Please refer to the attached community -wide location map for the geographic setting of each agenda item. INFORMAL REVIEW OF USE PERMIT APPLICATION: ITEM 1) APPLICATION 17-U-88 -- RICHARD SCOTT. Requesting approval of a Use Permit to construct a 2,600 sq. ft. retail/office building located on the east side of Imperial Avenue, southerly of Stevens Creek Blvd.(Between Higdon Pest Control and United Cable Headquarters). COMMENTS: Staff will make a verbal presentation at the meeting. FORMAL REVIEW: ® ITEM 2) APPLICATION ASAC 51,802.1 -- BOB'S BIG BOY -- MARRIOTT CORPORATION: Requesting approval of architectural modifications to an existing restaurant building located at the southwest corner of De Anza Boulevard and Alves Drive. 10145 N. De Anza Boulevard. ENCLOSURES: 1. Exhibits A, B, and Info of Application ASAC 51,802.1 2. Model Resolution COMMENTS: Modifications include the following: 1. Addition of red awnings. Awning material is not specified. Applicant should identify material at the meeting. 2. Cutback beams to be flush with fascia. 3. Addition of new plywood siding in some locations. RECOMMENDATION: A. Staff recommends approval of Application ASAC 51,802.1 per the findings and conditions contained within the model resolution. B. This application will be forward to the City Council for final review. • ASAC STAFF SUMMARY REPORT -- REGULAR MEETING OF AUGUST 8, 1988 PAGE -2- ITEM 3) APPLICATION ASAC 51,803.1 -- APPLE COMPUTERS (DELTA SIGN AND CRANE): Requesting approval of an amendment to a sign program for an existing office/commercial center to allow a second ground sign. The site is located on the north side of Stevens Creek Boulevard, approximately 500 feet east of De Anza Boulevard. 20401 Stevens Creek Boulevard. ENCLOSURES: 1. Exhibits F and F-1 of Application ASAC 51,800.1 2. Excerpt from ASAC Minutes of 7/25/88 3. Model Resolution COMMENTS: A. Application was heard at the ASAC meeting of July 25, 1988. The minutes of that meeting have been enclosed. The subject application is identical to a previous submittal that was rejected by the Committee. B. ASAC recently approved a ground sign for the subject center. This proposal will add a second ground sign exclusively for Apple Computers. C. The site does not qualify for a second ground sign under the Sign Ordinance standards. Further, the Ordinance specifies that the name of a shopping center must be predominant on center ground signs. Staff does not identify any extraordinary circumstances which support a waiver of the Ordinance standards. The site is zoned Planned Development; thus, ASAC can waive the standards if appropriate findings can be made. is RECOMMENDATION: A. Staff finds no cause to reverse the previous ASAC decision on this proposal. Staff recommends denial of Application ASAC 51,803.1 per the findings contained within the enclosed model resolution. B. The decision of ASAC is final unless appealed to City Council. ITEM 4) APPLICATION ASAC 51 805.1 -- MINA OTANI (K.C. ASSOCIATES, INC: Requesting approval of a second story addition for a single-family home in a R1 C zone. Site located at 20192 Rodriques Avenue. ENCLOSURES: 1. Exhibit A, B, and B-1 of Application ASAC 51,805.1 2. Model Resolution COMMENTS: A. Applicant proposes to add a second story master bedroom. Provisions of the R1 C zone require ASAC approval of additions. B. The Homeowner's Association has approved the subject addition. RECOMMENDATION: ® A. Staff has no concerns. Staff recommends approval of Application ASAC 51,805.1 per the findings and conditions specified within the model resolution. B. This application will be forward to the City Council for final review. ASAC STAFF SUMMARY REPORT -- REGULAR MEETING OF AUGUST 8, 1988 PAGE -3- ITEM 5) APPLICATION ASAC 4-U-82 -- DE ANZA PARTNERS (HARE, BREWER & KELLEY): Requesting approval of grouting for exterior walls for two existing office buildings. Site located at the northwest corner of Stevens Creek Boulevard and De Anza Boulevard. 10001 N. De Anza Boulevard. ENCLOSURES: 1. Exhibits Exhibits A, B, B-1, Info, Info 1, and Info 2 of Application 4-U-82 COMMENTS: A. Applicant proposes to apply a gray grout between the bricks on the building fascade. Staff is concerned that the grout will eliminate all surface relief from the already stark fascade. Applicant states that grout is necessary to prevent bricks from falling off the building. B. Staff believes that the applicant should propose a comprehensive package of improvements to the building, in addition to the grouting. As the Committee may recall, Apple Computer received approval last year for modifications to the subject building which included the following elements: 1. Continuous planter along the second floor balcony. 2. Awnings along the eastern fascade 3. Blue screen walls and bench -height railings along the street frontages. Perhaps these and other elements should be required in conjunction with this application. RECOMMENDATION: Staff recommends that ASAC direct the applicant to submit a package of improvements to offset the building's austerity. ITEM 6) APPLICATION ASAC 51,807.1 -- WELLS FARGO BANK (SMITH AND SMITH ARCHITECTS: Requesting approval of architectural and landscape modifications to an existing bank building located at the southeast corner of Stevens Creek Boulevard and Finch Avenue. 19300 Stevens Creek Boulevard. ENCLOSURES: 1. Exhibits B and L of Application ASAC 51,807.1 COMMENTS: Staff will make a verbal presentation on Monday night. ITEM 7) APPLICATION 13-EXC-88 -- PARKSIDE LANE. LTD. (TRILEX PROPERTIES): Requesting approval of an exception from the provisions of Ordinance 1438/Urgency Ordinance. The exception will apply to Lots 1, 3, and 4 of Tract 8117 located at the southwest corner of Blaney Avenue and Hall Court. ENCLOSURES: 0 1.
