CALL MEETING TO ORDER
Chair Mohanty called the meeting to order at 7:14 pm.

APPROVAL OF MINUTES
1. Subject: Approve Minutes from the November 6, 2019 regular meeting.
Commissioner Rajaram moved and Commissioner de Leon seconded to approve the
November 6, 2019 regular minutes to note amended Agenda Item No. 8:
8. Commissioner Update
General Comments included Cupertino's response to PG&E's Public Safety Power Shutdown.
The City partially activated its Emergency Operations Center(EOC) to monitor the Event.As a
result, CERT Volunteers and public employees canvas the affected Foothill communities.
Motion passed unanimously.
ORAL COMMUNICATIONS
This portion of the meeting is reserved for persons wishing to address the commission
on any matter not on the agenda. Speakers are limited to three (3) minutes a person. In
most cases, state law will prohibit the commission from making any decisions with
respect to a matter not listed on the agenda.
WRITTEN COMMUNICATION
2. Subject: Letters from AT&T dated November 13 and 14,2019.
The Commission received and filed the AT&T letter.

3.1 Smart Cities and 5G
The Commission considered the items below as nice to have if there are resources:
o Traffic Management (1)
• Want to start near school zones and neighborhoods where the City
has control. Areas like highway intersections or borders with other
cities will be a challenge due to cross jurisdictions of other agencies.
o Air quality+weather (2)
• Monitor AQI and make it easily accessible to the public along with
education on easy access.
o Neighborhood safety (3)
• Video analytics/machine learning to mine video of data (e.g. license
plate recognition)
o Water conservation (4) moisture sensor in City gardens (proof of concept)
o Cloud based platform for support the data above (5)
Commissioner Ganga moved and Commissioner Rajaram seconded to approve, motion
passed unanimously.
4. Item 4 -For Wireless and Fiber
a. Discussed and reported on Wireless Masterplan and education relating to
5G for citizenry.
i. Need to select a vendor and develop a master plan
ii. Looking to get some speakers such as LBA Group and Silicon
Valley Joint Venture for 5G
NEW BUSINESS
5. Appoint Commissioner to judge <hack>Cupertino 2020.
The Commission will appoint a Commissioner at the February meeting.
6. Review and Comment on the Proposed Draft Ethics Protocol.
• D - Information from Industry lobbyists, advocacy groups, other stake
holders, or citizens of Cupertino should be disclosed
• H -When acting an elected, appointed official, or staff, one should not use
their official authority for personal gain. However, as a private citizen, they
may use those resources.
• Needs better wording for clarification
• New Section- When conducting City Business, should use official means of
communications (e.g. use city e-mail address vs own address)
Commissioner Rajaram moved and Commissioner de Leon seconded to approve,
motion passed unanimously.
7. Discuss Optional Date for the January 2020 Regular meeting.

The Commission directed the January 1 Regular meeting will be cancelled, and a
Special Meeting will be called for January 9.

No representative from the TICC Commission.
9. Commissioner Update
City has reached out to Commissioner Ganga to see if there is an interest to serve in the
bicycle commission.

ADJOURNMENT
Commissioner de Leon moved for adjournment at 9:32 pm. Commissioner Rajaram
seconded the motion. The motion passed unanimously.
