Please refer to the attached community -wide location map for the geographic setting of each agenda item. CONSENT CALENDAR ITEM 1) APPLICATION 36-U-86: Chateau Cupertino Requesting approval of modification to the previously approved paving treatment for the fire access lane serving a 169 unit senior citizen retirement complex. The site is located on the east side of Torre Avenue south of Stevens Creek Boulevard. ENCLOSURES: 1) Model Resolution 2) Exhibits A and A-1 of Application 36-U-86 0 COMMENTS 1) The previous approval (see Exhibit A) consisted of a grasscrete fire access road. The applicant now proposes to substitute a path consisting of interlocking paving stones for a portion of the grasscrete (see Exhibit A-1). In addition, a patio will be installed on the south side of the building. 2) Staff does not have any concerns with the proposed modifications. RECOMMENDATION: Approve per attached model resolution. Tentative City Council Hearing Date: March 7, 1988 FORMAL REVIEW ITEM 2) APPLICATION 48-U-87: West Valley Shopping Center --Requesting approval of landscaping and lighting as required by conditional use permit for a 37,000 sq. ft. expansion to an existing retail center. The site is located on the South side of Homestead Road between De Anza Boulevard and Franco Ct. ENCLOSURES: 1) Model Resolution • 2) Exhibits C 1st Rev, E-1 and E-2 of 48-U-87 3) Planning Comm. Resolution 4016 4) ASAC Minutes of 10/12/87 Pg. 2 AGENDA SUMMARY AND STAFF COMMENTS -- February 22, 1988 Page -2- COMMENTS: 1) Condition 18 of Use Permit 48-U-87 requires formal ASAC review of exterior lighting and landscaping. The condition directs specific attention to ASAC direction given at the informal review stage (See Minutes of 10/12/88). 2) The Committee requested attention to the following landscape details: A) Eliminate Junipers from the plant palette: We interpret the Committee's instruction as pertaining to both existing and proposed Junipers. However, Exhibit C 1st Rev. does not reflect this correction. A condition requires a modified understory selection subject to staff approval at the building permit level. B) Incorporate Landscaping near west face of Building A: The building layout has been reversed since this comment was offered. The west facade is now divided into two planes, and is adjoined by a planter , tree pockets and additional parking lot overstory tree cover which was not shown on the earlier site plan. C) Provide additional screening trees at south property line: Note in the Plant legend that the existing Eucalyptus will be supplemented with 24" box specimens to enhance screening of the south facing truck loading area. 3) The proposed parking area lighting fixtures are the same as currently existing in the developed portion of the complex. However, staff is concerned that the light source may be visible to the north facing upper floor windows of the southerly condominiums. The nearest unit is about 160' from the nearest new electrolier; however, the condominiums are about four feet higher in grade which may expose the light source to visibility. Staff suggests that these lighting devices be fitted with shields to block visibility of the light source from the south property line. RECOMMENDATION: Approval of Application 48-U-87 according to the findings and conditions contained in the enclosed Model Resolution. Tentative City Council Hearing Date: March 7, 1988 IITEM3) APPLICATION 51,772.1 -- Chateau Cupertino (Cal Neon) Requesting approval of a sign program for a 169 unit senior citizen retirement complex. The site is located on the east side of Torre Avenue south of Stevens Creek Boulevard. ENCLOSURES 1) Model Resolution 2) Exhibit F of ASAC 51,772.1 0 AGENDA SUMMARY AND STAFF COMMENTS -- February 22, 1988 Page - 3 - COMMENTS 1) Sign Code Section 17.24.030 allows a freestanding sign for identification of residential complexes containing more than twenty units. However, the 200' rule specified in 17.24.070 applies. 2) The sign is technically in compliance with the 200' rule. Lot 9 of Tract 7661 has 189' feet of frontage on Torre Avenue. However, Lot 9 encompasses both the Chateau complex and a future office building which may need ground sign identification. 3) To guard against undue clutter of the Torre Avenue frontage, staff has suggested a condition which would severely limit options for additional freestanding signs on this site. Ground sign identification of the future office building may have to be combined with the "Chateau" monument, entailing redesign and relocation of the current proposal. RECOMMENDATION: Approval of Application ASAC 51,772.1 according to the findings and conditions contained in the enclosed Model Resolution. NEW BUSINESS ITEM 4) DISCUSSION OF HEIGHT LIMITS SPECIFIED FOR FREESTANDING SIGNS IN TITLE 17 OF THE MUNICIPAL CODE. ENCLOSURES: 1) Table C of Sign Ordinance ( Sec. 17.24.340) 2) Section 17.28.060 of Sign Ordinance COMMENTS: 1) This item was agendized at the Committee's request. RECOMMENDATION: None. ASAC Discretion. OLD BUSINESS ITEM 5) URGENCY ORDINANCE NO. 1438: Establishment of criteria for ASAC review of applications for Exception to the Interim Zoning Standards for the R-1 (residential, single-family) and R-H-S (residential, hillside, slope -density) zones provided in Ordinance 1438.
