No staff concerns. INFORMAL REVIEW ITEM 3) APPLICATION ASAC 17-U-88 RICHARD SCOTT Requesting informal review of architecture and landscaping for a cabinet retail and warehouse shop to be located on the east side of Imperial Avenue, between Stevens Creek Blvd. and Granada Avenue. Enclosure: - Plan set 10/03/88 -- 4 sheets - Letter from Ray Rooker, 09/26/88 Comments: 1) ASAC direction at Informal Review to attain linkage of consistent design elements with adjoining building: - Applicant proposes 3 alternative street frontage elevation treatments, and demonstrates; each emphasizes connection with horizontal parapet band on Higdon building - Stucco material unacceptable under Monta Vista Design Guidelines - Staff has suggested previously that modern window/storefront treatments be avoided; Option C depicts some antique -styled fenestration, but the concept does not show follow-through on second story 2) Staff seeks direction on architectural compatibility issues 3) Landscape concept is basically consistent with MV Design Guidelines; suggest requirement for one 24" box Pyrus in front setback. Is - Number of Monterey Pines should be reduced to six (Approx. 8 ft. centers) STAFF COMMENTS -- MEETING OF November 14, 1988 Page-2- ITEM 4) APPLICATION ASAC 4-U-88 TERRY BROWN/JAMES SISK Requesting informal review of architectural materials and colors, and landscaping for five single family homes located on the east side of Scenic Drive 450 ft. north of Palm Avenue. Enclosure: - Resolution No. 4043 - ASAC Minutes of June 26, 1988 Page 6 - Plan Set Comments: 1) ASAC scope of review per condition 18 of Resolution 4043: Color palette/materials, Front yard and street perimeter landscaping 2) In June, 1988, ASAC approved color palette and exterior materials (wood siding and tile roof) for the Gabriel Residence on the project's interior lot. ASAC directed that all other residences follow this approach, except Lot 26 facing Scenic Drive. 3) Color palette to be presented at hearing: - Proposed paint is not consistent with previously approved heavy -bodied stains - Use of stucco on Lot 20 not consistent with June 26th direction; 4) Lot 25 footprint and driveway alighnment changed from Use Permit drawing. and the street perimeter landscape area has been reduced. Staff will demonstrate visually at hearing. ITEM 5) APPLICATION ASAC 45-U-87 CARL KARCHER ENTERPRISES Requesting isinformal review of on site driveway alignment and landscaping for addition of a drive through window service lane at an existing take out restaurant located at the southeast corner of Franco Ct. and Homestead Road. (20680 Homestead Road) Enclosure: - Landscape /driveway alignment diagrams - Resolution No. 4050 Comments: 1) ASAC review to encompass landscaping/tree removal (Cond. 15, Res. 4050), and driveway alignment (Cond. 18, Res. 4050) 2) Driveways: Staff has expressed preference for the straight -end option, as it allows the last vehicle in the queue greater separation from the main east -west driveway aisle. 3) Landscape/Tree Removal: The intent of Condition 15 was to encourage relocation of the three existing trees on the east elevation; letter indicates such intent is infeasible. - May be possible to retain one tree; however, extensive root cutting for new curbing may endanger its survival. - Landscape plan should be revised to indicate 24" box size Eucalyptus and Carrotwood trees (1 ea.) to replace two removed Silver Dollar Eucs -- if third Euc. cannot be saved, should be replaced with 36" box Eucalyptus. FORMAL REVIEW ITEM 6) APPLICATION ASAC 51,820.1 -- MARIANI GROUP Requesting approval of a sign program for a new, multitenant commercial center at the southwest corner of De Anza Blvd. and Homestead Road. is Continued from ASAC meeting of October 24, 1988 Enclosure: - Model Resolution 7 STAFF COMMENTS -- MEETING OF November 14, 1988 Page - 3 - - Applicant's letter of 11/04/88 - Mounting diagram -- 10/31/88 Comments: 1) Applicant will present revised color board at the hearing; face colors selected are medium blue, hunter green and white. 2) Revised mounting diagram depicts two signs on the center fascia; proposed condition requires each sign thereon to be symmetrical in length and centered within the tenant space frontage limits. RECOMENDATION Approve ASAC 51,820.1 according to the findings and conditions of the model resolution. ITEM 7) APPLICATION ASAC 51,822.1 -- MIDWAY SIGN (Portal Plaza Center) Requesting approval of a Planned Development Sign Program, including a freestanding sign, for a multitenant retail complex located on the north side of Stevens Creek Blvd. between Portal Avenue and Perimeter Road. Enclosure - Model Resolution - Sign Program Diagram -- 2 sheets 0 Comments 1) Tenant Sign portion - Face color -- no restriction proposed. Condition would allow staff discretion to approve individual color selections, or return for informal ASAC advisory. - Proposed condition limits each tenant to one building mounted sign -- no additional sign for multiple frontages in order to avoid excess number of displays. 2) Freestanding Sign - Height (20') within Ordinance limits, but inconsistent with other commercial ground signs on SCB; ITEM8) APPLICATION ASAC 51,821.1 -- CAL NEON SIGN (Richard Messina) Requesting approval of a Planned Development sign program for a multitenant retail complex located on the west side of Saich Way northerly of Stevens Creek Blvd. Enclosure: - Model Resolution - Sign Program information sheet, 10/14/88 Comments: 1) Face color palette to be presented at meeting; ASAC may wish to limit number of overall colors and number of colors which may appear on any one face at a time, per model resolution. 2) Proposed conditions require cleanup -repainting of existing sign cabinets; limit sign length to maximum of 12 feet to establish visual consistency. is STAFF COMMENTS -- MEETING OF November 14, 1988 Page - 4 - • ITEM 9) POLICY DISCUSSION ON USE OF METAL ROOFING MATERIALS within the City of Cupertino -- Advisory referral to City Council.
