That the applicant has not demonstrated that the strict interpretation of Ordinance 746 would result in practical difficulties, unnecessary hardships or inconsistencies with the purpose and intent of this ordinance. 2. That alternative signing measures within the limitations of Ordinance 746 have been designed by the applicant and preclude • the necessity for an exception to said ordinance.
