SITE APPROVAL COMMITTEE OF THE CITY OF CUPERTINO FOR APRIL 10, 1989.
MEETING HELD IN CONFERENCE ROOM A, CITY HALL, AT 10300 TORRE AVENUE,
CUPERTINO, CALIFORNIA
The meeting was called to order at 7:35 PM by Chairman Miller

INFORMAL REVIEW OF USE PERMIT
ITEM 1) APPLICATION ASAC 3-U-89 IMWALLE/STEGNER Requesting
informal review of a use permit to construct a 5000 sq.ft. multi -
tenant retail building on the southeast comer of Homestead Rd. and
Blaney Ave.
• Rick Shafner, Imwalle/Stegner representative, described the project
and answered questions.
ISSUES:
- Amount of landscaping
- "Blank" wall (south elevation)
CONSENSUS:
- The 18" landscape strip along the south elevation is inadequate
(this will allow planting of ground cover, but not plants that will
help screen and soften the mass of the wall).
- The amount of on -site landscaping should be greater,
particularly on the east and south sides of the building.
- The south elevation should be modified to provide more interest
and to break up the mass.

ITEM 2) APPLICATION ASAC 46-U-87 WATKINS COMMERCIAL
PROPERTIES (BOTTEGAS CENTER) Requesting approval o f
architectural changes for a multi -tenant retail center to be located
on the north side of Stevens Creek Blvd. between Bandley Dr. and
Saich Way.
Norm Amy, Project Architect for Architrave, briefly described
changes made to the east elevation and the reasons for the changes.

ISSUES:
- None
DECISION:
On a 4-0 vote, ASAC 46-U-87 was forwarded to the City Council with a
recommendation for approval : per the findings and conditions
contained within the model resolution.
ITEM 3) APPLICATION ASAC 51,845,Ij DIGITAL. EQUIPMENT COgP
Requesting approval to modify a Planned Development sign program
for an industrial/office complex � 'located at the southerly terminus of
Ridgeview Court.
DECISION:
This item was continued to April. 24, 1989 since neither the applicant
or an authorized representative (,were present.
ITEM 4) APPLICATION ASAC 51,844.1 I"ROB RT H. LEIE & ASSOCIATES
(SHEL.L. OIL) Requesting approval of a Planned Development sign
program for an existing service station located on the southeast
corner of Stevens Creek Blvd. and Blaney Ave.
The representative from Robert Lee and Associates briefly described
the signs and answered questions.
ISSUES:
- Number of building mounted signs proposed
- Location of ground sign
- Height of ground sign
DECISION:
On a 4-0 vote,. ASAC 51,844.1 was approved per the findings and
conditions contained within the model resolution, with condition 10
modified to read as follows:

CONSENSUS:
- The Public Works Department is preparing a policy statement and
corresponding drawing to illustrate the areas near entrance
driveways where signs will be prohibited. The matter was
continued to the meeting of April 24, 1989 to allow the staff
additional time to complete this.
ITEM 6) WATER CONSERVATION/DROUGHT LANDSCAPING POLICIES
Discussion' on draft landscaping policies.
CONSENSUS:
- Staff will prepare draft landscape policies using the City of San
Jose's policies as a guide, and incorporating criteria specific to
Cupertino along with comments from ASAC.
- ASAC and the Energy Commission members will meet to discuss
the draft landscape policies before forwarding the matter to the
City Council for consideration.
Discussion on draft amendment to the Sign Ordinance regarding the
regulation of billboards.
is Ray Villareal of Gannett Outdoor Advertising expressed concerns of
the proposed billboard ordinance
CONSENSUS:
- The proposed Sign Ordinance amendments are not restrictive
enough.
- The Committee does not want to see billboards allowed in the City
- ASAC has consistently required lower sign heights and feels that
the proposed size maximum of 250 sq. ft. is too large.
- The draft ordinance will be forwarded to the City Council with a
recommendation that the proposed amendments not be adopted

- Approved as submitted
