INFORMAL REVIEW OF USE PERMIT APPLICATIONS
ITEM 1) APPLICATION 13-U-88 -- TANDEM COMPUTERS
Requesting approval of a eight story office building containing approximately
300,000 square feet and parking garages. Site located on the northwest corner of
Stevens Creek Boulevard and Tantau Avenue.

COMMENTS:
Staff suggests the Committee determine if the Tandem building will complement the
urban focus planned for the Vallco Park area. The following design topics should be
evaluated:
A. Siting of the building
B. Alignment of the building
C. Architectural design including colors, materials, and fenestration
D. Building height
E. Juxtaposition of the building to the Marriott Hotel
F. Impact of the parking garages on the Stevens Creek Boulevard streetscape.
Staff has raised concerns regarding the lack of visible activity along Stevens Creek
Boulevard. The applicant is evaluating breaking the parking garage "wall" with activity
areas including conference rooms, and windowed or outdoor dining areas.
Additionally the applicant informed the Environmental Review Committee that they
are considering opening a view corridor into the plaza area.
ITEM 2) APPLICATION 9-U-88 -- TERRY BROWN CONSTRUCTION
Requesting approval of a use permit to construct a two new single-family dwelling
units and to make modifications to two existing dwelling units within a Planned
Development zone. Site located on the north side of Granada Avenue,
approximately 325 feet east of Byrne Avenue.

COMMENTS:
• A. Proposal includes two new units with access off flag corridors as shown on Exhibit
A. Applicant has mitigated privacy impacts on adjoining lots by eliminating second
floor windows (see left elevation, Exhibit B).
B. Staff is concerned with the adequacy of landscaping area in the front of Lot 2.
Landscaping plans have not been submitted. Staff suggests that final landscape
plans be returned to ASAC prior to building permits.
C. Applicant should clarify building colors at the meeting.
ITEM 3) APPLICATION 10-U-88 -- TERRY BROWN/JAMES HEMPHILL:
Requesting approval of a use permit to construct a 2600 square foot
office/commercial/residential addition to an existing office building. Site located at the
northwest corner of Pasadena Avenue and Granada Avenue. 10061 Pasadena
Avenue.

COMMENTS:
A. The addition will contain approximately 2600 square foot of office/commercial
space with a with one apartment located on the second floor.
B. Staff will present additional comments on Monday night.
• ITEM 4) APPLICATION 12-U-88 -- A. GUNTHER (Pizzeria Uno Restaurant):
Requesting approval of a Use Permit to expand an existing restaurant with alcoholic
beverage service. Site is located on the South side of Stevens Creek Blvd. easterly
of Blaney Avenue. 19930 Stevens Creek Boulevard.

COMMENTS:
A. Siting: Staff suggests changing the southwest corner of the building to a
diagonal shape to ensure adequate clearance for use of the driveway and
reciprocal access easement to the west
Location of handicapped stall detracts from continuity of required 50 ft. wide SCB
frontage landscaping.
Landscape berm on Stevens Creek Boulevard frontage at east edge of site
should be extended south full 50 ft. depth (resulting loss of 2 parking spaces)
B. Landscaping: No trees provided in parkway landscaping strip; irregular number
and spacing thereof required per Stevens Creek Boulevard Sidewalk Plan.
Existing treatment of west property line may be inadequate; general plan land use
policy 2-14 (3) requires 15 ft. wide buffer between commercial parking areas and
residential uses; in lieu of full depth, applicants should provide more effective
16 plantings in existing "sawtooth" strip.

C. Architecture: Applicant will present staff -requested alternative at Monday
meeting which includes increased roof height at the Stevens Creek Boulevard
end of the building to match more closely the prevailing height of neighboring
structures.

ITEM 5) APPLICATION ASAC 51,782.1 -- MEASUREX CORPORATION:
Requesting approval of development plan for a 40,000 square foot expansion to an
existing industrial office complex located on the northwest corner of Bubb and
McClellan Roads. 1 Results Way.
COMMENTS:
See enclosed staff report.
ITEM 6) APPLICATION ASAC 51,775.1 -- M. R. BEDRI
Requesting approval of a sign program for an existing commercial building located on
the southwest corner of Stevens Creek Blvd and Imperial Avenue in the Monta Vista
area. 21670 Stevens Creek Boulevard.

• COMMENTS:
A) Sign constraints imposed by Monta Vista Design Guidelines; Maximum proposed
face area (30 s.f.) < 10% floor area limit under Guideline 11(A).
B) Above -canopy mounting technique acceptable visually; will be subject to
structural review at building permit level.
C) Sign faces will be stained glass overlays with backlighting; effect is consistent with
historical scheme of Monta Vista. Intent of prohibiting plex faces/internally--
lighted signs in Guidelines is to discourage typical contemporary "cabinet" sign
designs usually found in modern shopping centers.
RECOMMENDATION:
A. Approval of Application ASAC 51,77.5.1 according to the findings and conditions
contained in the Model Resolution.
B. ASAC decision final unless appealed.
ITEM 7) APPLICATION ASAC 51,786.1 -- HUOT K. KHOV -- CAL NEON
Requesting approval of a modification to an existing sign program to allow a second
tenant wall sign at the Bollinger Plaza Shopping Center. Site located on the north
side of Bollinger Road, approximately 150 feet west of De Anza Boulevard. 7335-A
Bollinger Road.

9 COMMENTS:
A. Applicant proposes a second tenant wall sign to be located on the east end of the
shopping center. The tenant space does not qualify for a second wall sign under
the Sign Ordinance guidelines.
B. The center is located in a Planned Development zone; thus, ASAC has the
authority to approve deviations from the sign standards if findings can be made
warranting the deviation.
RECOMMENDATION:
A. At Monday's meeting, ASAC should ascertain if extraordinary circumstances exist
which support the application. Staff has enclosed both approval and denial
resolutions.
B. ASAC action is final unless appealed within five working days to City Council.

ITEM 8) APPLICATION 49-U-87 -- AUDREY TSANG (KIRK MAHNCKE)
Requesting approval of a landscape plan for a office/retail building located on the
south side of Stevens Creek Boulevard, approximately 500 feet west of Blaney
Avenue. 20100 Stevens Creek Boulevard.

COMMENTS:
A. Some modifications to the landscape plan are necessary for consistency with the
Stevens Creek Boulevard Landscaping Plan. Applicant proposes ivy and shrubs
adjacent to the sidewalk at the northwest corner of the site. Landscaping Plan
requires a continuous lawn treatment.
B. Additional tree should be incorporated into the parkway strip. Two Pistacia
chinensis should be moved closer to the southerly side of the sidewalk to form
interlocking tree canopies.
C. General Plan requires minimum of five gallon shrubs.
