CALL MEETING TO ORDER
Chair Mohanty called the meeting to order at 7:05 pm.

Commissioners Present: Prabir Mohanty, Naidu Bollineni, Rajaram Soundararajan,
Ilango Ganga, Arnold de Leon
Commissioners Absent: None
Staff Present Bill Mitchell, Staff Liaison

APPROVAL OF MINUTES
1. Subject: Approve Minutes from the October 2, 2019 regular meeting.
Commissioner de Leon moved and Commissioner Bollineni seconded to approve the
October 2, 2019 regular minutes. Motion passed unanimously.
ORAL COMMUNICATIONS
This portion of the meeting is reserved for persons wishing to address the commission
on any matter not on the agenda. Speakers are limited to three (3) minutes a person. In
most cases, state law will prohibit the commission from making any decisions with
respect to a matter not listed on the agenda.
A. Rushil Jayant, Teen Commissioner, attended the meeting and spoke about
<hack> Cupertino 2020.
WRITTEN COMMUNICATION
2. Subject: Letter from AT&T dated October 10, 2019.
The Commission received and filed the AT&T letter.
OLD BUSINESS
3. Subject: Discuss Commission Work Plan
3.1 Wireless Master Plan
Staff Liaison Mitchell announced the Wireless and Fiber Optics Master Plan Request for
Proposals received 5 responses. He further expressed that two of the responses were not
responsive bids. Additionally, he added the Subcommittee will meet to evaluate the
Proposals.

3.2 Smart Cities and 5G
Chair Mohanty relayed to the Commission he had a discussion with Hitachi Ventara.
He commented Hitachi discussed the current deployments they have, and
accomplishments.
Commissioner Ganga relayed Hitachi is offering Sensors and Cloud System, like the
services Microsoft is offering. Chair Mohanty relayed Hitachi is excited to provide
Intelligence Services, such as hubs to monitor pedestrians on the street and vehicles,
while conforming to Privacy Laws and not disclosing data unless requested by Police.

The Commission discussed Traffic Management and noted important areas such as j
Pedestrian Friendly, Automated Driving, and License Plate Recognition. Chair Mohanty
noted a follow up meeting with Hitachi will follow to provide presentation to the
Commission.
Staff Liaison Mitchell and the Commission briefly discussed the upcoming Commission
Workplan for Calendar Year 2020 and adding this Project for Council consideration.
Following the discussion, the Commission suggested holding a Special Meeting to
discuss future Workplan 2020 items and narrowing down deliverables.
Commissioner Soundararajan provided an update on the recruitment of a Guest
Speaker to educate the Public on Small Cells.
4. Subject: Discuss the Subcommittee Reports
• Wireless Master Plan
The Commission discussed.
• Internet Needs in Cupertino
The Commission discussed.
• 5G Education
The Commission briefly discussed.

7. Commissioner Report from the Mayor's Meeting
Commissioner de Leon provided an update.
8. Commissioner Update
General Comments included Cupertino's response to PG&E's Public Safety Power
Shutdown. The City partially activated its Emergency Operations Center (EOC) to
monitor the Event. As a result, CERT Volunteers and public employees canvas the
affected Foothill communities.

10. Reviewed Action Items list.
Action items were reviewed.
ADJOURNMENT
Commissioner de Leon moved for adjournment at 9:31 pm. Commissioner Mohanty
seconded the motion. The motion passed unanimously.
