenders Pies) requesting approval of landscaping, architecture and sign; Crossroads Shopping Center (continued) (Loc. Map, Ex. 2) Mr. D. Tillman, 1535 East 17th Street, Santa Ana, California represented the applicant. Colored slides of the site, the site plan and elevations were displayed. The Planning Director reviewed the previous hearing on this application regarding the saving of the trees and the treatment and location of the trash enclosure. Member McLaren wanted to confirm where the front of the building would be. The Planning Director said it would face East. The soffit lighting will shine down on the sign. Member Gatto said the trash.enclosure problem was twofold: 1) met of getting the trash out of the enclosure, and -2).•perhaps tying the enclosure to the building somehow. The Health Department would go along with it being attached to the building but the employees would still have to go out of the building to dispose of the trash. There was no objection that it be a part of the building as long as you can't go into it directly from the inside of the restaurant. Mr. Tillman said they have placed landscaping, including trees, around it. It won't fit on the property if it has to be attached to the building. They will provide an access road back to pick up the trash. He said the Company was reluctant to do this originally because the lease lines did not allow room for this. lie feels that the whole rear area is pretty effectively screened. Member Gatto noted that the plans did not show a gate. Mr. Tillman said there is a wood gate on the trash enclosure. Member Adams asked if the gate would be in keeping with the architecture of the building. Mr. Tillman said it would be stained the same as the fascia. There will be all concrete curbing around all planter areas. The 15' wide street will be wide enough for the dumpster trucks to get in and out easily. Chairman Ryner asked for comments on the proposed sign. There were none. Chairman Ryner asked for comments from the audience. There were none. Mr.-T.illman said the sign will be lit by soffit lighting and raised planter flood. There will be no free-standing signs. Moved by Member Adams, seconded by Member Gatto to close the Public Hearing. Application HC-51,236.2 - Humble Oil and Refining Company requesting approval of landscaping for Enco Service Station, Maxine Avenue and Homestead Road (continued from 7/21/71 H-Control meeting) (Loc. Map, Ex. 3) Attorney J. Robert Dempster, 20325 Stevens Creek Blvd., Cupertino, said he was representing the applicant. The Planning Director reviewed the action by the City Council on this application. The concern was for the elimination of the easterly wall and replacement by a method of landscaping. The Council granted the applicant permission to put up $2500 to ensure this matter being taken care of, but in the meantime they can open for business. Attorney Dempster said they had consulted with a landscape archi- tect and they had decided on a shrub that will be a little fuller. They will also place 15 magnolia trees in the sparse areas as seen from the church. They also placed some additional jack pines. Mr. Mike Majors, Humble Oil Planning Company, described the shrub that will grow 6-8 feet, that are basically green but have a slight reddish cast. They have also added 6 more bushes between the trees. In response to Member Gatto's question, he said the area will be irrigated. Member Gatto asked what landscaping treatment will be given to the berm. Mr. Majors.said there is a 10' strip with a variety of junipers on the flat area; on the slope there is ivy. Application HC-51,230.3 - Texaco, Inc., requesting approval of sign for service station, 1099i Highway 9 and Homestead Road. (Loc. Map, Ex. 4) The Planning Director said the applicant asked for a continuance. Moved by Member Adams, seconded by Member McLaren to continue application HC-51,230.3 until the next regular meeting. Motion carried, 4-0 8. Application HC-51,073.2 - J. W., Loughlin representing Valley Improvement requesting approval of site, architecture and landscaping for 6-unit residential project to be located at the southeast corner of the intersection of Riverside Drive and Stevens Canyon Road. (Loc. Map, Ex. 5) Mr. Jim Loughlin, 10672 Deep Cliff Drive, Cupertino, was the applicant. The site plan, elevations and colored slides of the area were displayed by the Planning Director. He said a previous application for this property was for nine units, which was denied because the. City did not feel it was in keeping^with the area. Exhibit E was added to the packet on this application. Mr. Loughlin said the previous application was for 9 units rather than 6, and he felt it was denied because of some'off-site parking.. He now has decided on allunderground parking. The previous plan called for 60% coverage of a shake roof; the present plan calls for 100% coverage of shake roof. They have moved the setback from Stevens Canyon Road to 20' even though they were previously gianted permission for a 15' setback. Building materials are rough -sawn plywood with vertical battens. The trim will be painted a little darker brown color than the building. The fireplace vents have been eliminated. The townhouse units will have 3 bedrooms, 2-1/2 baths, living room, family room and kitchen. Mr. Loughlin said the people right next to this property have approved of this plan, as well as the people across the street. 0 I MINUTES OF THE AUGUST 4, 1971 H-CONTROL MEETING HC-38 Page 7 I� Member McLaren asked where the entrance would be. Mr. Loughlin said it would be on Riverside Drive. There are .12 underground parking stalls with a 29-foot turn around space. Member Gatto asked the relationship of the exterior grade to the back side of the lot. Mr. Loughlin said it is 17 feet below the sidewalk at the lowest point. They are required to have ventila- tion from the underground garages. Member Gatto's concern was that with the garages under the units, he might be confronted with a 3- story building on one side. Chairman Ryner asked for comments from the audience. Mr. Henry Severin, 22570 San Juan Road, Cupertino, said he lives across from this property, on the southwest corner looking down, across this property. They were not contacted about this. He would like to know the total height above the point from the side- walk to the top of the proposed building and also what shrubbery will be put in here. Mr. Loughlin said he had been out of town & did not get time to contact Mr. Severin. At the highest point the roof will be 17 to 19 feet high at the point of the sidewalk. Member Adams commented that the sidewalk is above the second floor, so it appears on the plot plan that the buildings are less than a one-story situation. Mr. Loughlin next described the proposed landscaping. They are putting in a solid row of dwarf gum eucalyptus. The dense planting is for the purpose of stopping the noise, dust, etc. These trees will be trained into a hedge. Black pine trees will be spaced here and there behind the dwarf gum eucalyptus. Member McLaren asked about the refuse facilities for this complex. Mr. Loughlin said individual cans will be contained in a redwood structure with sliding doors. Moved by Member Gatto, seconded by Member Adams to close the Public Hearing. He displayed colored slides of the shopping center from various angles. He said the Council approved the signs for the Beade i and the Azuma Restaurant. Mr. James Miller, Attorney, 352 South Murphy, Sunnyvale, said he represented Mr. Yamaoka (the property owner) and that the application was filed under protest. He said the new drawing was prepared after the last H-Control meeting and before the City Council meeting. He felt that painting the roof appurtenances the same color as the building would be more appropriate than constructing a fence around them. The City Council did not want. to take action because this proposal was not seen by the H-Control. Member Adams suggested horizontal rather than vertical lines on the fencing. Member Gatto said, looking at the duct work, it appears to be only 6-8 inches from the side"of the building. Member Adams felt that any screening put up there should be extended longer than the proposed 2/3 to 3/4 of its length. He felt the screening should be the same color of the building. Member Gatto's concern was that it is a very awkward, unsightly situation and he was not sure that putting a screen up there would make it less unsightly. He was concerned that the documents "presented to the Committee were not accurate. Member McLaren suggested continuing the redwood trim all along the side of the building. Member Adams said that if he were making a motion he would suggest the screen stay redwood and the vertical 1 x 4's run the length of the screening of the south wall to a"position equidistant from the east wall as it is from the west wall. Member Gatto felt this would make it appear more obvious .rather than less so. He was not at all in favor of this application. Moved by Member Adams, seconded by Member McLaren to recommend to the City Council approval of application HC-51,259.4 Exhibit A Revised on the screening of the air conditioning units on.the roof of the Azuma Restaurant with tho following additional provisions: The height of the screen shall be no higher than 36"; preferrably lower. The setback of the screening shall be maximum possible from the wall parapet. The length of the screening facing the Sears complex shall be extended to provide equidistant sbacing from the end -of the screen from the south wall as shown on the north wall. li O MINUTES OF 'T111': AUGUST 4 , 1971. li--CONTROL MEIF,TING 9 ® Member Gatto said he felt that the screen up'there would be a less effective method of camoflaging the units. Secondly, the exposed corner of the building will be unsightly from Stevens Creek Blvd. as well as the other end. The screen will be a "weak sister" on the length of the building. lie added that this is a case where a unit shows up on the roof and is against the Ordinance and seemingly, the only avenue open seems to be to put a fence around it. [AYES: Members Adams, McLaren NOES: Member Gatto ABSTAINED: Chairman Ryner Motion carried, 2-1-1 Chairman Ryner explained his reason for his abstention was to avoid a denial or a tied vote. He is concerned about the inconsistency of the City Council as to roof appurtenances. These air condition- ing units are in violation to the Ordinance and in no way do we stor the people from doing this by continuing to approve screens. NEW BUSINESS REVIE14 OF CHANGE OF COPY ON SIGN FACES 10. Otsen Signs representing Ram Realty, 20940 Stevens Creek Blvd. (Loc. Map, Ex. 6) The Planning'Director showed a colored slide of the change of copy of the Ram Realty sign, explaining the can remained, with only a change in copy.
