TICC 10-02-2019 TECHNOLOGY, INFORMATION&COMMUNICATIONS COMMISSION Regular Meeting October 2, 2019, 7:00 p.m. Conference Room A, City Hall APPROVED MINUTES CALL MEETING TO ORDER Chair Mohanty called the meeting to order at 7:03 pm ROLL CALL Commissioners Present: Prabir Mohanty,Naidu Bollineni, Rajaram Soundararajan, Ilango Ganga, Arnold de Leon Commissioners Absent: None Staff Present None Speakers: Nori, Cupertino Resident APPROVAL OF MINUTES 1. Subject:Approve Minutes from the September 4, 2019 regular meeting. Commissioner Bollineni moved and Commissioner Soundararajan seconded to approve the September 4, 2019 regular minutes as amended to note the change in Agenda Item No. 3 below: 1. Subject: Review 5G Written Communications dated August 26,2019. Staff Liaison,Bill Mitchell presented the 5G written Communication received from Rahul Vasanth regarding Smart Cities and 5G. During the discussion, Commissioner Ganga cited the letter from Rahul raises two issues, 5G radiation and violation of privacy from the Video Intelligence. Following the discussion, the Commission supported hosting an Educational Outreach and Privacy concerns. The Motion passed unanimously. ORAL COMMUNICATIONS i This portion of the meeting is reserved for persons wishing to address the commission on any matter not on the agenda. Speakers are limited to three (3) minutes a person. In most cases, state law will prohibit the commission from making any decisions with respect to a matter not listed on the agenda. I i TICC MINUTES October 2, 2019 A. Guest Nori, Cupertino resident, attended the meeting. WRITTEN COMMUNICATION 2. Subject: Letters from AT&T dated September 12, 2019. The Commission received and filed the AT&T letter. Chair Mohanty discussed an email a Cupertino Resident residing in Foothill Community sent to him regarding poor signal strength his family experiences at their home. Chair Mohanty relayed the Resident mentioned his house is situated high up on Foothill Mountain, and as a result his family experiences poor signal strength. Chair Mohanty further relayed the Resident would like the Commission to consider his communication. During the discussion the Commission expressed concern about the poor connectivity issue and discussed foundation issues and what the City of Cupertino can do to facilitate the Service. OLD BUSINESS 3. Subject: Discuss Commission Work Plan 4.1 Wireless Master Plan The Commission choose to defer discussion for next meeting, and for Staff Liaison to provide an update. 4.2 Smart Cities and 5G The Commission briefly discussed the upcoming Commission Workplan for Calendar Year 2020. Following the discussion, the Commission suggested holding a Special Meeting to discusses future Workplan 2020 items. 5. Subject: Discuss the Subcommittee Reports • Wireless Master Plan Chief Technology Officer Mitchell will provide an update at the next meeting. • Internet Needs in Cupertino The Commission discussed. • 5G Education The Commission briefly discussed the Health effects of 5G Radiation. ADJOURNMENT Commissioner de Leon moved for adjournment at 8:31 pm. Commissioner Bollineni seconded the motion. The motion passed unanimously.
